Recommendation:
1. That Report INF 09-26 regarding the Sixth Concession Road Reconstruction & Greenwood
Bridge Rehabilitation Request for Tender No. T2026-6 be received;
2. That the bid submitted by Nuroad Construction Limited in response to Request for Tender
No. T2026-6 for the Sixth Concession Road Reconstruction and Greenwood Bridge
Rehabilitation project, in the amount of $3,050,410.68 (net HST) or $3,387,346.76 (HST
included) be accepted;
3. That the total gross project cost of $4,303,935.00 (HST included), including the amount of
the bid, contingency, and other associated costs, and the total net project cost of
$3,875,827.00 (net HST) be approved;
4. That Council award the contract administration and construction inspection for Request for
Tender No. T2026-6 to JP2G Consultants Inc. in the amount of $315,061.17 (net HST); in
accordance with the Purchasing Policy Section 10.03 (c) as the assignment is above
$125,000.00;
5. That the Director, Finance & Treasurer be authorized to finance the total net project cost of
$3,875,827.00 as follows:
a. That the sum of $3,695,000.00 as approved in the 2024 and 2026 Capital Budgets be
increased to $3,875,827.00 and be funded from the OCIF Reserve Fund; and,
6. That the appropriate officials of the City of Pickering be authorized to take the necessary
actions as indicated in this report.

1.0 Executive Summary:
The purpose of this report is to award Request for Tender No. T2026-6 for Sixth Concession
Road Reconstruction & Greenwood Bridge Rehabilitation to Nuroad Construction Limited,
including contract administration and inspection services to JP2G Consultants Inc.
As part of the 2024 and 2026 City Infrastructure Capital Budgets, funding was approved for the
Sixth Concession Road Reconstruction and Greenwood Bridge Rehabilitation project as a
construction project.
This project represents the continuation of works completed under Tender T-6-2017 and
addresses aging infrastructure, identified bridge deficiencies, and stormwater servicing
requirements along Sixth Concession Road between Highway 7 and Greenwood Road.
Request for Tender No. T2026‑6 was advertised on the City’s bids&tenders portal on May 13,
2026, and closed on June 4, 2026, with six contractors submitting bids. The lowest compliant
bid submitted by Nuroad Construction Limited in the amount of $3,050,410.68 (net HST) or
3,387,346.76 (HST included), is recommended for approval.
JP2G Consultants Inc. has provided a fee proposal in the amount of $315,061.17 (net HST) for
contract administration and construction inspection services and are recommended for
approval in accordance with Purchasing Policy Section 10.03 (c).
The total gross project cost which includes the tendered amount, construction contingency,
and other associated costs is estimated to be $4,303,935.00 (HST included), with an estimated
total net project cost of $3,875,827.00 (net HST).

A higher construction contingency of 15% has been included as an associated cost as bridge
rehabilitation projects have a high degree of complexity due to in-water work and the potential
for unforeseen site conditions.
4.0 Discussion:
The purpose of this report is to obtain Council approval to award Request for Tender No.
T2026-6 for Sixth Concession Road Reconstruction & Greenwood Bridge Rehabilitation to
Nuroad Construction Limited, including contract administration services to JP2G Consultants
Inc.
The Sixth Concession Road corridor serves as a key local roadway providing access into the
Hamlet of Greenwood and connecting to Highway 7 as well as a main access point to the

newly constructed Dorsay Community and Heritage Centre. Sixth Concession Road and
Greenwood Bridge were originally constructed in 1970 and have not undergone significant
rehabilitation since that time. The existing roadway is a rural cross-section with ditches for
drainage and carries low to moderate traffic volumes. The corridor is also identified as a future
cycling route and forms part of the Trans Canada Trail.
As part of the City’s 2016 Capital Program, Stage 1 works between Greenwood Road and
Westney Road were completed under Tender T-6-2017. That work included full road
reconstruction and urbanization, partial storm sewer replacement, and boulevard restoration.
The current project represents Stage 2 of the Sixth Concession Road corridor improvements
and will continue the infrastructure upgrades from Highway 7 to Greenwood Road.
The need for this project is driven by the deteriorating condition of the roadway due to the
aging pavement structure, limitations in the existing stormwater system including reliance on
temporary outfall connections from Stage 1, and deficiencies in Greenwood Bridge identified
through the City’s biennial OSIM inspections. Recent bridge inspections have confirmed that
deterioration of the bridge deck is a key concern, and continued degradation may result in the
need for full replacement if rehabilitation is not undertaken. The project is also influenced by
environmental and regulatory requirements associated with Duffins Creek and the approval
required from external authorities such as TRCA. The scope of work includes for this
construction project includes the following:
• Full depth road reconstruction to a rural cross-section, west of Greenwood bridge and a
semi-urban section, east of Greenwood Bridge, matching Phase 1.
• Storm sewer upgrades such as pipe replacement and capacity improvements, new
catchbasins and ditch inlets, and reconstruction of the stormwater outfall including an oil
grit separator, plunge pool, bioswale and channel restoration into Duffins Creek.
• Greenwood Bridge structural rehabilitation including partial deck replacement and overlay,
replacement of curb, sidewalk, parapet walls and centre island, waterproofing and
expansion joint replacement and local abutment repairs.
• Environmental restoration and landscaping works including incorporation of a low impact
development (LID) and treatment train approach to improve stormwater quality discharge
and reduce risk of erosion along Duffins Creek.
During detailed design, City staff conducted public consultation with area residents to gather
local knowledge and understand potential concerns related to the project. A Public Information
Centre was held on January 30, 2025 at the Greenwood Community Centre. Working concepts
of the proposed design were on display and City Infrastructure Staff as well as the City’s
Consultant were available to discuss the project scope and address any questions or concerns
area residents may have regarding the project. The main topics of feedback staff received
included the following topics:
• concerns about bridge condition;

• pedestrian facilities;
• speeding and traffic calming; and,
• project timing.
Report ENG 15-23 was approved by Council (Resolution #356/23) to retain JP2G Consultants
Inc. (formerly Greer Galloway Group Inc.) to undertake the detailed engineering design for the
reconstruction of Sixth Concession Road and rehabilitation of Greenwood Bridge. It is good
engineering practice to have the same consultant provide further support with contract
administration and inspection services. This ensures good technical continuity for the project
by using the same company and allows for certification upon completion. JP2G Consultants
Inc. have provided a fee proposal in the amount of $315,061.17 (net HST) for all construction
related services and are recommended for approval in accordance with the Purchasing Policy
Section 10.03 (c).
In accordance with Purchasing Policy Item 10.03, the Manager may obtain the services of a
particular consultant selected by the initiating Director without going through a competitive
process. Where the funds are available in the approved budget and the project or annual cost
of a consulting or professional service assignment is expected to be:
(c) Above $125,000 is subject to the additional approval of Council. The initiating Director
shall submit a report to Council for approval. Pursuant to RFSQ2023-1 Roster Category
of Geotechnical Investigation and Inspection Services Master Framework Agreement,
geotechnical inspection and material testing services, in the amount of $24,559.78 (net
HST), will be awarded to Engtec Consulting Inc.
Request for Tender No. T2026-6 was advertised on the City’s bids&tenders portal on May 13,

Upon careful examination of all bids and relevant documentation received, the City
Infrastructure Department recommends acceptance of the lowest compliant bid submitted by
Nuroad Construction Limited for Tender No. T2026-6 in the amount of $3,050,410.68 (net
HST) or $3,387,346.76 (HST included), and that the total net project cost of $3,875,827.00 (net
HST) be approved.
