Kathy Weiss, Director of Economic Development & Tourism, Region of Durham
appeared before the Committee to present the 2017-2021 Economic Development
Strategy and Action Plan for the Region of Durham. Through the aid of a power point
presentation, she outlined the key components of the project, through three phases
which would involve collaboration with area municipalities as well as local stakeholders
and community leaders.
A discussion period ensued with Ms. Weiss responding to inquiries regarding whether
Pickering was being promoted within the Toronto global perspective, how the Region
follows up on leads, and whether Seaton was considered as part of the shovel ready
lands across the Region. Concerns were also expressed over the perceived lack of
collaboration among the Region and area municipalities, and questioned how this was
being addressed.
Discussion continued with members also seeking clarification with respect to the
agricultural industry in Durham Region. They felt they were not getting a clear
understanding of what the numbers represent, and requested what the number of full
time employees in the agricultural industry in Durham Region was.

Robert Corridore, RCC Media, appeared before Committee, noting he was present to
respond to any questions raised.
A discussion period ensued with Members noting safety concerns over whether the
installation of digital screens on CN overpasses would pose a distraction, and
questioned whether there was any data to indicate a higher risk of accidents on arterial
roads. Mr. Corridore responded that numerous studies had been conducted with no
conclusive evidence of added safety hazards related to digital non -video screens.
Members also questioned whether the signs would be monitored, and if proven to be
problematic, whether the location could be changed.

1 That Council approve the Digital Sign Program for the City of Pickering, as
identified in the RCC Media Inc. proposal dated January 4, 2018; and
2. That the appropriate officials of the City of Pickering be authorized to take the
necessary actions as indicated in this report.
