5. New Business
5.1 CapLink Limited
815 Highway 7 Draft Plan of Subdivision Application SP-2022-02 Zoning By-law Amendment Application A 04/22
E. Game provided introductory remarks regarding
the Draft Plan of Subdivision Application and the Zoning By-law Amendment Application for 815 Highway 7 proposed by CapLink Limited, and invited M. Kolcak to provide an overview of the
Landscape Plan and Draft R-Plan for the site.
M. Kolcak provided an overview of the site at 815 Highway 7, speaking to the subject lands, the development blocks on the site, and the relocated
Percy House and the proposed addition. She also
provided an overview of the landscaping plan as well as the Draft R-Plan for the Percy House. Discussion ensued amongst Committee Members
regarding clarification regarding:
• the ownership and the planned uses of the Percy House; and,
• whether the Percy House will be open to
the public. Moved by L. Jeffrey Seconded by R. Smiles
1. That Heritage Pickering Advisory Committee support the final siting of the Percy House, known municipally as 815 Highway 7, based on the following condition:
a) That the Site Plan Agreement include a clause indicating any alterations or side development on or adjacent to the Draft R-Plan will not be permitted except where the proposed development and site
alteration has been evaluated through a

Heritage Impact Assessment and it has been demonstrated that the heritage attributes of the protected heritage
property will be conserved.
2. That Heritage Pickering Advisory Committee supports the implementation of the Landscape Plan around the Percy House, prepared by
Landscape Planning: Landscape Architects,
dated September 2023. Carried
5.2 Claremont Development Corporation (Geranium Homes) 5113 Old Brock Road Zoning By-law Amendment Application A 09/90(R), Zoning By-law Amendment
Application A 17/90(R), Draft Plan of Subdivision Application 18T-90016(R) E. Game gave a brief overview of the history of
the subject lands, the proposed development for
the site, and the Heritage Impact Assessment conducted and its recommendations for the farmhouse that exists on Lot 71.
Discussion ensued amongst Committee Members
regarding:
• the average size of the proposed lots being around 0.3 hectares;
• whether the heritage property will be fenced off from the surrounding development;
• the existing retaining wall on the property
that is expected to be repaired;
• clarification that the designation would be for the exterior of the building; and,
• whether the owner is aware of the commitments involved in owning and maintaining a designated heritage property.

That Heritage Pickering supports the Part IV designation of 5113 Old Brock Road under Section 29 of the Ontario Heritage Act.

6. Other Business
6.1 Post Manor Update
R. Smiles enquired as to whether there were any
updates pertaining to the Post Manor property
(1970 Brock Rd).
E. Game indicated that there were no updatesand that the City is continuing to work with theapplicant.
6.2 Heritage Tax Relief Program Update
E. Game provided an update to the Committeeregarding the approval of the City’s Heritage TaxRelief Program.
6.3 301 Kingston Road Update
E. Game informed the Committee that the owner
of 301 Kingston Road had submitted a StructuralAssessment and a Heritage Impact Assessment.She indicated that both Reports are beingreviewed and that the owner had subsequently
resubmitted a demolition permit application for theproperty.
Ms. Game indicated that the Committee would likely need to convene for a Special Meeting in the near future to discuss next steps with the property.
Discussion ensued amongst Committee Members regarding whether the structural assessment specifies fault of the current owner for the building’s current condition.
E. Game indicated that she
would follow up with the
Planner on file to see if therewere any updates.
7. Next Meeting
The next meeting of the Heritage Pickering Advisory Committee is scheduled for March 27, 2024.
