5.1 Pickering Museum Village - February Update
K. Pyke, Coordinator, Museum Operations, Pickering Museum Village provided an
introduction of the launch of Adventure Hub, a new suite of on-site, interactive, self-
guided program, to be offered on a mobile platform at the Pickering Museum Village
this summer.
A brief question and answer period ensued between Committee members and staff
regarding:
• whether WiFi was available;
• whether participants would require their own device; and,
• what the ideal age range for participation was.
5.2 Council Report - 2025 Achievements and 2026 Work Plan for discussion
J. St. Amant, Coordinator, Cultural Services, provided an overview of the Cultural
Advisory Committee (CAC) Report to Council, summarizing the 2025
accomplishments of the CAC and outlining the proposed work plan for 2026.
Discussion ensued between Committee Members and staff regarding:
• the development of the Pickering Arts Culture Engagement (PACE) work plan
moving forward;

• Committee endorsement of the finalized Report at the March 17, 2026 CAC
meeting; and,

5.3 Community Banner Series for review
J. St. Amant, Coordinator, Cultural Services, provided a summary of the Community
Banner Series including a project overview, the selection process, and highlighted
the project theme.
A brief question and answer period ensued between Committee Members and staff
regarding where calls to artists were posted and how the banners held up to
environmental conditions.
5.4 Pickering Arts Culture Engagement (PACE) subcommittee – Update
The PACE subcommittee had no updates.

- Museum Update
Gather and Grow Expansion Exhibit:
The Pickering Museum Village (PMV) is working with a group of students from the Master of
Museum Studies program at the University of Toronto to add interpretive and interactive materials
to the exhibit currently located in the Miller Cole House at PMV. This transitionary exhibit adds on
to the materials from the Gather and Grow travelling exhibit from 2024 to expand upon the
interpretation of sharing and production of food across cultures.
This will include both indoor and outdoor elements with many interactives constructed in-house by
the Curatorial team and the museum Woodwrights.

The Curator and student group are working with Indigenous knowledge keepers to include
information on Manoomin (wild rice) and how the 13 moons, through the Mississaugas of Scugog
Island First Nation knowledge, connects to food production cycles.

Interactives will focus on fostering curiosity and knowledge sharing through tactile, exploratory
exhibit pieces that will delight children and adults alike. The above seed maze is an example
where guests will move seeds along a path to match to the grown product using the knowledge
they have gained through the exhibit.
This expansion represents an exciting opportunity to celebrate cultural knowledge, foster curiosity,
and strengthen community connections. We are eager to share these new experiences with our
visitors and continue growing meaningful engagement at the Pickering Museum Village.

Background:
A Call for Public Art Jury Members was issued on December 4, 2025, Cultural Services received
17 submissions from arts and culture professionals and selected four to be presented to the
Cultural Advisory Committee for endorsement.
Unfortunately, none of the submissions received by the deadline were from Indigenous people.
With two upcoming Indigenous projects on the schedule, it is important to have Indigenous
representation on the jury for the 2026 term.
One Indigenous submission was received after the deadline had passed. In consultation with staff
from the Equity, Diversity and Inclusion section of the Office of the CAO, Cultural Services Staff
recommend appointing Tracey Mae Chambers for the 2026 Jury.
Tracey Mae Chambers is a Metis artist who created public art at the Pickering Museum Village in
2021. Her work, Hope and Healing Canada, has been exhibited extensively throughout the
province. Hope and Healing Canada is a series of site-responsive fibre installations exploring
decolonization, reconciliation, and collective healing.
Funding:
Each Public Art Jury member will be paid a flat rate of $1,480.00* inclusive of HST for the year.
*Funding pending approval of the 2026 budget.
Discussion:
Staff are seeking endorsement of the selected individual to be appointed as a Public Art Jury
Member for the 2026 term.

Subject: Public Art Commission- Pride Themed Temporary Artwork

Background:
The Call to Artists- Request for Proposals Temporary Public Art Commission, Pride Window
Wraps, was issued on February 19, 2026. Cultural Services received a total of XX submissions
from artists and artist collectives worldwide. The call was open from February 19, 2026, to March
9, 2026.
As specified in the Call to Artists, this project sought proposals for the pride themed temporary
installation of artwork on the windows in the tower room at City Hall. The window wraps will be
displayed from June 1, 2026 to July 3, 2026 for Pride month. One artist was selected for this
project. Submissions were evaluated based on artistic merit, including quality of work, originality,
and artistic excellence in the field of permanent public art; adhesion to location and expressed
desire in this project; and Artist’s demonstrated ability and proposal feasibility to meet the artwork
goals and technical requirements, within the set timeframe and budget.
The Call to Artists outlined the theme for the artwork as “Pride Belongs Here”. This temporary
public art opportunity aims to celebrate and affirm 2SLGBTQIA+ residents as valued members of
our community. This theme invites artists to explore pride as an inclusive, civic, and transformative
force, expressed through 2SLGBTQIA+ joy, care, resilience, and belonging in our city.
The Public Art Jury met on March 12, 2026, to review the XX submissions. After deliberation, the
jury- including a representative from the Office of the CAO, selected XXXXXX to be awarded the
commission. (Attachment 1)

