Statutory Public Information Meeting

The Manager, Development Review, provided an overview of the requirements of the
Planning Act and the Ontario Municipal Board respecting this meeting and matters
under consideration there at.
(I)
DRAFT PLAN OF SUBDIVISION APPLICATION SP-2002-05
ZONING BY-LAW AMENDMENT APPLICATION A 25/02

1.
Ross Pym, Principal Planner - Development Review, provided an explanation of
the application, as outlined in Information Report #11-03.

Alex Artuchov, Agent, advised that the applicant intends to maintain the
hedgerow at the northern border of the development, to convey a portion of land
into public ownership and to impact Carruther's Creek as little as possible.

Hal Whorms, 3225 Greenburn PI., questioned if Block 11 will remain Major Open
Space, what will be the source of water, is monitoring of water on the present
residential properties being considered and is consideration being given to the
speed on Salem Road and the 5th Concession.
Richard Wagner, owner of the golf course to the north of the proposed
development, advised that he has no objection to the proposal but stated his
concern with respect to the hedgerow between this development and his golf
course. He would like some type of legal clause or agreement that will ensure
that the new owner maintains this hedgerow.
Halima Yeung, 1757 Greenvale Cres., advised that he has no objections to this
proposal. He questioned if Salem Road will be paved when widened and if gas
and hydro services will be brought in for the four homes in the north part of the
development.

Alex Artuchov, Agent, advised that well water will be provided to the new homes
and that three wells have been dug and ample water is present. This will now go
through the Health Department to ensure water quality is up to standard. The
speed along Salem Road and the sth Concession will be reviewed. He advised
that Mr. Brown, applicant, is also concerned with maintaining the hedgerow and
reasonable conditions will be considered. The homes in the development will be
very similar to Saxton Glen. Hydro Services will come from the existing line but
will be buried to the residence. He did not, as of yet, have any information
concerning gas lines.

Geoff Romanowski, Planning Technician, provided an explanation of the
application, as outlined in Information Report #10-03.
Julius DeRooter, on behalf of the applicant, advised that this application has
been submitted requesting relief from site specific conditions including the
placement of the building and number of parking spaces. The by-law requires
the building to be placed at the north end of the site and due to highway
exposure the applicant would like it to be placed on the south portion of the site
close to Hwy. 401. The by-law further requires an additional five parking spaces
but due to the building configuration and landscaping they are requesting relief
from this condition.
Michael Silver, Counsel and part owner of the adjacent property stated their
concern that this application is controlling development of the area and would like
to be part of the process in how this land is developed. He advised that there
has not been any communication with Emix Holdings Ltd.
Julius DeRooter, advised that this application is for an allowable use, they are
just requesting relief from two by-law conditions.

Ross Pym, Principal Planner - Development Review provided an explanation of
the application, as outlined in Information Report #09-03.
Jocelyn Barber, 450 Finch Ave., advised that she was present to answer
questions.
John Sabean, 928 Reytan Blvd., stated his concern with the preservation of the
stone house and outhouses on the property. He advised that in preserving a
heritage home the surrounding land must also be maintained.
Jocelyn Barber, 450 Finch Ave., advised that it is her intention to maintain the
homestead.
