5. New Business
5.1 Service & Support Animals Initiative – Next
Steps
L. Narraway and D. Wysocki provided an
overview of the City’s Service and Support
Animal Initiative and outlined what the City Staff
training could look like.
Discussion ensued with members discussing:
•the anticipated length of the training;
•whether there was a knowledge test
component;
•whether there would be a staff contact
designated for this matter;
•the opportunity for incorporating a case
study into the training; and,
•the opportunity to share findings and
learnings with other municipalities and the
province.
L. Narraway solicited feedback from Committee
members and advised that if they wish to be
involved, that they can reach out.
5.2 Playground Investment Strategy/Options
A. Mostert provided a presentation reviewing the
City’s Playground Investment Strategy/Options.
Following the presentation, discussion ensued
with members and guests discussing:
•the consideration of a swing feature that
can accommodate a person in their
wheelchair;
•Harper’s Playground concept for
accessible playgrounds;
This Item will be brought
back for the September 21,
2022 meeting.

•the consideration for having features at
ground level that can be reached by
persons in wheelchairs;
•the consideration of having a double or
extra wide slide for persons without head
control and/or core strength;
•the consideration for a swing that has
bumper pads, head rest, and chest
harness for children with lack of head
control and/or core strength;
•the consideration for fencing that can be a
safety barrier for children that may be
prone to run or wander away;
•the planned accessibility features at the
waterfront, and whether there is
opportunity to standardize those features
and designs across other park
developments;
•ensuring that accessible play elements are
integrated and not separate from other
playground elements;
•the consideration for Braille and picture
communication features;
•the consideration of using rubberized
surfacing;
•the considerations for caregiver
participation in designing some of the
playground elements; and,
•the notion of going above and beyond the
minimum standards of playground
accessibility set out by the A.O.D.A.
5.3 Integrated Sustainable Design Standards
C. Whitaker and G. McGregor provided a
presentation that reviewed the overview of the
City’s Sustainability Design Standards.
Throughout the presentation, discussion ensued
pertaining to:
•the consideration for including accessible
housing in the design standards, and the
lack of accessible housing stipulations in
the Ontario Building Code and A.O.D.A.;

•modular homes and whether City and
Region permit their development; and,
•whether accessibility is being considered
from new development/redevelopments to
other community amenities.
5.4 Canada Day Planning
T.Higgins provided an overview of the plans,
resources, and partners in place to date for the
Committee’s Canada Day Tranquility Tent.
T.Higgins solicited the Committee for comments
pertaining to the Tranquility Tent.
Discussion ensued with members discussing:
•Availability of WiFi at the event;
•the consideration for having a larger
screen at the tent;
•the number of bags and soccer balls that
will be available; and,
•the consideration of having identification
for members that are working the tent such
as name tags or t-shirts.
5.5 Hejka v. the Regional Municipality of Durham
T.Higgins provided an overview of the case
summary for Hejka v. the Regional Municipality of
Durham.
