E. Martelluzzi welcomed everyone to the meeting.
2. Disclosure of Interest
There were no disclosure of interest.
3. Review and Approval of Agenda
E. Martelluzzi reviewed the agenda items.
J. Dempsey requested to add an item for discussion to
agenda item 8.
4. Approval of Minutes from September 25, 2019
Moved by D. Fellin.
That the minutes of the September 25, 2019 meeting of
the Heritage Pickering Advisory Committee be approved.

5. Business Arising from Minutes
5.1 Kingston Road Corridor Study
E. Martelluzzi presented an email from D. Jacobs
regarding answers to questions from the September 25
meeting. The email identified that since the study area is
within a developed (established) urban area and
designated for mixed use development, First Nations
were not consulted through the visioning
exercise. However, at the Official Plan Amendment
stage, which is a formal development application in terms
of the Planning Act, First Nations may be consulted. The
Draft Intensification Plan did not specifically identify
cemeteries or burial grounds, but it is recognized that if
any such facilities or sites exist, and there is a future
development application on the affected lands, the City
will address the matter in accordance with the applicable
legislative requirements.
The Study identifies 5 heritage properties. Four of these
properties are not designated properties. E. Martelluzzi
explained that since the Committee’s request to study the
properties in June and again in September, that staff
have identified available funds to consult the services of
Branch Architecture to conduct research for heritage
potential. E.Martelluzzi to contact Lindsay Reid, Branch
Architecture, as soon as possible to begin the research.
5.2 Name Badges
E. Martelluzzi stated that as follow up to a question
regarding name badges in September, that they have
been made and should be available for the next meeting
if she can acquire lanyards.
6. New Business
6.1 2020 Schedule for Heritage Pickering Meetings
Committee meetings will be held every 4th Wednesday of
the month. W. Jamadar suggested that the December
23rd, 2019 date should be removed.

E. Martelluzzi indicated that she will not be available for
the April 22, 2019 meeting. This meeting will be
rescheduled for April 29, 2019.

6.2 Grant Programs
As identified on the 2019 work plan, Grant programs act
as an incentive for heritage property owners to use the
correct materials during restoration projects.
E. Martelluzzi enquired if a member would like to present
an example of a municipality who used grant programs
for heritage properties. The Town of Ajax was noted to
have a good grant program.
6.3 Training Opportunities
R. Smiles presented a copy of the Powerpoint
presentation that was presented at the Community
Heritage Ontario Training Session he attended on
September 25, 2019. R. Smiles indicated that an
important finding from the session was that input from
masons and previous residents of heritage properties
should be considered during the designation process.
R. Smiles discussed the importance of educating the
public on heritage properties. D. Felin stated that social
media is a great tool in raising public awareness. It is
important in researching the initiatives taken by oth er
Municipalities to increase public awareness and
involvement in heritage properties and its designation.
The Town of Ajax was noted as being the most organized
as per their heritage properties. The City website can act
as a great resource for the public if more information and
photos can be posted. E. Martelluzzi indicated that the
City does not usually post photos of properties.
E. Martelluzzi indicated that another training session will
be held in Cobourg in June and those interested will need
to register to attend.
A revised schedule will
be available to reflect

J. Dempsey inquired the possibility of inviting
representatives from the Town of Ajax speaking to our
committee.
J. Dempsey indicated an information session regarding
Crown properties will be of interest.
E. Martelluzzi will look
into this.
7. Correspondence
There was no correspondence.
8. Other Business
1690 Whitevale
E. Martelluzzi indicated that the heritage designation By-
Law pertaining to this property is deemed to be null and
void as section 4 of the Heritage Act does not apply to
Crown properties. Staff would be formally updating the
Committee and the Whitevale Residents’ Association with
a memo at the next meeting or sooner.
E. Martelluzzi and other Committee members discussed
the history of the ownership of the site and important
cultural heritage significance. Crown properties do not fall
under the regulations of Part IV (Designation) of the
Ontario Heritage Act.
J. Dempsey inquired about the possibility of other
Heritage properties being in a similar situation.

formal update on this
matter.
