To regulate parades or processions
on highways, and for preventing the
obstruction thereof during processions
or public demonstrations.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP
OF PICKERING HEP.EBY ENACTS AS FOLLOWS:
11 (a) "Council" shall mean the Council of The Corporation of
the Township of Pickering.
(b) "Chief' shall mean the Chief of Police of the Corporation
of the Township of Pickering.
2. No parade or procession shall be held or allowed upon a highway
unless and until
(a) A written application for permission to hold same
is filed with the Council at least seven days prior
to the day on which it is proposed to hold such
parade or procession.
(b) The application states the place of assembly, hour of
starting therefrom, the proposed route, the destination,
the approximate number of persons forming the procession,
designating in detail the number on foot, the number
mounted, the number of bands of music and the number
of vehicles.
(c) A permit has been issued on the prescribed form.
3. No person shall take part in any parade or procession held upon
any public highway unless a permit has been previously issued
therefor as provided by this By-law.
4. No person shall take part in any public meeting or demonstration
held upon any highway which interferes with the normal flow of
traffic upon such highway, and in the event of any such highway
being so obstructed as to impede the normal flow of traffic
thereon during the holding of any such public meeting or
demonstration, every person taking part therein shall upon
request of a member of the Pickering Township Police/Department
forthwith disperse, and upon failure to do so, shall be liable
to the penalties provided for by this By-law.
5. When a permit has been issued to any organization or group of
persons for the holding of a parade or procession, no other
organization or organizations, group or groups, or other persons
shall join in or take part or otherwise interfere with such
parade or procession.
6. The person to whom a permit is issued under this By-law shall be
responsible for the strict observance of all rules and regulations
included in the permit.
7. Any person taking part in a parade or procession shall obey the
directions of a police constable or other police officer given
for the purpose of regulating traffic or maintaining order.
8. Parades or processions shall, unless otherwise approved by the
Council, march or travel on the right hand side of the roadway,
leaving room for other traffic thereon to pass.

9. Any person convicted of a breach of any of the sections of this
By-law shall forfeit and pay at the discretion of the convicting
Magistrate a penalty not exceeding the sum of Thre:Hundred
Dollars for each offence, exclusive of costs.
Nothing in this By-law shall be construed as prohibiting individuals
attending at or listening to meetings held on public highways so long
as the proceedings thereat are peaceful and orderly, and sufficient
space is left on the sidewalks and roadways for the normal use thereof.
