5. New Business
5.1 City Centre Project – Review of Plans
City staff walked the committee through the floor
plans and artistic renderings for all 3 buildings
comprising the City Centre Project including the
Seniors and Youth Centre, Performing Arts Centre
and Library branch. S. Douglas-Murray mentioned
that the Seniors and Youth Centre will replace the
East Shore Community Centre’s current programs.
Discussion ensued regarding if individuals with
disabilities had been consulted regarding the plans
from the outset of the project and the accessibility
features of the buildings such as:
•Parking garage & elevators;
•Washrooms;
•Wayfinding signage;
•Sidewalk or tiles outside;
•AODA requirements; and,
•Building acoustics.
•Staff described the stakeholder input that
had gone into the project since its outset.
Members expressed disappointment that
they were not invited for input at an earlier
stage in the process. Multiple members
expressed frustration that no earlier
opportunity for consultation was provided
Detailed planning comments were as follows:
•Requested that the CAO report on summer
stakeholder consultation be circulated to the
committee
•Requested an outline schedule for the PCC
project
•Ensure that barrier-free counters are
provided at kitchen counters and bars

•Requested a transition plan from ESCC to
SYC, recognizing that this is still several
years away
•Stressed the importance of acoustics and
sound management in public areas
•Requested more details on connectivity to
public transit
•Requested a cut-out space in the bottom
seat of the bench stair in the library, to allow
positioning of a wheelchair with adjacent
attendant.
•Requested scooter charging stations or
outlets throughout each facility
•Requested an area be included where
service animals can do their business, with
nearby accessible potable water source.
•Asked about wayfinding. Staff elaborated
that we are rolling out a pilot wayfinding
program at CHDRC and requested that a
site visit be organized by the committee
once it is in place. The goal of the pilot
program is to obtain public feedback.
•Staff committed to exploring auditory
wayfinding systems as possible
enhancements
•Staff committed to returning in September
2022 with an update to the committee on the
final tendered design and to provide a status
update.
The City Centre Project will go out for tender in
early 2022 with the goal of being presented before
Council in April of 2022. Construction will occur for
many years due to the size of the project.

involvement in the December 13th Council meeting

bringing forward the Service and Support Animals
Initiative (SSAI), Pickering Five Year Accessibility
Plan 2021-2025 and the 2021 Accessibility
Compliance Report.
T. Higgins spoke about the launch event for the SSAI
& thanked committee member D. Wysocki for all his
hard work.
