BY-LAW NO, 4950/97
Being a by-law of The Corporation of the Town of
Pickering to establish the office of the General Manager
and to appoint Thomas J. Quinn as the General Manager,
effective February 28, 1997.
WHEREAS pursuant to the provisions of section 207.45 of the Municipal Act, R.S.O. 1990, chapter
M.45, the Council of The Corporation of the Town of Picketing may pass by-laws for appointing such
officers and employees as may be necessary for the purposes of the Corporation;
NOW THEREFORE, the Council of The Corporation of the Town of Pickering HEREBY ENACTS AS
FOLLOWS:
1. That there is hereby established the position of General Manager.
2. The General Manager shall perform all of the duties and responsibilities required of the
Executive Director of Operations at the time of the passage of this by-law together with such
other duties as the Council by by-law may prescribe.
3. That when the office of the Chief Administrative Officer is vacant or the Chief Administrative
Officer is unable to carry on his or her duties through illness or otherwise, the General Manager
shall have all the powers and duties of the Chief Administrative Officer set out under By-Law
682/77 as amended from time to time.
4. That the General Manager shall report directly to the Council.
5. That Thomas J. Quinn is hereby appointed General Manager, of The Corporation of the Town of
Pickering, effective February 28, 1997.
6. That By-Law 4357/93 is hereby repealed.
7. That By-Law 682/77 is hereby amended by deleting the title of "Town Manager" and replacing it
with the title "Chief Administrative Officer" throughout. All other provisions of By-Law 682/77
shall remain the same.
