Heath welcomed everyone to the meeting and called the meeting to order. 2. Review and Approval of Agenda Moved by Z. Adatia Seconded by J. Heath That the agenda for the November 3, 2022 Meeting of the Pickering Anti-Black Racism Taskforce, as amended be approved. Carried 3. Approval of Minutes – October 6, 2022 Moved by J. Heath Seconded by Z. Adatia That the Minutes of the October 6, 2022 Meeting of the Pickering Anti-Black Racism Taskforce be approved. Carried 5. Presentations Due to connectivity issues with Lucas Cabral, Coordinator, Public Art, Item 5.2 was considered prior to Item 5.1. 5.2 Stoyan Barakov, Coordinator, Public Art, City of Pickering Stoyan Barakov provided an overview of the Chains and Crowns Banner Project. Discussion ensued with Members discussing: • background information regarding the artist and the Chains and Crowns artwork; • whether there is an opportunity to engage with the artist; • the placement of the banners at Esplanade Park, and whether other locations were considered; • clarification regarding the proposed cost sharing partnership in covering the cost of the project; • Esplanade Park being the recognized area for the Community Banner Program; • clarification around how the artist was sourced and the process by which the artist was selected; • the differences between the past Piano Project and the Banner Project; • the sensitivities around how Black hair is spoke of and presented; • clarification that the artist is a professional artist; • whether local artists were considered for this project and whether this can be ensured in future projects; Page 3 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) • the various considerations when selecting and recruiting artists for the Community Banner Program; and, • the Region of Durham’s collaboration with the Durham Regional Police Service and other Black-led organizations on Black History Month celebrations and potential opportunities to engage artists and the Taskforce. 5.1 Lucas Cabral, Coordinator, Public Art, City of Pickering Re: Pickering Museum Village Education Program Lucas Cabral provided an overview of the Wagon Wrap Public Art Project, a part of the Roots to Rebellion – Pickering in the 1830’s Program. Discussion ensued with Members discussing: • the artists and the art forms being considered for the project; • whether there is opportunity to engage with the artist what that could look like; • clarification around the connection between the wagon and the Rebellion of 1837; • the need to ensure that the appropriate communities are consulted and that the historic narrative is accurately portrayed in the exhibit; • concerns around the care of the wagon while it is exposed to the elements outside; and, • school trips and other transportation options to visit Pickering Museum Village. 6. Delegations There were no delegations. 7. General Business 7.1 Community & Civic Engagement Subcommittee A. Fraser and Z. Adatia provided Community & Civic Engagement Subcommittee updates including: • the DJ, budget, and the creation of a song list for the Black Joy Holiday Experience event; Page 4 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) • the anticipated vendors for the Black Joy Holiday Experience event and the deadline extension for vendors to apply; • the importance of the Members developing social media content to drive more vendors to be a part of the Black Joy Holiday Experience event; • engagement attempts made with Black Owned TO around the Black Joy Holiday Experience event; • the deadline for vendors to be confirmed being November 11, 2022 for the Black Joy Holiday Experience event; and, • work to engage with the Durham Catholic District School Board on a Youth Event. Discussion ensued with Members discussing: • collaboration with DFCC and Black Queens of Durham to source additional vendors; • the reduced cost of vendor tables at the Black Joy Holiday Experience event; • collaboration with Cultural Expressions to source additional vendors; • potential vendors to consider from Centennial College’s Black Business Showcase; and, • reaching out to Facebook groups for additional vendors. 7.2 Inclusive Governance Subcommittee F. Heath provided an Inclusive Governance Subcommittee update. F. Heath spoke to the Stakeholder Engagement Meeting that took place, and the interest from other stakeholders in assiting the Taskforce’s in developing their new Terms of Reference. 7.3 Youth Subcommittee J. Heath provided a Youth Subcommittee update including: • partnership with the Black Foundation of Community Networks on the Reaching Higher Event; • the hybrid (virtual and in-person) nature of the event; Page 5 of 7 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) • the promotion of the event using social media, and the importance of the Taskforce creating social media content around this event; and, • the door prizes, raffles, and giveaways for the event. 7.4 Communications Subcommittee K. Lopez provided an update regarding the work of the Communications Subcommittee including: • the push for Members to create video content for social media; and, • the impending departure of the Social Media contractor, and the coordination of training before the end of the contract. Discussion ensued with Members discussing: • the delay of the News Advertiser article and the photo taken of the Taskforce; • whether Members would be interested in getting together to create video content for social media; and, • whether there was any video content coming from students and youth for social media. 7.5 Powerfully Informed (Draft Report) F. Heath provided an update on the Powerfully Informed (Draft Report) including: • the Report being mostly complete, and sent to Members for their review; • a brief overview of goals, priorities, and issues covered in the Report; • the election of five Black school board trustees in Durham Region; and, • the positive feedback from stakeholders regarding the Powerfully Informed Events. Discussion ensued with Members discussing: • the separation of the Powerfully Informed Report from the Taskforce’s Report to Council on their work; • the deadlines and processes associated with submitting reports and delegation requests for the upcoming December 5, 2022 Special Council Meeting; and, • the ability for Members of Council to attend Taskforce meetings. Grignon provided a Budget update to the Taskforce, informing Members the total amount spent to date by the Taskforce was $17,214.75. Discussion ensued with Members discussing the Banner Project being funded from next year’s budget in the event that the Taskforce chooses to move forward with their support. 8. Correspondence There were no items of correspondence 9. Other Business 9.1 Stakeholder Engagement Meeting O Grignon provided an update regarding the Stakeholder Engagement Meeting with various community stakeholders including: • Durham District School Board; • Library Black Working Committee; • Pickering Welcome Centre; • Durham Black Education Network; • Durham Community Collective; • Durham Community Flavours; • The Carion Fenn Foundation; • Durham Black Network; • Cultural Expressions; and, • Durham Regional Police Services O. Grignon highlighted the conversations with stakeholders around the Taskforce’s Terms of Reference, the Knowledge Hub, and interest in continued collaboration. 9.2 Upcoming Events 2023 / Council Engagement K. Lopez inquired about the Taskforce’s planned events and initiatives in 2023.
