Welcome & Introductions K. Thompson welcomed members to the teleconference meeting. 2. Disclosure of Interest No disclosures of interest were noted. 3. Appeal Hearings OTR 2020-17, Vivienne Baker-Lewis, “Ben” Appealing leash length, walked by someone over 16 years of age, prohibited from using leash free park. No muzzle requirement included in the order. Officer Florio outlined the incident investigation, how the bite occurred, comments by the veterinarian, and from the victim dog owner. Dog owner did not contact victim dog owner, apologize, pay vet bills, etc. Committee discussed, questioned why a muzzle order was not included. Officer Florio advised he generally only includes muzzle requirement when the owner had been unable to control the dog when Committee determined Order to Restrain 2020-17 shall remain as issued. As the dog escaped out the door, this was not the case. OTR 2020-20, Alexandra Sfatcos, “Seamus” Appealing muzzle order, no concerns with other conditions Officer Florio outlined the circumstances of the incident, both dogs were being walked by a dog walker. Explained the dog walker is responsible for care and control of both dogs, owner cannot be charged. Muzzle order issued due to Seamus’ size and strength. Committee discussed muzzle requirement and considered the likelihood that the incident would not have occurred if the dog walker had left Seamus on his leash. Discussed concerns with any future dog walker complying with conditions of order. Committee unanimously determined to revise Order to Restrain 2020-20 to permit Seamus to be walked by A. Sfatcos without a muzzle, provided he was the only dog she was walking. Any other person walking Seamus must have him muzzled. Another condition was added to the order requiring A. Sfatcos to notify the City if another dog walker was to be utilized, providing contact information so City staff could inform of order and ensure compliance. 4.
