Matters for Consideration 4.1 Director, Engineering Services, Report ENG 03-22 1 City Centre Transportation Master Plan Study - Request for Proposal No. RFP2021-7 Recommendation: 1. The sum of $263,820.00 as approved in the 2022 Current Budget to be funded by a transfer from the Development Charges Reserve Fund Studies; b. The sum of $29,314.00 as approved in the 2022 Current Budget to be funded by Property Taxes; and, 4. That the appropriate officials of the City of Pickering be authorized to take the necessary actions as indicated in this report. 4.2 Director, Engineering Services, Report ENG 07-22 9 Amendments to the Traffic and Parking By-law 6604/05 - Proposed Change to Existing Stopping Restrictions, Amberlea Road and Highview Road Recommendation: 1. That the attached draft by-law be enacted to amend Schedule "1", No Stopping, to By-law 6604/05 to provide for the regulation of stopping restrictions on highways or parts of highways under the jurisdiction of The Corporation of the City of Pickering, specifically to modify the hours of the stopping restrictions on Amberlea Road and Highview Road from 8:00 am to 4:00 pm, to 7:30 am to 4:30 pm to capture the existing school hours; and, 2. That the appropriate officials of the City of Pickering be authorized to take the necessary actions as indicated in this report. 4.3 Director, Operations, Report OPS 09-22 15 Garbage Packer with Crane – Replacement Recommendation: 1. Executive Summary: As part of the 2022 Engineering Services – Administration Current Budget, the City Centre Transportation Master Plan Study was approved as a project. Request for Proposal No. RFP2021-7 was issued on October 26, 2021 and closed on December 7, 2021 with eight proposals submitted. The Evaluation Committee consisting of staff from the Engineering Services Department and the City Development Department, reviewed and evaluated the eight proposals received using criteria outlined in the Terms of Reference. It is recommended by the Evaluation Committee that Paradigm Transportation Solutions Limited be retained to undertake the City Centre Transportation Master Plan Study, at a cost of $290,636.00 (HST included). As per the City of Pickering “Detailed 20 Year Population Forecast” Planning document, Pickering’s population is anticipated to increase from 94,941 (year 2020) to approximately 153,445 by year 2040. One of the key mechanisms for providing a high quality of life for residents of all ages, incomes and abilities, is a well-planned, sustainable transportation system that can accommodate growth. Pickering City Centre is anticipated to experience significant long-term redevelopment including residential, commercial, office, and recreational uses. As a result of all the future growth in the City Centre from Brock Road to Whites Road, the Ministry of Transportation requires the City to conduct a comprehensive transportation study to assess the impact of all future developments on the Highway 401 interchanges located at Brock Road and Whites Road, and the partial interchange at Liverpool Road. The Region of Durham will take an active role in this study as the redevelopment opportunities will affect Regional roads. A consultant is required to carry out the comprehensive Transportation Impact Study (TIS) for the short term (2031) and the long term (2041) horizon years. The study area is bounded by Whites Road, Kingston Road, Brock Road and Bayly Street. This includes the redevelopment lands on the west side of Whites Road and the north side of Kingston Road. The consultant will also provide a Transportation Network Review from Brock Road to Whites Road, based on the TIS recommendations. Proposal No. RFP2021-7 was issued on October 26, 2021 and closed on December 7, 2021. The Evaluation Committee consisting of staff from the Engineering Services Department and the City Development Department, reviewed and evaluated the eight proposals received using criteria outlined in the Terms of Reference. The City received submissions from the following consulting firms: •AECOM •CIMA •GHD •HDR •McIntosh Perry •Paradigm Transportation Solutions Limited •VAND Consulting Inc. •TraffMobility Proposals were evaluated based on the consultant’s experience on similar projects, their understanding of the project, proposed work plan and deliverables, project team overview, quality of their references, quality of their proposal and their pricing. The top three ranked companies were requested to provide a presentation of their proposal to the Evaluation Committee. The presentations were evaluated and scored accordingly. Paradigm Transportation Solutions Limited received the highest average score, and is recommended for award. The award of RFP2021-7 to the top ranked consultant, Paradigm Transportation Solutions Limited will be conditional upon receiving the signed City’s Health & Safety form, a Certificate of Insurance and requisite approvals. Upon careful examination of all proposals and relevant documents received, the Evaluation Committee recommends acceptance of Proposal No. RFP2021-7 submitted by Paradigm Transportation Solutions Limited in the amount of $290,636.00 (HST included) and that the total net project cost of $293,134.00 (net of HST rebate) be approved. The Evaluation Committee, consisting of City Staff from Engineering Services, conducted independent evaluations of the proposals. Following the initial independent evaluations, the top three ranking Proponents were selected for an interview. A summary of average scores is completed and a copy is attached. In accordance with Item 2.6 Stage V – Ranking and Contract Negotiations, all scores from Stage II, III and Stage IV have been added together, the Proponents have been ranked based on their total scores. Paradigm is the highest ranking Proponent in the amount of $257,200.00 plus HST. A budget of $400,000.00 was provided to Supply & Services for this procurement. If the recommendation to award exceeds the budgeted amount, refer to Financial Control Policy Item 11 for