1. Welcome & Introductions
E. Martelluzzi welcomed everyone to the meeting. Introductions were made to welcome two new members as well as the guest in attendance.
2. Disclosure of Interest
No disclosures of interest were noted.
3. Review and Approval of Agenda
E. Martelluzzi reviewed the agenda items with the inclusion of two additional items of correspondence as well as other business.
It was also noted the new item listed for Disclosure of Interest which will appear on all agendas going forward in accordance with the City’s procedural by-law.

There were no items of business arising from the minutes.
6. New Business
6.1) Heritage Permit Application – 1860 Seventh Concession Road (Thistle Ha’) E. Martelluzzi introduced Jim Miller, owner and
applicant for the heritage permit application for 1860
Seventh Concession Road. Mr. Miller noted he was in attendance to respond to any questions raised. E. Martelluzzi provided an overview of the heritage
permit application requesting approval to dismantle
the existing cattle barn and reassemble it on a new location in Clarington. She noted the property has been designated under the Ontario Heritage Act, noting the by-law does not indicate the cattle barn or other outbuildings as reasons for designation. She
stated the owner has indicated the barn is in poor condition and is extremely costly to repair, as the stone wall is leaning outward. She also noted that Provincial funding through the Ontario Heritage Trust is no longer available. E. Martelluzzi provided

maintaining restoration and repair of the stone
farmhouse, making significant improvements, and it was noted that removal of the cattle barn will not take away from the significance of the property.
It was also noted that the Ontario Heritage Trust
supports the removal due to the extensive funding and repair that would be required and the fact that the owner has made restoration of the farmhouse a priority, by directing funds to this area. It was noted
that Parks Canada did not control alterations on
National Historic Sites and could not comment at this time whether the removal of the cattle barn would affect the cultural heritage value of the site.
Discussion ensued with comments noted and
questions raised as follows;
Lack of any funding available both Provincially and Federally
whether other municipalities provide funding for owners of heritage properties
unsure of the exact location for the relocation
in Clarington
condition of the foundation and costs to repair
has the barn been inspected by a heritage
structural engineer ?
who would be supervising the dismantling of the barn?
Barn is currently unsafe, unable to insure
Difficult situation for owner, better to reconstruct and conserve than the alternative of losing it completely
Appreciate efforts of current owner in preserving the farmhouse
Any consideration to tie this back to its original

E. Martelluzzi stated the next steps would be submitting a report to the Planning & Development Committee on May 6th, with Council approval on May 27th. The Committee will be updated on the final
status.
6.2) 2026 Altona Road/Icon Homes Update C. Celebre provided an overview of applications
submitted by Icon Forest District Limited (Icon) for a
residential condominium development located at Finch Avenue and Altona Road, within the Rouge Park Neighbourhood. She noted the location of a potential heritage home currently owned by
Infrastructure Ontario (IO), which is located within the
Petticoat Creek watershed. She stated it is currently outside of the floodplain, but within the spill over from the creek. Should Icon build up the north boundary to redirect overland flows towards Petticoat Creek, in
accordance with TRCA’s requirement to flood proof, it
would potentially make the building uninhabitable. Icon advised it was not economically feasible to relocate the farmhouse within their development, but have agreed to a Commemoration Plan. C. Celebre
explained the options within the commemoration
overview prepared by IO’s heritage consultant. She stated that an evaluation of the property was conducted by the City’s heritage consultants, and it
was determined to have cultural heritage value, but is
currently not listed or designated. After discussions on various options with attempts to save the building, with much deliberation, the options to conserve or relocate were deemed unfeasibile, with commemoration as the alternative.

explanation of the cultural heritage building
being commemorated; information on the plaque (text and graphic design, display design and placement in the private open space/entry feature), and any other related
commemorative aspects of the design”; and
3. That prior to the issuance of site plan approval, the final landscape plans implementing the

3) Municipal Heritage Register Update
E. Martelluzzi provided a brief overview of the Municipal Heritage Register, outlining the process
and key features of maintaining a register and the responsibilities of municipalities under the Ontario
Heritage Act. She noted the importance of keeping a register up-to-date.
E. Martelluzzi outlined the differences between
designations and listing as well as Federal and
Provincially owned properties. She noted in the past few months there have been updates made to the City’s mapping tools, and indicated that the Register is currently out of date, resulting from a number of
demolitions which have occurred on Federal and
Provincially owned lands. She also noted the need for inclusion of designated properties, as well as those to be listed which were recently approved by Council.

Heritage Pickering Advisory Committee recommends that Council approve the City of Pickering Municipal Heritage Register, dated May, 2019.

It was requested that staff look into the eight
properties within the Seaton lands that were being proposed for designation for potential additions to the register.
6.4) 2019 Workplan
This item was deferred to the April 24th meeting.
E. Martelluzzi to action
7. Correspondence
7.1) L. Roberts provided members with copies of the letter received from the Ministry of Government and
Consumer Services. The letter allows members of
the Heritage Pickering Committee to search records at the Land Registry Office free of charge, with some exceptions. Members were advised to refer to the letter for complete details regarding this.
7.2) E. Martelluzzi provided members with a copy of
a letter received from Councillor Pickles and Councilor Butt in response to a resident concern over the canoe display in Claremont. This was provided to the Committee for information purposes and to advise
of any further action with respect to the
commemoration of the Tom Thomson property.
S. Croteau noted this could be a possible project for high school or university students to undertake.

8. Other Business
8.1) It was noted that all the trees along Whitevale Road have been taken down in close proximity to the Hastings Cemetery.
8.2) E. Martelluzzi noted there were no further updates on 1690 Whitevale Road at this time.
