McGregor -Principal Planner -Policy Details & Discussion & Conclusion (summary of discussion) Servicing Overview for Duffin Heights Neighbourhood (water and sewer) J. Presta, Director of Environmental Services, Region of Durham provided a detailed overview of the Duffin Heights Development Area, with the aid of a powerpoint presentation. Mr. Presta outlined the following key points: • Statistics according to the Pickering Official Plan (2003) of the Duffin Heights Development Area • A map overview of the water supply servicing area; • A map overview of the sanitary sewerage servicing area; • The status of the environmental assessment for water and sanitary sewerage services; and • The anticipated schedule . A detailed question and answer period ensued. Mr. Presta, in response to questions raised, advising that the environmental assessment for Seaton CORP0228-2/02 Action Items/ Status (include deadline as aooromiate) Page 1 Item/ Details & Discussion & Conclusion Action Ref# (summary of discussion) Items/ Status (include deadline as aooropriate) would be totally separate from Duffin Heights. He further noted that with respect to the schedule, a request for proposal had been issued for the EA for water supply and sanitary sewerage works for the Duffin Heights Development Area, noting the initiation as June, with a completion date by the end of the year. The Chief Administrative Officer advised that a Planning report on this matter would be forthcoming within 2 - 3 weeks. The Director, Planning & Development briefly outlined the Master Environmental Servicing Plan. 2. Presentation from the Region of Durham -Update on the Green Bin Program -New Garbage Collection Schedule -Expanded Blue Box Program M.Januszkiewicz, Director, Waste Management and P. Watson, Manager, Waste Management , Region of Durham provided a detailed overview of the new waste collection services in the City of Pickering starting July 1, 2006, with the aid of a powerpoint presentation. Mr. Watson outlined the following key points: -Public information sessions are ongoing -Anticipated reduction to Michigan is less than 50% by 2011 -New waste collection services for weekly green bin collection, weekly blue box collection and bi-weekly garbage collection -Overview of the items that are to be placed in the various recycling components of the program (ie: kitchen food waste, etc.). A question and answer period ensued. 3. City of Toronto Source Separated Organics (SSO) Planning Study N. Lee and B. Van Opstal, Solid Waste Management Services, City of Toronto, provided a detailed overview of the City of Toronto's Planning Study for an expanded public organics processing system, with the aid of a powerpoint presentation. Mr. Lee outlined the following: -Toronto's diversion programs -Overview of the planning study -Processing technologies -Potentially suitable sites -Processing system options -Evaluation of alternatives -Consultation. Details & Discussion & Conclusion (summary of discussion) In response to questions from the members present, Mr. Lee advised that the City was looking at a special Council meeting to deal with the report as it was due to be discussed at the last meeting, however, due to agenda size, this matter was not dealt with. He further advised that a ih site would be recommended, being an old waste water treatment site within the City (Allen Road, near old Downsview airport). Mr. Lee further advised that as part of the evaluation of alternatives, the criteria does focus on the social criteria and that the City of Toronto was very aware of the City of Pickering's position on this matter. A further detailed question period ensued. The following is a summary of highlights of the discussion in this regard; • Concern from members present of all of the Pickering sites • True awareness by Toronto of the past history related to this issue with the City of Pickering • Concern that Rouge Park Alliance was concerned and caught by surprise that the Beare Road site was being considered • Understand the need to look at options, but the sites definitely not suited should be taken off • Question with respect to the amount of land Tedco has on Cherry Street Based on the discussion, it was determined that the Chief Administrative Officer should meet with Mr. Lee to go over in detail Pickering's history related to this matter, along with ensuring that the City was kept apprised of the Council meeting dates for when this matter would be discussed. It was further noted that all communication on this matter should be directed to the Chief Administrative Officer. Squires Beach Update [Item #5 on the agenda] B. McArthur, Vice President, Miller Waste Systems appeared before Council to update staff and members present with respect to Squires Beach. He advised that it was an opportune time to discuss this matter ,and noted that it had been 9 years since they had purchased the facility. He advised that in 1997 the site when purchased was very much in disrepair, and in fact was a fire and safety risk. He further advised that he had worked extensively with Council and staff , and that there was no other facility in the GTA with all of the materials that this site handles. CORP0228-2/02 Action Items/ Status (include deadline as aooropriate) Page 3 He further outlined the following; • There was 26 acres which encompassed the site, with 110 employees • Miller Waste paid $160,000 in taxes and would expect to pay an additional $60,000. if successful with the MERF project • If Miller Waste is successful with MERF, there would be an investment of 10-15 million • Noted that Miller Waste had been successful to date in building a first class facility and outlined the statistics in this regard • 225 people a month with HHW • there is a huge resident participation in the City of Pickering • Miller Waste was fortunate to have dedicated professional employees • SSO facility under contract with the Region of Durham this summer • Last hurdle is MERF at this site and would be appearing as a deputation at the Joint Finance & Administration/Works Committee meeting at the Region • There would be a loss of 17 jobs to Pickering • Capital expenditures feeds more projects down the road • Miller Waste was committed to see the MERF here at the Region • The Squires Beach facility is truly a waste management facility . A question and answer period ensued. In response to questions raised, Mr. McArthur outlined the co-collecting process and indicated that it was more cost efficient to have it at one site, noting that this was a sustainable solution. '" Seaton Trail Update H. Sellers of ORTA, D. Chee, City of Pickering and G. Bowen, TRCA appeared before Management Forum with respect to the Seaton Trail. Mr. Sellers provided a detailed update on the Seaton Trail with the aid of a powerpoint presentation. A question and answer period ensued. In response to questions raised, Mr. Bowen suggested that the Seaton Trail be re-routed and the design element include an ecological base. He further noted that they would be looking at a very open consultative process. Meeting Adjourned: 4:27 pm Page 4 CORP0228-2/02