additional instructions. In accordance with Part B. Material Disclosures, Item 1, as a pre-condition of award, the selected Proponent, Paradigm, will be required to provide the following documents for review: (a) A copy of the City’s Health and Safety Policy form, currently dated and signed; and (b)The City’s certificate of insurance or approved alternative form shall be completed by the Proponent’s agent, broker or insurer. Executive Summary: The Durham Catholic District School Board modified the start and dismissal times of St. Mary Catholic Secondary School to 10:00 am and 4:00 pm respectively. The existing stopping restrictions on the west side of Amberlea Road, and on both sides of Highview Road, adjacent to the school, are currently from 8:00 am to 4:00 pm, Monday to Friday, September to June. This results in vehicles parking on both sides of these roads causing increased congestion, specifically at the school’s dismissal time. To alleviate this, Engineering Services staff recommends that the stopping restrictions be revised to 7:30 am to 4:30 pm, Monday to Friday, September to June, which is similar to other schools in Pickering. This will ensure there is reduced congestion from school traffic and parking on these streets. Financial Implications: The replacement of No Stopping signs can be accommodated within the 2022 Roads Current Budget. Discussion: The Durham Catholic District School Board changed the school bell start and dismissal times at St. Mary Catholic Secondary School from 9:00 am and 3:00 pm in the 2020/2021 school year, to 10:00 am and 4:00 pm in the 2021/2022 school year. Currently, the stopping restrictions on the west side of Amberlea Road, and on both sides of Highview Road, adjacent to the school, are from 8:00 am to 4:00 pm, Monday to Friday, September to June. These stopping restrictions, specifically in the afternoon, do not fully capture the school dismissal time, resulting in vehicles parking on both sides of these roads causing increased congestion, and subsequent complaints from the area residents, bus - 9 - ENG 07-22 April 4, 2022 Subject: Amendments to the Traffic and Parking By-law 6604/05 Proposed Change to the Existing Stopping Restrictions, Amberlea Road and Highview Road Page 2 drivers, and parents/guardians. These concerns came to the attention of Engineering Services staff in February, when the travelled part of the road was narrowed due to the snowbanks, and acceptable on-street parking was more difficult to find. The No Stopping signs on the east side of Amberlea Road were previously removed to allow for student pick-up and drop-off when St. Mary Catholic Secondary School designated the front loop of the school, off of Whites Road, for buses only. To alleviate the congestion on Amberlea Road and Highview Road, Engineering Services staff recommends that the stopping restrictions be revised to 7:30 am to 4:30 pm, Monday to Friday, September to June, which is similar to other schools in Pickering. This will ensure there is reduced congestion from school traffic on these streets, and that any future modifications to the bell times for St. Mary Catholic Secondary School will be captured within the proposed restricted stopping times. Executive Summary: The Public Works Section within the Operations Department currently utilizes two garbage packers for garbage removal within City parks and property. As reflected in the 2021 Capital Budget, unit #762 was approved for replacement. The quotation submitted by NexGen Municipal Inc. for the Supply & Delivery of One New Latest Model Year Side Load Garbage Packer with Crane was the single respondent and has received an acceptable score by the Evaluation Committee, meets the required specifications, and is recommended for approval. Request for Quotation Q2021-26 for the Supply & Delivery of One New Latest Model Year Side Load Garbage Packer with Crane was issued on Monday, November 22, 2021, and closed on December 14, 2021. One bid was received by NexGen Municipal Inc. in the amount of $266,968.31 (HST included) and is recommended for approval. Additionally, Section 11.05 requires that Current and Capital Budget expenditures in excess of the limits established under Section 11.02 shall require the approval of the Treasurer, the Chief Administrative Officer, and Council. Discussion: Quotation Q2021-26 for the Supply & Delivery of One New Latest Model Year Side Load Garbage Packer with Crane was posted on the City’s website on November 22, 2021. Only one company responded before the closing submission deadline of December 14, 2021. NexGen Municipal Inc. responded with a submitted price of $240,413.00 (net of HST rebate and excluding the licensing fee) which is $65,413.00 above the budgeted amount of $175,000.00. - 16 - OPS 09-22 April 4, 2022 Subject: Garbage Packer with Crane – Replacement Page 3 COVID-19 has had a negative global impact on the automotive industry worldwide and this purchase is a prime example of inflated costs that we are now beginning to see in this market. The purchase of the same unit in 2019 was $154,190.00. This represents a 51 percent increase in a three-year period when typical inflation rates in the industry are approximately 2.2 percent per year. The purchase of this garbage packer is required to replace unit #762, which is a ten-year-old Ford F350 at the end of its economic life cycle. Two garbage packers are essential equipment to allow Public Works to deliver the level of service needed for the efficient pick up and disposal of garbage throughout the City. Although this tender is significantly above budget, the replacement of unit #762 is essential as the existing vehicle is at end of life and no backup vehicle is available should the existing vehicle breakdown or require extensive repairs. Public Works’ staff recommend approval of additional funds to proceed with this purchase to avoid the uncertainty of re-tendering, in an inflationary market, and ensure delivery time to provide continuity of service to the residents of Pickering.