There is $5,000.00 including HST available for this opportunity, $2,500.00 for the artist and
$2,500.00 for the installation by the City. Funds are available from 502520.10207.9711 Program &

Next Steps:
The selected artist will be notified and subsequently, the City will enter into an agreement with the
awarded artist for the Temporary Public Art Commission of the Pride Window Wraps project.
The selected artists will submit an updated final digital design. The artwork will be printed on vinyl
and installed on the east and west facing windows of the tower room of City Hall from June 1,
2026-July 3, 2026.

Temporary Public Art Opportunity
The City of Pickering invites local artists/teams to apply to submit digital based artwork
for the Pride 2026 Vinyl Window Murals project. Selected works will be digitally
reproduced as large scale temporary murals installed on the windows of the tower at
City Hall (both front and back windows). The artwork will be printed on vinyl and
installed by the City. Under the theme of “Pride Belongs Here” this temporary public
art opportunity will aim to celebrate and affirm 2SLGBTQIA+ residents as valued
members of our community. This theme invites artists to explore pride as an inclusive,
civic, and transformative force—expressed through 2SLGBTQIA+ joy, care, resilience,
and belonging in our city.

The City of Pickering adopted a formal 10-year Equity, Diversity and Inclusion Strategy
in 2024. That strategy identified four priority areas of focus: Education & Awareness,
Structure & Resources, Community Consultation & Engagement, Policies, Practices &
Programs and Measurement & Accountability. This project will help advance some of
these priorities of focus by:
• Adapting civic space to reflect and represent the identities and experiences of
Pickering’s diverse communities.
• Developing targeted awareness programs that are aligned to the needs of the
community.
• Fostering belonging through visible cultural expression.
• Affirming 2SLGBTQIA+ identities in civic spaces.
• The creation of digital and physical spaces that promote inclusion by displaying
services and symbols that reflect the City’s diverse communities.
This activation will be displayed on the windows from June 1, 2026, to July 3, 2026. One
artist/team will be commissioned by The City of Pickering to create the works. As per
the City of Pickering Public Art Policy (CUL 130) an Artist is defined as the
designer/creator of an artistic work and can include, but is not limited to, a professional
artist, graphic designer, collaborative team, architect, or landscape designer.
A public art jury comprised of professional artists and community members of diverse
backgrounds will be established for this single-stage competition.
The City of Pickering recognizes and values that diverse perspectives, skills,
backgrounds, and lived experiences contribute to the growth and strength of our
community. As such, we actively encourage and welcome applications from Indigenous
Peoples and equity-deserving communities including women, persons with disabilities,
racialized persons, persons who identify as 2SLGBTQIA+, and other diverse
communities.
Artists are advised that artwork must adhere to the following specifications:
• Artwork will be professionally reproduced on vinyl, exact sizes to be shared
with the selected artists.
• Designs should not include text, current political figures, and/or logos.
• Vinyl production and installation will be undertaken by the City of Pickering.
• The City of Pickering will have reproduction rights to submitted artwork for a
period of two years.

• The artist(s) retains sole copyright to their original artwork.
• The City may choose to display images of the artwork for marketing
purposes.
• High resolution PDF, Adobe Illustrator .ai files, or .eps files are required for
production;
Site Context
The City of Pickering acknowledges that it resides on land within the Treaty and
traditional territory of the Mississaugas of Scugog Island First Nation and Williams
Treaties signatories of the Mississauga and Chippewa Nations, including the
Mississaugas of Alderville, Curve Lake, Hiawatha, and Scugog Island, as well as the
Chippewas of Beausoleil, Georgina Island, and Rama.
This public art opportunity will occupy the main front and back windows of the Tower
Room at City Hall (1 The Esplanade S, Pickering, Ontario, L1V 6K7).

Project Brief
The City of Pickering’s Cultural Strategic Plan (2014) outlines the City’s commitment to
collaborate with the community to celebrate our cultural diversity, heritage and the arts;
to sustain our natural environment; to foster a creative economy; and to strengthen our
vibrant neighborhoods.
This temporary art piece is intended to be created by an artist to celebrate Pride in
2026. The City of Pickering will commission one artist/team for the creation of the work.

