Being a by-law to appoint By-law Enforcement
Officers for certain purposes (Parking Regulation -
650, 705 Kingston Road, 1048 Toy Ave., 1822 Whites
Road N., 1330 Altona Rd. and 1792 Liverpool Road)
WHEREAS pursuant to section 15(I) of the Police Services Act, R.S.O. 1990, c.P.15, as
amended, a municipal council may appoint persons to enforce the by-laws of the
municipality; and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement
officers are peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
That the following persons be hereby appointed as municipal law enforcement
officers in and for the City of Pickering in order to ascertain whether the
provisions of By-law 2359/87 are obeyed and to enforce or carry into effect the
said By-law and are hereby authorized to enter at all reasonable times upon
lands municipally known as:

Dear Mayor Arthurs:

On Monday, April 28, 2003, the Durham Region Labour Council will be observing the
Day of Mourning at Oshawa City Hall with our ceremony starting at Noon, lowering of the flag at
Civic Square and laying of wreaths at the Day of Mourning Monument.
The Day of Mourning was officially recognized by the Ontario Provincial Legislature in
1988. In 1991, An Act Respecting a Day of Mourning for Persons Killed or Injured in the
Workplace passed through all stages of the House of Commons and the Senate. The Bill which
now proclaims April 28th of each year as a National Day of Mourning received Royal Assent on
February 1, 1991 and is now law. The Day of Mourning is also officially recognized in many
countries throughout the world.
We ask that your municipality join with us in paying respect to those working people who
have died at the workplace, or suffered injuries and diseases on the job by passing a resolution
proclaiming Monday, April 28, 2003 as "Day of Mourning". We also request that flags be
lowered, where possible, on Municipal Buildings in honour and remembrance of those killed at
the workplace.
While we mourn the dead, we must dedicate ourselves to fight for the living and prevent
this terrible and unnecessary toll by ensuring that our governments constantly review and enforce
health and safety regulations, all workplaces adhere to health and safety regulations and that all
workers are regularly trained in all health and safety aspects of their workplace.
Thank you for your consideration of proclaiming April 28, 2003 as "Day of Mourning."

Join more than 450,000 volunteers, many in your community, by becoming a "Partner in 2003
PITCH-IN CANADA Week" - April 21-27, 2003. The theme is "PITCH4N - It's ECO-~"
Information kits sent to every school in your community, Scouts, Guides, the Chamber of Commerce
and many other groups offer free garbage/recycling bags for clean-ups of schoolgrounds,
neighborhoods, greenspaces, parks, a~ ravine, trail, shoreline or waterways. We are also providing
information on, or encouraging, habitat restoration, school and community composting and recycling
projects and community-wide beautification campaigns to instill community pdde.
Becoming a Partner is easy. Consider:
appointing a local coordinator (a volunteer or municipal employee) to help volunteers in your
community identify and spearhead local clean-up and beautification projects and to distribute our
free materials. Just complete the enclosed PROJECT REGISTRATION FORM - and mail to us
ASAP and no later than March 31~ 2003. We'll do the rest!

disposal. Many Councils also recognize PITCH-IN volunteers - a gesture much appreciated by

Re: Proclamation of Racing Against Drugs Durham Week; May 5- 10, 2003.
On behalf of the Racing Against Drugs Durham Steering Committee, a committee of the
Substance Abuse Council for Youth in Durham Region, I am asking you to help raise
awareness regarding the Racing Against Drugs Durham event.
This event, developed by the RCMP, is an exciting initiative that encourages students to
adopt a healthy, drug-free lifestyle with a commitment to personal safety.
The Racing Against Drugs Durham event is organized locally by a committee of the
Substance Abuse Council for Youth in Durham Region. One of the many strengths of this
program lies in the strong collaboration between personnel in education, police services,
community agencies, business and industry.
Over 30,000 students, from the Durham District School Board and the Durham Catholic
District School Board have participated in this exciting and engaging event over the past 5
years. This year, approximately 6,200 grade 5 students, from the two School Boards, will
participate in Racing Against Drugs. They will experience the Racing Against Drugs
curriculum, which addresses expectations in the Ontario Curriculum - Health and Physical
Education Grades 1-8, in their classroom and will come together during the week of May 5-9,
2003 at the Racing Against Drugs Durham event.
Over 25 agencies come together during the week of the event and to a local arena that has
been transformed into an exciting racing environment. Students participate at the various
educational Pit Stops in activities relating to substance abuse prevention, healthy lifestyles
and personal safety.
We hope you can join us in strengthening our celebration of this worthwhile commitment to
our children's future by bringing this event to the attention of your Municipal Council
requesting that they proclaim the week of May 4-10, 2003 as RACING AGAINST DRUGS
DURHAM WEEK.
