Martelluzzi welcomed everyone to the meeting and introduced Dave Coleman, the applicant for 565 Whitevale Road. 2. Approval of Minutes - June 27, 2018 Moved by C. Sopher That the minutes of the June 27, 2018 meeting of the Heritage Pickering Advisory Committee be approved as amended. New Business 3.1) 565 Whitevale Road Heritage Permit Application E. Martelluzzi provided an overview of the property located at 565 Whitevale Road, which is identified as a heritage building and listed in the District Guide. She noted that in November, 2015 a heritage permit had been submitted and approved for renovations to the main house. A two-storey detached garage has been constructed, which is located to the rear of the dwelling, and was not part of the original heritage permit. As a result, a minor variance is required to recognize the existing height which currently exceeds the maximum permitted height of 3.5 metres. Once a heritage permit is obtained, the application will proceed to the next Committee of Adjustment meeting for minor variance approval. Discussion ensued with the following comments noted and questions raised;  What happens next should the applicants fail to comply?  Is there an appeal process for the applicant?  Concerns noted with respect to setting a precedent when work is done on accessory structures which go beyond the guidelines  Difficult to defend if allowed to continue on this trend  Need to determine consequences for non-compliance  Applicant has gone to Committee of Adjustment, which was tabled until a heritage permit is issued  Landscape design required to reduce impact of garage  Native/heritage species to be incorporated  Native species are not always heritage species  Whitevale Plan is vague in respect to landscape design  Will members have an opportunity to view the revised drawings? Dave Coleman, the applicant was in attendance to respond to questions raised by members. He stated the existing garage was unsafe, as it was in a state of disrepair. He indicated their willingness to work with the Committee and would appreciate any suggestions from members. He Page 3 of 4 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) outlined the location of existing vegetation currently on the property, and various vegetation options were discussed with the members. The importance of incorporating lower vegetation was also noted, in order to alleviate the sight lines from the street. Members requested that the revised site plan application include additional details with respect to the sidewalk, stone wall and driveway, as well as recommended heritage species for the landscaping. Mr. Coleman noted that he would provide a revised site plan drawing with additional details. Moved by J. Van Huss 1. That the applicant satisfies the City Development Department regarding the submission and approval of a Landscape Plan; 2. That the existing gravel driveway be reduced to a maximum width of 3.5 metres; 3. That all landscape works as illustrated on the approved Landscape Plan and the required reduction in the width of existing gravel driveway to a single lane be complete to the satisfaction of the City Development Department by November 1, 2018; and 4. That failure to comply with and maintain the conditions of the Heritage Pickering Advisory Committee will render the approval of Heritage Permit Application HP 02/18 null and void. Carried as amended – Refer to following motion; Moved by K. Borisko That Item 1 of the main motion be amended to read as follows: 1. That the applicant satisfies the City Development Department regarding the submission and approval of a Landscape Plan. The applicant shall introduce new plantings Page 4 of 4 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) such as trees and mid height shrubs of native and/or heritage species in order to provide a visual buffer to the garage so that it is read as part of the visual backdrop rather than a principle structure. The main motion as amended was then Carried. 4. Correspondence 4.1) 560 Park Crescent B. George stated she has received emails regarding the condition of the property at 560 Park Crescent with respect to property standards. She noted illegal dumping was taking place and the stone wall appears to be in disrepair. She noted that by-law enforcement were aware of the issues and that discussions would take place with staff on how best to approach these issues. She noted she would update the Committee once further direction was received from staff. Staff to action 5. Other Business 4.1) Infill and Replacement Housing in Established Neighbourhoods Study E. Martelluzzi provided members with an information sheet outlining the infill and replacement housing in established neighbourhoods study. She noted consultation was scheduled to begin in October, and stated that the Heritage Pickering Advisory Committee was listed as a stakeholder and would be involved in the sessions to provide input. 4.2) 1690 Whitevale Road C. Celebre provided members with a brief update on the de designation of the property located at 1690 Whitevale Road. She noted that the consultant was conducting further research as per the Committee’s recommendation, and that the report would not be going forward in September. 5.