The created work will create a sense of joy, inclusion and belonging for 2SLGBTQIA+
residents and visitors during pride month in Pickering.
Budget
The budget for this project is $2,500.00 including HST (maximum)*. This is the total
amount available for the commission of these placemaking artworks in addition to all
related expenses of this project including, but not limited to: artist fees, all applicable
taxes, detailed renderings, materials, and schedules or other expertise as required,
insurance, equipment, travel to meetings and to the site, and an artist statement for
completed work.
The selected artist will provide a Scope of Work based on the Placemaking opportunity
to The City of Pickering. This Scope of Work will address the artist's obligations, which
include, but are not limited to:

Technical Specifications
Design Considerations
.
1. The created work must be provided in a digital format.
2. The work is to reflect the theme of Pride Belongs Here.
3. The work is to be inclusive, engaging, and create a feeling of joy and belonging.
4. The total width of one set of windows measure: 120 ½ “ High x 230 ½ “ Wide. Exact
window measurements including mullions will be provided to selected artist.
5. The project calls for one piece of digital artwork to be printed twice and mounted to
both the east facing and west facing windows.
Project Terms:
All artwork must be original, made by the artist submitting
• For the submission, artist are expect to submit a rough idea that will provide an
insight as to what the final work will look like.
• Absolutely no mechanical reproductions of original works are permitted.
• Digital artwork should be created at a minimum of 300 ppi.
• The format for digital illustrations is vector or raster-based images for digital
collage and digitally painted designs.
• The artwork must not include profane language and derogatory imagery.
• Each file submitted must be clearly identified with your full name and an image
number. Artwork must be accompanied with an artwork information sheet that
details each image’s title, material/format, date, etc.
• The artist will submit a statement describing their project and process. This text
may be used for educational and promotional purposes.
• Photographs containing clearly identifiable persons must submit a completed
model release form with their entry.
• The City of Pickering reserves the right to replace and/or remove any artwork, at
any time during the determined installation time.

Selection Process
A jury comprised of professional artists and community members of diverse
backgrounds will be established for the evaluation of the proposals. This is a single-
stage competition. One (1) artist/team will be awarded the commission.
The Jury will recommend an artist/team for the award of the commission based on the
following criteria:
1. Artistic merit, including quality of work, originality, and artistic excellence.
2. Adhesion to location, theme and expressed desire in this project; and,
3. Artist’s demonstrated ability and proposal feasibility to meet the artwork goals
and technical requirements, within the set timeline and budget.
The City of Pickering reserves the right to select and retain the artist deemed most
appropriate for the project at its sole discretion.

The Cultural Advisory Committee (CAC) is pleased to submit, for Council’s information, the 2025
Year End Report and 2026 Work Plan.
A. 2025 Year End Report
In 2025, the CAC met eight times prior to the last meeting on November 18, 2025. Highlighted
achievements include but are not limited to the following:
• Endorsed five professional public art jury members for 2025.
Reviewed and provided recommendation and endorsement of the following public art projects:
• Commemorative public art for Sigrid Squire - Abundance by artist J. A. Fligel installed in
May 2025.
• Commemorative public art for Paul White - Anticipation by artist John Vickers installed in
August 2025.
• Commemorative remembrance crosswalks - Lest We Forget by artist Jia Lin & Alex
Vongsavath of Paintint Inc installed in October 2025.
• Beachfront boardwalk panels by artists Dee Barsy, Emily Clairoux, Nyle Miigizi Johnston
Tessa Shank and Koren Smoke at Beachfront Park installed in August 2025.
• John. E. Anderson Gallery 2026 exhibit plan at the Dorsay Community &
Heritage Centre (DCHC).
• Public art commission for the council chamber renovations - Je Me Souviens by artist
Dorsey James to be installed in 2026.

