Call to Order
Councillor Butt, Chair, called the meeting to order and gave an overview of the
requirements for a Statutory Public Meeting under the Planning Act. Councillor Butt
outlined the order of matters under the Statutory Public Meeting section, as well as the
notification process procedures and noted that if a specified person or public body as
defined by the Planning Act, or the owner of land to which the Proposed Official Plan
Amendment or Zoning By-law Amendment would apply, does not make oral or written
submissions to the City before the By-law is passed, that person, public body, or owner of
land would not be entitled to appeal the decision of City Council to the Ontario Land
Tribunal (OLT). Councillor Butt acknowledged that Councillor Brenner and Councillor Nagy
were viewing the meeting livestream.

connection, and through the aid of a PowerPoint presentation, provided a
preliminary overview of the Official Plan Amendment application OPA 25-004P. C.
Celebre summarized the property location and description, permitted uses, current
and proposed zoning, and comments from City staff. C. Celebre provided that next
steps would include City staff preparing a recommendation report for the
consideration of the Planning and Development Committee.
Elizabeth Howson, Principal, Macaulay Shiomi Howson Ltd.
E. Howson, Principal, Macaulay Shiomi Howson Ltd., appeared via
electronic connection and stated that they were available for questions.
There were no delegations.
In response to questions from the Chair, E. Howson stated that the
applicant would monitor market conditions before deciding whether to
pursue high-density or alternative forms of development, and confirmed
that nearby natural heritage lands were not included in the development
area and would be protected.

L. Crawford, Planner II, appeared via electronic connection, and through the aid of a
PowerPoint presentation, provided a preliminary overview of Zoning By-law
Amendment application A 08/25. L. Crawford summarized the property location and
description, including site background, the submitted conceptual site plan, permitted
uses, current and proposed zoning, and comments from area residents and City
staff. L. Crawford provided that next steps would include City staff preparing a
recommendation report for the consideration of the Planning and Development
Committee.
Ashley Yearwood, Peace of Mind Planning Services
A. Yearwood, Peace of Mind Planning Services, appeared via electronic
connection to provide an overview of Zoning By-law Amendment
Application A 08/25. Through the aid of a PowerPoint presentation,

Neighbourhood Design Guidelines, including protection of environmentally

sensitive lands to be transferred to the City. A. Yearwood, noted that the
proposed zoning amendments were generally consistent with the
surrounding zoning, with one requested relief to permit a slight reduction in
lot frontage. A. Yearwood, presented streetscape comparisons to
demonstrate that the three proposed dwellings would maintain
neighbourhood character and reviewed a conceptual site plan illustrating
the environmental block. A. Yearwood concluded by noting that all
comments would be reviewed by the project team.
There were no delegations.
A question and answer period ensued between the Chair and A.
Yearwood regarding:
approximately 15 trees, plus 4 trees in poor condition, being
removed and replacement planting opportunities being reviewed
during the detailed design stages;
•
confirmation that no access to Appleview Road would be permitted
due to floodplain and slope stability constraints identified by the
Toronto and Region Conservation Authority;
•
awareness of resident concerns and confirmation that all comments
would be reviewed by the project team; and,
•
willingness to participate in staff coordinated meetings with residents.•
