1. Adoption of Minutes of the Meeting of June 19, 1997
1 Minutes of the meeting of June 19, 1997 were adopted as circulated.
2. Presentations from the Public

Irene Kock, Durham Nuclear Awareness requested that the committee
review and comment on the Provincial Legislative Review on Nuclear
Performance. Mayor Arthurs advised that the Town of Pickering has this
document for review and consideration.

3. Ontario Hydro - Plant Update - Pickering Nuclear Generating Station
Terry Young, Ontario Hydro stated that the report was a very frank
assessment of the operation of the Pickering Nuclear Generating Station.
' The Board resolution recommended a temporary lay up of reactors by
January 1998. Ontario Hydro are required to prepare a business case to
support the re-starting of the reactors.

• 2 It is clear that there are concerns within the community. Many of those
concerns should be addressed by improving communication with community
members. Mr. Pat O'Brien has been hired as the Manager of Public Affairs
and Community Relations. Part of the mandate of this position is to develop
a community relations program including; education, community
involvement, media relations and communication procedures.
Ontario Hydro clearly acknowledges that there have been a lot of incidents
recently, and the public have been kept fully informed however, it is felt that
the public should only be informed of matters of significance to the
community.
Pat O'Brien gave a brief overview of his work history, assuring that the
essence of his job is communication and to rebuild the trust in our
community by working together with representatives from the Town of
Pickering, Ontario Hydro and the community.
Councillor Senis stressed the importance of rebuilding trust in the facility
and suggested that Town of Pickering appoint a person from the community
to work with Ontario Hydro to provide information to residents.
Mayor Arthurs stated the need for the public to get current information
directly and not to create another layer to filter this information and stressed
the need for proven performance on behalf of Ontario Hydro to gain public
confidence, further requiring an extensive review of station safety to prove
its safety to the public.
Councillor Brenner concurred with the need to have this matter investigated,
and stated that as a Crown Corporation, Ontario Hydro could be
investigated by an appointee of the Ombudsman's Office. This appointee
would conduct an independent review to investigate the issues and
concerns expressed.
It was agreed that the following recommendation would be brought forth to
the Council of the Corporation of the Town of Pickering:
"The Pickering / Ontario Hydro Liaison Committee hereby recommends a
motion be brought forward to the Council of the Corporation of the Town of
Pickering to recommend an Ombudsman to work with the community
stakeholders to facilitate a thorough investigation and communication a
broad public review as quickly as possible."

4 Receive the Minutes of the Durham Nuclear Health Committee Meeting
The minutes of the July 2, 1997 meeting of the Durham Nuclear Health
Committee were received for information.
5. Next Meeting date:
Due to the Municipal Election in November, the next meeting date will be
determined after the appointment of the new committeet
