BY-LAW NUMBER 4424/94
Being a by-law to appoint a By-law Enforcement
Officer for certain purposes (Parking Regulation - )
M.TR.C.A.)
Where~ pursuant to the provision of section 15(I) of the Police Services Act., R.S.O. 1990,
chapter PIS, ~s amended, the council of any municipality or trustees of any police village may
appoint one or more municipal law enforcement officers who shall be peace officers for the
purpose of enforcing the by-laws of the municipality or police village;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF
PICKERING HEREBY ENACTS AS FOLLOWS:
I. The following persons are hereby appointed as municipal law enforcemem officers in
and for the Town of Picketing and are hereby authorized to enter at all reasonable
times upon lands under the control of the Metropolitan Toronto and Region
Conservation Authority in order to ascertain whether the provisions of By-law
2359/87 are obeyed and to enforce or carry into effect the said By-law:

Michael John Siydock
2. The authority granted in section I hereto is specifically limited to that set out in section
I, and shall not be deemed, at any time, to exceed the authority set out in section I.
3. These appointments shall expire upon those persons set out in section i ceasing to be
~n employee of tbe Metropolitan Toronto and Region Conservation Authority.
By-law read a first, second and third time and finally passed this 3rd day of May 1994.

Re: Proposed M,L,E.O, Designations For Authority Staff to Enforce Town of Pickering
By-Law 2359187 on Conservation Authority Property
As you are aware, Town of Pickering By-Law number 3453/90 was passed on 17 April
1990, being a By-law to appoint By-Law Enforcement Officers for certain purposes
(Parking Regulations - M.T.R.C.A.). At that time, two Officers were appointed with
respect to the above.
We have now had the opportunity to review our parking control program since its
inception. It is obvious that due to staffing requirements, the two officer complement
does not provide adequate coverage, especially during the busy summer season.
Accordingly, we would respectfully request that By-Law number 3453/90 be amended
to appoint the following two Officers:
David Glenn Turkington
Michael John Siydock
Please find attached both Officer's Provincial Offences Officer designations.

DESIGNATION
Pursuant to subsection 2 of section 1 of the Provincial Offences
Act, R.S.O. 1980, c.400, I, Lyn McLeod, do hereby designate
MICHAEL JOHN SIYDOCK
AS a Provincial Offences Officer for the purpose of enforcing:
1) the regulations made from time to time by the Metro Toronto
and Region Conservation Authority, hereinafter referred to
as the "Authority", pursuant to section 29 of the
Conservation Authorities Act; and
2) all off.ences under the Trespas~ to Property Act;.
3) all offences under the Motorized Snow Vehicle Act; and
4) all offences under the Off Road Vehicle Act, so long as;
a) the appointment by the Authority of the aforesaid
person to enforce the aforesaid regulations continues;
and
b) the employment by the Authority of the aforesaid person
continues.

Act, R.S.O. 1980, c.400, I, C.J. (Bud) Wildman, do hereby
designate
DAVID GLENN TURKINGTON
As a Provincial Offences Officer for the purpose of enforcing:
1) the regulations made from time to time by the Metropolitan
Toronto and Region Conservation Authority, hereinafter
referred to as the "Authority", pursuant to section 29 of
the Conservation Authorities Act; and
2) all offences under the Trespass to Property Act;
3) all offences under the Motorized Snow Vehicle Act; and
4) all offences under the Off Road Vehicle Act, so long as;
a) the appointment by the Authority of the aforesaid
person to enforce the aforesaid regulations continues;
