5. Business Arising From Minutes
There were no items of business arising from the
minutes.
6. New Business
6.1 Heritage Permit Application HP 01-21 and Minor Variance review for 472 Churchwin
Street
E. Martelluzzi advised the Committee that the agenda item is before the Committee today for a
heritage permit for a detached garage, noting
that it does not meet the heritage guidelines of
the Whitevale Heritage district. She further
added that the Committee would also be
considering a f uture minor variance application,
noting that the application does not meet the
zoning as it pertains to height and set back
requirements. She advised that the applicant
would be seeking a heritage permit prior to
seeking a minor variance, and noted that the
comments from the Committee would be sent to
the Committee of Adjustment for their
consideration.
E. Martelluzzi referred to a Memorandum dated,
January 22, 221, that was circulated to
Committee Members prior to the meeting.
Laura Taylor, 472 Churchwin S treet, joined the
electronic meeting via audio connection provided
details to the Committee regarding the subject
lands and her application for a heritage permit.
Ms. Taylor noted that in her opinion the proposed
garage would not have a negative impact to the
character of the neighbourhood.

A discussion period ensued between Committee
Members, Laura Taylor, Lee Taylor, and E.
Martelluzzi, regarding:
• the future of the subject lands and the
impact of a garage;
• whether the proposed garage would be
built on poured concrete;
• whether the intention for the proposed
garage was to be used for storage or to be
transformed in to a livable space;
• the proposal having a negative impact on
the character of the neighborhood;
• the square footage of the original heritage
house;
• how the proposed floor heating would be
added to the proposed garage and
whether any other services would be
added;
• whether the size of the proposed garage
constitutes the same size as the heritage
home or whether the size of the proposed
garage would be greater than the heritage
home;
• the rational for Staff’s approval for the
windows for the proposed garage;
• staff recommendation for reducing the
height of the proposed garage and the
specific number;
• the proposed garage not having a negative
impact due to the separation between the
heritage house and the proposed garage;
• whether the height of the proposed garage
was higher than the heritage home;
• concern regarding setting precedence on
similar matters;
• whether Staff and Branch Architect
recommend the reduction of the height of
the proposed garage;
• whether the request for the heritage permit
is minor in nature;
• balancing the guidelines and the rights of
the owner’s of heritage homes;
• the difference in height between the
heritage house and the proposed garage;
and,

• the usable head room for the proposed
garage.

1. The Heritage Pickering Advisory
Committee recommends that HP 01-21 be
approved for the construction of a 66.9
square metre two c ar garage, provided
that all materials and specifications are to
the satisfaction of the City of Pickering City
Development Department; and,
2. That the Heritage Pickering Advisory
Committee supports the application for a
minor variance for an increased height of
4.6 metres (with a peak of 6.14 metres)
for a garage and a decreased flankage set
back of 4.11 metres.
