Bruce Flattery, 2475 Altona Road, addressed Council with respect to tree cutting.

Bob Dragicevic, representing Mount Pleasant Group of Cemeteries, addressed
Council with respect to Revision 1 to Modification 1 to the Pickering Official Plan
(Duffin Heights Neighbourhood of the East Duffin Area) and the Duffin Heights
Neighbourhood Development Guidelines. He advised that they have met with staff
and are in complete agreement with the suggested revisions.

PRESENTATION
1.
Councillor McLean thanked the Durham Regional Police and Toronto Regional
Police for their involvement in the charity hockey game to raise funds for the Hockey
Associations. He presented a $1,500 cheque to both associations to be put
towards their building fund.

That Report CS 21-03 concerning Ontario Transit Renewal Program, be received for

That Council approve the request for allocation of funds as directed in the Ontario

That Council approve the application of the Ontario Transit Renewal Program
Funding for the eligible expenditures as approved in 2003 APT A Budget; and
4.
That the appropriate officials of the City of Pickering and the Ajax Pickering Transit
Authority be given authority to give effect thereto.

That Councillor Holland, seconded by Councillor Johnson, took leave to introduce by-laws
of the City of Pickering:
By-law Number 6123/03
Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended, to
implement the Official Plan of the City of Pickering, Region of Durham in Parts 20 and 21,
Plan 316, in the City of Pickering. (A 22/02).
By-law Number 6124/03
Being a by-law to amend Restricted Area (Zoning) By-law 3036, as amended by By-laws
1158/80, 3878/92 and 5500/99, to implement the Official Plan of the City of Pickering,
Region of Durham, Block 1, Plan 40M-1235, in the City of Pickering. (A 09/03)
By-law Number 6125/03
Being a by-law to adopt Revision 1 to Modification 1 to the Official Plan for the City of
Pickering.
By-law Number 6126/03
Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking
Regulation - 1203 to 1257 Bayly St., 575 Steeple Hill, 1792 Liverpool Road and 1330
Altona Road.)

Councillor Holland, seconded by Councillor Johnson, moved that the report of the
Committee of the Whole on By-law Numbers 6123/03,6124/03,6125/03 and 6126/03, be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor
and Clerk sign the same and the seal of the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Pickles gave notice of a motion concerning the implementation of Oak
Ridges Morraine Plan.
2.
Councillor McLean advised that he would be attending Vaughan Willard Public
School on Tuesday, April 29 to participate in the Earth Angels program involving the
planting of ten trees.
3.
Councillor Ryan forwarded a letter to the City Clerk from residents concerned with
littering and parking on Rodd Avenue.
4.
Councillor Johnson advised of his attendance at the sod turning for the new
Women's Shelter and thanked Mayor Arthurs and Council for their support.
5.
The following matters were discussed prior to the regular meeting:
a) The Director, Planning & Development clarified the changes proposed to
Revision 1 to Modification 1 to the Pickering Official Plan, City Initiated: Duffin
Heights Neighbourhood of the East Duffin Area.
b) The Chief Administrative Officer advised that the parking, signage and fencing
concerns at Don Beer Arena are being reviewed.
c) Councillor Pickles commented on concerns received from residents with respect
to the Children's Special Needs residence being proposed for Castle Street. He
requested staff to review the municipalities options in restricting the number of
homes on anyone street designated for this type of use

That pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended,
the Council of the Corporation of the City of Pickering hereby resolves to conduct a
meeting closed to the public for the purpose of considering personal matters about an
identifiable organization.

1. That Zoning By-law Amendment Application A 22/03, be APPROVED
subject to conditions outlined in Appendix I to Report No. PD 16-03, as
amended to deleted the requirement for the dwelling proposed on Lot 6 to be
set back a minimum of 7.5 metres from the front lot line, to permit the
development of six detached dwellings on the subject lands being Part of

2. That the amending zoning by-law to implement Zoning By-law Amendment

PART OF LOTS 15 TO 24. CONCESSION 3
1. (a) That Revision 1 to Modification 1 to the Pickering Official Plan, initiated
by the City of Pickering to:
. replace part of the Urban Residential Area - Low Density and Urban
Residential Area - Medium Density with the Open Space System -
Natural Areas to recognize the tableland forest located west of Brock
Road; and
. replace the remnant Urban Residential Area - Medium Density with
the Urban Residential Area - Low Density for lands located west of
the tableland forest adjacent to the St. Lawrence & Hudson Rail line;
and
. replace part of the Urban Residential Area - Low Density with the
Urban Residential Area - Medium Density for lands located east of
Brock Road but west of Urfe Creek to offset the loss of population
resulting from the recognition of the tableland forest; and
. replace the Urban Residential Area - Low Density with the Urban
Residential Area - Medium Density for lands located north of old
Taunton Road; and
. revise policy 11.17 - Duffin Heights Neighbourhood policies with new
policies addressing land use, urban design, population, and open
space matters;

(b) That the draft by-law to adopt Revision to Modification 1 to the Pickering
Official Plan be FORWARDED to Council for enactment as set out in
Appendix I to Report PD 14-03; and
(c) That a consolidated version of Modification 1 to the Pickering Official Plan,
as it pertains to the Duffin Heights Neighbourhood, be FORWARDED
FOR APPROVAL by the City Clerk to the Region of Durham; and
2. That the Region of Durham be requested to RESOLVE Part of Deferrals 16,
31, and 39, and Deferral 21 to the Pickering Official Plan as it relates to the
Duffin Heights Neighbourhood; and
3. That the Duffin Heights Neighbourhood Development Guidelines, as set out in
Appendix II to Report Number PD 14-03, be ADOPTED as the City's strategy
for detailed land use, urban design, transportation and stormwater in Duffin
Heights; and .
4. That Informational Revision 9 to Map 25 - Neighbourhood 15: Duffin Heights
updating road, school and park locations, and the Detailed Review Area, as
set out in Appendix III to Report Number PO 14-03 be ADOPTED; and
5. That a copy of Report Number PD 14-03 be FORWARDED to the Region of
Durham, the Toronto and Region Conservation Authority, and the Ministry of
Municipal Affairs and Housing for their information.

ROUGE VALLEY HEALTH SYSTEM
-ENHANCEMENT OF MEDICAL SERVICES IN
THE CITY OF PICKERING
1. That Clerk's Report CL 09-03 regarding the letter from the President and
CEO of the Rouge Valley Health System respecting the enhancement of
medical services in the City of Pickering, be received; and
2. That the Council of the Corporation of the City of Pickering hereby makes
application to the Ministry of Health and Long Term Care to be declared as
underserviced in regards to the number of family physicians operating within
the City of Pickering; and
3. That copies of Report CL 09-03 be forwarded to the Ministry of Health and
Long Term Care, the Honourable Janet Ecker, MP, Pickering-Ajax-Uxbridge,
the Durham District Health Council and the President and CEO of the Rouge
Valley Health System.
