1. Welcome & Introductions
E. Martelluzzi welcomed everyone to the meeting.
Jed Irwin, new member, provided a brief
introduction to the Committee.
2. Disclosure of Interest
No disclosures of interest were noted.
3. Review and Approval of Agenda
E. Martelluzzi reviewed the agenda items with the
inclusion of an additional item of correspondence.
4. Approval of Minutes
-October 23, 2019
Moved by W. Jamadar
That the minutes of the October 23, 2019 meeting of
the Heritage Pickering Advisory Committee be
approved.

5. Business Arising From Minutes
There were no items of business arising from the
minutes.
6. New Business
6.1 Website updates
E. Martelluzzi noted that changes to the Heritage
Pickering page on the City’s Website are possible
after speaking with the City’s Coordinator, Corporate
Communications & Community Engagement. It was
noted that photos may be added to the webpage as
long as the photos are kept up to date. She
highlighted that the webpage is to act as a living
document and not an archive, hence, photos posted
on the webpage must be reflective of this.
S. Croteau questioned the status of the previously
proposed suggestion of an interactive map identifying
the properties on the Pickering heritage register for
the City’s Heritage webpage. E. Martelluzzi noted that
this was in the 2019 work plan, and that she will
speak to staff in G.I. for a status update.
E. Martelluzzi asked members to bring forward
recommendations to update the webpage.
S. Croteau said she would like to assist staff with
changes.
6.2 Training Resources
E. Martelluzzi informed members of a workshop
conducted by Community Heritage Ontario. She
noted that the workshop is free of charge and the City
will only need to pay for mileage. She highlighted that
the workshop could be tailored to the Committee’s
needs and it is a minimum of 3 hours. In order to
make the most of the workshop, Heritage Ontario will
invite other Heritage Committees to participate in the
workshop.
E. Martelluzzi noted that the workshop will need to be
held outside of the Committee Meeting schedule. She
asked whether members are comfortable with this,
with members advising that they are. E. Martelluzzi
noted that she will reach out to other committees.

Committee members were in agreeance to have the
meeting outside of regular Committee hours.
6.3 Grants/funding
W. Jamadar appeared before the Committee to
provide a brief overview of the Grants and Funding
programs provided by Ajax and Essex.
He provided an overview of the Heritage Property
Tax Rebate Program, noting that the Ontario
Government has enabled local municipalities to offer
tax relief to owners of heritage properties to help
owners maintain and restore these unique and
valuable resources.
I. Ajax
W. Jamadar noted that the council of the Town of
Ajax approved the implementation of a Heritage
Property Tax Rebate Program, effective January 1,
2006. He noted the following of the program:
Designed to reduce property tax costs for
designated heritage properties.
Provides a 10% rebate on the Municipal and
Education portions of the tax bill.
The Province will match the percentage
contribution of the Town on the education
portion of the tax bill.
Property owners must apply on a yearly basis
in order to receive the rebate.
Eligibility in the program is contingent upon a
property being designated under the Ontario
Heritage Act (either as an individual property
or as part of a Heritage Conservation District).
Subject to a Heritage Easement Agreement
under Section 22 or 37 of the Ontario Heritage
Act. The Town will cover the cost of the
easement agreement.
II. Town of Essex
W. Jamadar noted that property owners may make
an application for a grant(s) or services under one or
more programs, subject to eligibility. All property
owners participating in any program will be required
to enter into an Acknowledgement Agreement with

the Town of Essex. The Planning Department will be
the approval authority for the execution of an
Agreement which will specify the terms of the grant
and services and set out a description of the works
approved.
W. Jamadar noted the following of the programs
offered by the Town of Essex:
I. Professional Heritage Services Grant program
Provides financial incentive in the form of a
grant to help offset the cost of professional
heritage services required or encouraged by
the Town.
The professional service provided must be
consistent with the property’s designation By-
law and be utilized in combination with any
component of the Repair or Restoration Grant
Program.
Offers reimbursement for professional heritage
services to a maximum fee for service of
$2,000 per property.
II. Development Permit Fee Grant Program
To provide a grant to heritage property owners
undertaking works that require approval under
the Planning Act or the Building Code Act or
both.
The grant must be utilized in combination with
any component of the Repair or Restoration
Grant Program.
Applies to Planning Act applications or
construction permits to which fees, referred to
as development permit fees, apply.
Eligible development permits are applications
for any one or more of a Minor Variance;
Demolition Permit; Building Permit; Sign
Permit and any other application the Town
deem necessary.
The property owner will receive the grant
equivalent of the development permit fee or
combination of fees charged by the Town for
the approved project. T

he grant payment is normally made to the

III. Repair or Restoration Grant Program
Offers assistance to designated heritage
property owners who are undertaking
improvements to conserve, reconstruct, repair
or restore significant components of built and
cultural landscape resources.
The grant amount is 50% of the total cost of
the approved works to a maximum grant of
$10,000.
The grant payment is normally made to the
property owner within 30 working days
following final inspection and approval of the
completed work.
A discussion period ensued on the following:
If the City would consider providing an
incentive to heritage property owners to
maintain their properties
King Township’s Heritage property incentive
program – the Township reserved a yearly first
come first serve basis budget for Heritage
Property owners, once the budget was done,
property owners will need to apply to the next
year’s budget
Providing incentives to property owners in
conservation areas such as Whitevale
The benefits of using a rebate program
Further discussion ensued on bringing a motion to
Council on an incentive program for Heritage property
owners in Pickering.
6.4 2020 Work Plan
E. Martelluzzi informed members that work on the
2020 Work Plan will need to begin as it will be going
to Council on May 25, 2020.
6.5 2020 Ontario Heritage Conference
E. Martelluzzi to provide an
update to members.

Conference will be held in Markham on May 29th and
May 30th.

7. Correspondence
7.1 1690 Whitevale Road
J. Dempsey questioned whether the house will be
demolished, with E.Martelluzzi noting that Mattamy
has attempted to apply for a demolition permit.
J. Dempsey further questioned whether the City of
Pickering will be interested in negotiating with
Mattamy.
A discussion period ensued on the following:
The status of the houses in the Seaton lot –
1200 Whitevale and 900 Whitevale
If the Committee can work to get 1585 and
1382 Whitevale on the heritage listing to
protect the houses.
Members to vote at the next meeting.
7.2 Infill and Replacement Housing Report –
Phase 3
E. Martelluzzi noted that Margaret Kish, Principal
Planner, Policy will be attending the next Heritage
Pickering Meeting to discuss the phase 3 of the Infill
and Replacement Housing report. She noted that the
phase 3 of the report will be to create a number of
urban design guidelines to better control
development of this nature.

8. Other Business
8.1 Update on research of Kingston Road Corridor
Study properties
E. Martelluzzi noted that the City has conducted a
visioning exercise on how Pickering can be
intensified. This Study will act as a precursor to a
City-initiated Official Plan Amendment and Zoning by-
law Amendment for the Kingston Road Corridor

E. Martelluzzi noted that she will be visiting the
Montessori on 401 Kingston Road and the Church on
882 Kingston Road on Monday, March 2, 2020 at 9
am and 10:30 am. She asked if any members would
like to join her on these site visits.
8.2 Update on Zoning By-law Amendment Application
A 08/19, Old Liverpool House
E. Martelluzzi noted that the application is still in the
planning process, and the applicant will be doing a
resubmission in accordance with the next steps of the
process.
