5. New Business
5.1 Presentation by Shauna Muir, Supervisor, Public Affairs & Corporate Communications Re: Corporate Strategic Plan Engagement
K. Wianecki, Director, Practice Planning Solutions Inc., through the aid of a PDF presentation, provided an overview of the City’s progress to date in developing its first Corporate Strategic Plan, and solicited the Committee for feedback.
Discussion ensued amongst Committee Members regarding:
• whether the anticipated population growth
of Pickering and the notion of “Smart Growth” is being considered in the Strategic Plan;
• whether the Committee can play a role in
assisting enhancing Pickering’s natural heritage features;
• whether cultural heritage should be prominently identified in the strategic plan;
• ensuring the cultural and ecological value of greenspace is done carefully and includes engagement with the indigenous community;
• unique and positive attributes of Pickering;
• the consideration of transportation needs including road widening, bike lanes, bus
service etc.;
• consideration of walkability, accessibility, and reducing car dependency in the Strategic Plan;
• concerns around Pickering’s infrastructure given the expected population growth;
• concerns regarding traffic and road safety;
• concerns regarding lack of reliable public transit in Pickering, especially in rural Pickering;
• clarification around the expectations of the
Heritage Pickering Advisory Committee in contributing to the Strategic Plan;

• the City’s past Community Character Study, concerns regarding the outcome of
the study, and whether this was considered
as part of the Strategic Plan;
• concerns regarding the age of the existing water, sewer, and power infrastructure and
whether it can effectively support the
anticipated population growth;
• clarification that Pickering anticipates to welcome approximately 150,000 new
residents by 2051;
• clarification regarding the status of the Community Character Study and the associated By-laws;
• whether the City has considered requiring developments to incorporate green infrastructure requirements (e.g. green roofs, electric car solar panels);
• the City’s existing Integrated Sustainable Design Standards (ISDS) that are in place;
• the consideration of ensuring the City’s
infrastructure is resilient to climate change;
• the provision of greenspace in Seaton’s Development Plan;
• the opportunity for the City to consider
innovative and cutting edge approaches in accomplishing safety and sustainability goals;
• the City’s efforts to attract businesses to the Innovation Corridor;
• whether the City can consider looking at attracting academic institutions; and,
• clarification regarding the City’s effort to increase access to healthcare services and facilities.
K. Wianecki provided an oral summary of the
feedback that she heard from the Committee during the presentation and thanked the Committee for their input on the City’s Strategic Plan.

5.2 Municipal Heritage Register Review and Update E. Game, Senior Planner, Heritage, provided an overview of the City’s 2023 Municipal Heritage Register Review including:
• the impacts of Bill 23, More Homes Built
Faster Act, 2022 has on the Municipal Heritage Register;
• a summary of listed properties;
• strategy and rationale for designating properties; and,
• summaries of each heritage property
including their notable attributes and their categorized priority level. Discussion ensued with the Committee regarding:
• whether the City has any recourse regarding the partial demolition of 301 Kingston Rd.;
• clarification regarding the development
applications on the lands of the Liverpool House and Post Manor;
• the importance of preserving heritage
buildings in their original setting to retain contextual value;
• whether designation of properties would impact current developments underway;
• the next steps to bring this matter to the Planning & Development Committee and Council for approval;
• clarification that the compromised building would be removed from the register after January 1, 2025;
• whether the City should be considering
more properties for designation;
• the historical context as to why the Heritage Register does not contain all inventoried Heritage properties; and,
• clarification around the process around the demolition process should the properties remain undesignated.

1. That Heritage Pickering support the Part IV designation of the following properties: 1294 Kingston Road
450 Finch Avenue 1 Evelyn Avenue 401 Kingston Road 4993 Brock Road; and,
2. That Heritage Pickering support of the completion of Cultural Heritage Evaluation Reports for 1027-1031 Dunbarton Road and 4953 Brock Road to determine their Cultural Heritage Value or Interest, and to
determine if the properties are candidates for designation under Part IV of the Ontario
Heritage Act.

The next meeting of the Heritage Pickering Advisory Committee is scheduled for October 25, 2023.
