Subject: Payment of outstanding fees related to architect and consultant fees for the
Pickering City Centre Project

Recommendation:
1. That Report CAO 01-20 of the Chief Administrative Officer be approved;
2. That Council authorize the Director, Finance & Treasurer to pay invoices related to the
architect and consultant fees for the Pickering City Centre in the amount of $1,833,797.84
(inclusive of HST) and the project cost be charged to capital account 5192.2001.0000; and
3. That the appropriate officials of the City of Pickering be authorized to take the necessary
actions as indicated in this report.
Executive Summary: The City has received invoices from Architects Alliance (aA) and EXP
Services (EXP) in the amount of $1,833,797.84 (includes HST). These fees are related to the
ongoing design and soil testing work of the City Centre project. These costs can be directly
attributable to the 3 buildings: Library ($656,933.20), Arts Centre ($780,677.98), and Senior &
Youth Centre ($396,186.66). It is staff's understanding that the detailed drawings are at the 50
percent completion stage. These drawings are going to be used to develop a more detailed trade
by trade cost for the project. Cushman & Wakefield and twopointO reviewed the invoices from
both parties for cost control purposes prior to submission to the City for review and payment.
Financial Implications: The 2020 budget process puts "funds in the bank" for the City Centre
process. This report makes a draw from "the bank" to pay for architectural fees for detailed design
work. It should be noted that staff are currently in the process of preparing the appropriate
purchase orders.
Discussion: Architects Alliance (aA) has been working on the preliminary and
ongoing design of the City Centre starting in the first quarter 2019. Their work has produced
concept drawings that meets the Council endorsed vision for the City Centre. The design work has
also allowed for better costing information for each building to be completed in advance of the
2020 Executive Budget Meeting. City staff are continuing to work with Cushman & Wakefield and
twopointO to negotiate and finalize agreements pertaining to the development and construction of
the City Centre Project. Those agreements will be brought before Council for final approval.
