Subject: City Centre Transportation Master Plan Study

Recommendation:
1. That Proposal No. RFP2021-7, for Consulting Services for City Centre Transportation
Master Plan Study; submitted by Paradigm Transportation Solutions Limited, in the
amount of $290,636.00 (HST included) be accepted;
2. That the total gross project cost of $325,512.00 (HST included), including the RFP
amount, and a contingency, and the total net project cost of $293,134.00 (net of HST
rebate) be approved;
3. That Council authorize the Director, Finance & Treasurer to finance the net project cost of
$293,134.00 as follows:
a. The sum of $263,820.00 as approved in the 2022 Current Budget to be funded by a
transfer from the Development Charges Reserve Fund Studies;
b. The sum of $29,314.00 as approved in the 2022 Current Budget to be funded by
Property Taxes; and,
4. That the appropriate officials of the City of Pickering be authorized to take the necessary
actions as indicated in this report.
Executive Summary: As part of the 2022 Engineering Services – Administration Current
Budget, the City Centre Transportation Master Plan Study was approved as a project.
Request for Proposal No. RFP2021-7 was issued on October 26, 2021 and closed on
December 7, 2021 with eight proposals submitted. The Evaluation Committee consisting of
staff from the Engineering Services Department and the City Development Department,
reviewed and evaluated the eight proposals received using criteria outlined in the Terms of
Reference.
It is recommended by the Evaluation Committee that Paradigm Transportation Solutions
Limited be retained to undertake the City Centre Transportation Master Plan Study, at a cost of
$290,636.00 (HST included). The total net project cost (including proposal amount, a
contingency and net HST) is estimated to be $293,134.00.

In accordance with Section 10.04 of the Purchasing Policy, where the project cost of a consulting
assignment is more than $50,000.00, the award is subject to the approval of Council.

Discussion: As part of the 2022 Engineering Services – Administration Current
Budget, the City Centre Transportation Master Plan Study was approved as a project.
As per the City of Pickering “Detailed 20 Year Population Forecast” Planning document,
Pickering’s population is anticipated to increase from 94,941 (year 2020) to approximately
153,445 by year 2040. One of the key mechanisms for providing a high quality of life for
residents of all ages, incomes and abilities, is a well-planned, sustainable transportation
system that can accommodate growth.
Pickering City Centre is anticipated to experience significant long-term redevelopment
including residential, commercial, office, and recreational uses. As a result of all the future
growth in the City Centre from Brock Road to Whites Road, the Ministry of Transportation
requires the City to conduct a comprehensive transportation study to assess the impact of all
future developments on the Highway 401 interchanges located at Brock Road and Whites
Road, and the partial interchange at Liverpool Road. The Region of Durham will take an active
role in this study as the redevelopment opportunities will affect Regional roads.
A consultant is required to carry out the comprehensive Transportation Impact Study (TIS) for
the short term (2031) and the long term (2041) horizon years. The study area is bounded by
Whites Road, Kingston Road, Brock Road and Bayly Street. This includes the redevelopment
lands on the west side of Whites Road and the north side of Kingston Road. The consultant
will also provide a Transportation Network Review from Brock Road to Whites Road, based
on the TIS recommendations.
Proposal No. RFP2021-7 was issued on October 26, 2021 and closed on December 7, 2021.
The Evaluation Committee consisting of staff from the Engineering Services Department and
the City Development Department, reviewed and evaluated the eight proposals received using
criteria outlined in the Terms of Reference.
The City received submissions from the following consulting firms:

•McIntosh Perry
•Paradigm Transportation Solutions Limited
•VAND Consulting Inc.
•TraffMobility
Proposals were evaluated based on the consultant’s experience on similar projects, their
understanding of the project, proposed work plan and deliverables, project team overview,
quality of their references, quality of their proposal and their pricing. The top three ranked
companies were requested to provide a presentation of their proposal to the Evaluation
Committee. The presentations were evaluated and scored accordingly. Presentation scores
were added to the proposal scores resulting in an overall score for each of the top three

ranked companies. Paradigm Transportation Solutions Limited received the highest average
score, and is recommended for award.
The award of RFP2021-7 to the top ranked consultant, Paradigm Transportation Solutions
Limited will be conditional upon receiving the signed City’s Health & Safety form, a Certificate
of Insurance and requisite approvals.
Upon careful examination of all proposals and relevant documents received, the Evaluation
Committee recommends acceptance of Proposal No. RFP2021-7 submitted by Paradigm
Transportation Solutions Limited in the amount of $290,636.00 (HST included) and that the total
net project cost of $293,134.00 (net of HST rebate) be approved.

City Centre Transportation Study
Closing Date: Tuesday, December 7, 2021

Further to the memo dated December 15, 2021, three proposals proceeded to Stage II of the
evaluation process.
The Evaluation Committee, consisting of City Staff from Engineering Services, conducted
independent evaluations of the proposals. Following the initial independent evaluations, the top
three ranking Proponents were selected for an interview. A summary of average scores is
completed and a copy is attached.
In accordance with Item 2.6 Stage V – Ranking and Contract Negotiations, all scores from Stage
II, III and Stage IV have been added together, the Proponents have been ranked based on their
total scores.
Paradigm is the highest ranking Proponent in the amount of $257,200.00 plus HST.
A budget of $400,000.00 was provided to Supply & Services for this procurement. If the
recommendation to award exceeds the budgeted amount, refer to Financial Control Policy Item
11 for additional instructions.
In accordance with Part B. Material Disclosures, Item 1, as a pre-condition of award, the
selected Proponent, Paradigm, will be required to provide the following documents for review:
(a) A copy of the City’s Health and Safety Policy form, currently dated and signed; and
(b)The City’s certificate of insurance or approved alternative form shall be completed by
the Proponent’s agent, broker or insurer.
Please advise if we are to proceed with this task.
In accordance with Purchasing Policy Item 10.04, where written proposals are obtained by the
Manager in accordance with procedures set out in Section 06 and funds are available in the
approved budget:

(c) An award over $50,000 is subject to the additional approval of Council.

1. if Item (a) noted above are acceptable to the Co-ordinator, Health & Safety or designate, if
required;
2. if Item (b) is acceptable to the Manager, Budgets & Internal Audit;
3. any past work experience with the highest ranking proponent Paradigm including work
location;
4. the appropriate account number(s) to which this work is to be charged;
5. the budget amount(s) assigned thereto;
6. Treasurer’s confirmation of funding;
7. related departmental approvals; and
8. related comments specific to the project.
Once approval is received, a requisition will be required to proceed.
Do not disclose any information to enquiries during this time. The Proponent s will be
advised of the outcome in due course.