Reviewed and provided recommendation and endorsement of the following temporary public art
projects:
• Annual community banner series by artists Asli Alin, Khaula Siddique (Mazhar), and
Anaïs and Dominic of Drift Mural Co. Banners were installed on Valley Farm Road and
Kingston Road installed in December 2025.
• Annual digital artwork display by artist Daramfon Christopher Morgan installed at
Chestnut Hill Developments Recreation Complex (CHDRC) in August 2025.
• 25th Anniversary of City of Pickering banners - On the Path Forward by artist Taylor De
Nobrega at city hall and at CHDRC installed April 2025.
• Installation of temporary public art - Aambe Giigidodaa Debwewim (Let us speak the truth)
by Leigh Simpson-Ahwanaquot as part of Winter Nights, City Lights on November 2025.
• Seasonal window painting murals at city hall and CHDRC by artist Ray Vidal installed
November 2025 as part of Winter Nights, City Lights.
Reviewed and provided recommendations on monthly Pickering Museum Village (PMV) reports
that included, but were not limited to:
• Pickering Proud exhibit in the lobby of city hall from April to December 2025.
• Artifact collection and exhibits within the PMV.
• Education and public programs including Mother’s Day Tea, Blacksmith and
Woodworking Workshops, Fairy Tours, Fairy Tours After Dark, Little Sprouts, and
Discovery Packs, Plot to Plate: Heritage Edition, Saturday S’mores, Family Adventure
Day: The Amazing Museum Race.
• Renovations to the Redman House program center
• Travelling Fashion Follies exhibit that toured The Shops at Pickering City Centre, CHDRC,
and Pickering Public Library.
• Partnership with the University of Toronto Master of Museum Studies program for the
2025-2026 school year, including a group of master’s students working with the PMV.
• 2025 Deaccession list.
Reviewed, consulted and discussed corporate projects and priorities including the Cultural
Strategic Plan updates planned for 2026 that set a vision for the place of arts, culture, and
heritage in the city. This review included cultural initiatives, museum strategic planning, and
updates to the public art plan.
The sub-committee Pickering Arts Culture & Engagement (PACE), continued to meet in 2025.
This sub-committee is dedicated to coordinating opportunities for stakeholder and community
engagement. Their objective is to engage each of Pickering's cultural communities by
showcasing elements of their culture through arts, music, dance and food, to the community at
large through new initiatives, activities and partnerships.

Cultural Advisory Committee – 2025 Year End Report & 2026 Work Plan
Members of the PACE sub-committee participated at Cultural Fusion Festival that took place
on Saturday, September 13, 2025 in Esplanade Park and began their new initiative to collect
stories from Pickering residents who immigrated/relocated to Pickering called "A People's
Journey". This initiative was launched at the Cultural Fusion Festival and will continue in 2026
where PACE will re-connect with those residents who provided their stories in 2025 and
connect with new residents to build on the collection of stories. PACE will than work with PMV
staff on how to share those stories with the community once complete.
The CAC also participated at the Cultural Fusion Festival event on Saturday, September 13,
2025 in Esplanade Park. The CAC hosted an information booth and collected feedback from
attendees about event satisfaction and suggestions on future activities. The Chair of the CAC
also volunteered in the role of master of ceremonies. The CAC was able to connect with
dozens of residents, event participants, and visitors. The information obtained from those
interactions was forward to lead staff for consideration when planning the 2026 event.
B. 2026 Work Plan
Cultural Services has several projects and initiatives planned for 2026 that will be presented to
the CAC for consultation which include, but are not limited to:
• Cultural Strategic Plan - renewal of the plan
• Pickering Museum Village Strategic Plan – renewal of the plan
• Public Art Plan – renewal of the plan
Cultural Services also has ongoing annual planning which will be presented to the CAC for
consultation:
• Permanent public art projects, including but not limited to:
o DCHC - alcove art
o DCHC - indigenous alcove
o DCHC - shade structure

▪ CAC participation at the 2026 Cultural Fusion Festival
The CAC has the following projects and initiatives planned to investigate further in 2026 which
include, but are not limited to:
• Continue the work of the PACE sub-committee to engage Pickering’s cultural community
and investigate interest in hosting new events and festivals, and/or partnering with
established events and festivals; that would give additional opportunities to showcase
elements of various cultural traditions (arts, music, dance, handmade markets, food and
drink) to the community at large through those new initiatives, activities and partnerships.
• PACE sub-committee to continue their initiative to collect stories from Pickering
residents who immigrated/relocated to Pickering called "A People's Journey" in 2026,
including participation at Cultural Fusion Festival. PACE will re-connect with those
residents who provided their stories in 2025 and connect with new residents to build on
the collection of stories. PACE will than work with PMV staff on how to share those
stories with the community once complete.
Work of the CAC also includes:
• Consult on public art and participate on the public art jury to review and consult on
public art submissions.
• Provide feedback to staff on the development of community engagement initiatives
related to culture and provide feedback on existing cultural programs.
• Act as cultural champions and look for opportunities through community engagement
initiatives that focus on celebrating, and highlighting cultural assets, or that bring
heritage recognition, and education to the forefront.
• Connect community partners to the culture team, to deliver on goals highlighted in the
updated cultural strategic plan.
• Provide feedback to staff on the development of entrepreneurial and economic
development initiatives related to culture and provide feedback on existing
programs.
• Report to Council annually through the committee’s work plan.
