1. Welcome & Introductions
E. Martelluzzi welcomed returning and new members to the meeting. Introductions were made around the table.
Orientation packages were provided to members present.
2. Approval of Minutes - August 22, 2018
Members questioned the update regarding infill and replacement housing from the August 22nd meeting, and it
was recommended that the information sheet be provided electronically to all Members. Moved by W. Jamadar Seconded by J. Dempsey
That the minutes of the August 22, 2018 meeting of the Heritage Pickering Advisory Committee be approved.

Reference for their review and comments.
A brief discussion ensued with respect to the repeal of designation by-laws, grants, as well as the Committee’s budget. It was requested that members receive a copy of the
current budget being proposed for information purposes,
prior to the City’s Budget Meeting being held on February 14th. Moved by S. Croteau
Seconded by A. Khan

3.2) Committee Orientation E. Martelluzzi provided an orientation session for members. Through the aid of a PowerPoint presentation she provided
members with an overview of the Heritage Advisory
Committee covering the planning framework, Heritage Register, Seaton and Federal lands, as well as the Whitevale Heritage Conservation District.
E. Martelluzzi also provided a flow chart, outlining the protection of heritage resources and explaining the Plans to
Grow Act, Planning Act, 1990, as well as the Region of Durham and City of Pickering Official Plans and how cultural heritage is addressed within these documents.
She continued the presentation by outlining the duties of Committee Members, as well as the processes for designations and listing. She explained that Members would also be responsible for reviewing and providing recommendations on heritage applications, as well as
advising Council with respect to the demolition of heritage properties. Information was also reviewed with respect to the Seaton lands which are currently being developed. She provided a

that the City is currently unsure of the Province’s plans for
the heritage properties and lots within the Seaton lands. She also noted the mapping tool used by the City is currently used by staff only, but will eventually become available to the public.
E. Martelluzzi outlined the boundaries of the Rouge National Park, noting the City is meeting with Parks Canada to assist in their evaluation of 6 properties of heritage significance.. She also explained the Whitevale Heritage Conservation
District guidelines, which deals with alterations as well as
new construction within the district. She stated that when a heritage permit is required, they must meet the guidelines within this document.
A discussion period ensued with Members requesting the
presentation be forwarded electronically. E. Martelluzzi noted there will likely be a future training session for all Heritage Committees with a speaker from the
Province.
B. George noted that the 2013 Cultural Strategic Plan is available on the City’s website at https://www.pickering.ca/en/discovering/resources/CulturalSt

She stated that the plan includes a section (4.2.4) which directly relates to the Heritage Pickering Advisory Committee. It outlines the strategic direction to conserve and promote history and heritage, as well as recommended
actions. She stated they are currently halfway through this
10 year plan. 3.3) Meeting Schedule It was the consensus of the Committee to continue with the
existing meeting schedule, being the fourth Wednesday of each month, as noted in the Terms of Reference.

5.1) E. Martelluzzi provided an update with respect to 1690
Whitevale Road. She provided a brief history of the property which is Provincially owned and designated as a heritage property. Mattamy homes plans to develop the lands and preliminary plans suggested that the building would be demolished.. The Heritage Committee was opposed to the
request for de-designation and demolition, and had recommended to Council that further research be conducted. She noted the property is in a Natural Heritage system, therefore moving the boundary line would better reflect this and save the building, as well as retain the current
designation by-law. She stated that additional research is being conducted by the City’s consultant and that the City is continuing discussions with the developer.
5.2) E. Martelluzzi provided an update with respect to the
two upcoming designation by-laws for 1390 Whitevale Road and 3285 Sideline 20. She stated that no formal written objections had been received but the designation by-laws are on hold for now, as a verbal objection had been received.
5.3) J. Dempsey inquired about the John Major House and E. Martelluzzi advised that the designation by-laws had been passed.
5.4) B. George provided members with a brochure from the
Library with her contact information. She also noted that special attention be paid with respect to the Hastings Cemetery as well as Lamoreaux Cemetery, which are in close proximity to 1690 Whitevale Road. Both are early
pioneer burial grounds.
5.4) C.Sopher inquired about the Schoolhouse artifacts, E. Martelluzzi noted that staff had visited the Whitevale Schoolhouse and that artifacts had been removed. Further,
the City of Pickering Museum is not pursuing reuse of the
building at this time. 5.5) It was recommended that the 2018 Report and 2019 Workplan be placed on the February agenda.
