The Honourable Janet Ecker, M.P.P. Jim Dyke, Frenchman's Bay Yacht Club David Stone, Pickering Rotary Club Scott Staples,Pickering Rotary Club • Councillor Holland welcomed all in attendance. He commented on the excellent work so far that has been completed by Victor Ford. During the last meeting a lot of ideas were suggested to be incorporated into the Millennium Square concept, one in particular was a Lighthouse. casting a light through the square into the water enhances ties to past, present to future. He thought that a good Motto would be Our Past: A Beacon for our Future. He reminded committee members that we have to focus on the Millennium theme. • Councillor Holland introduced Victor Ford, Landscape Architect, who distributed copies of the design process background to committee members for their information. Mr. Ford proceeded to explain that from the previous meeting that the directions he received from members, was that they wanted a central activity area, but after some investigation we discovered that the Pickering Harbour Company are looking at completing some buildings in the east spit, therefore we have to incorporate into the design a small access road. Another item we have discovered is that a sewer runs under the spit to beach, this should not be a problem. 2 • Mr. Ford advised that they are looking into micro climate, wind, rain, etc. and will have to talk with TRCA to have a survey completed. • Slides were shown showing some images along Lake Ontario. The following were some ideas that Mr. Ford suggested: • Open structures with canopies • Distinctive lighting • Flags, banners, signage • Boardwalk, same or similar to Beaches area Toronto • Craft/Art markets should be incorporated on Waterfront • Fun- elements, colour • Lighthouse or piece of art representing lighthouse • Mr. Ford introduced Dennis Tate from his company who proceeded to discuss influences and objectives. • Mr. Tate advised that they were trying to show design concept, make it unique. He suggested not a lot of development but enhance the natural attributes. One concept is to learn from the past and look into the future, we are thinking along the lines of reviving Fairport Beach area, tents, nautical theme. Fanciful imagery is an opportunity for public art, think of the users, possibly commission a piece of art to incorporate into the Millennium Square. • Mr. Tate advised that 3 concepts had been developed and proceeded to explain what each concept represented. • Mr. Ford advised that they would have to be more conversations with TRCA and other people. He then asked for direction from the Committee to proceed. • Councillor Holland thanked Mr. Ford and his staff for their presentation and comments, he said it was a great job, we do want to ensure we are telling a story past, present and future about our Town, personally I do like the lighthouse theme. • Mr. Field thinks it is durable and thought that the feature of the Bridge was good. • Councillor Holland stated that we should focus on restrictions and try to get this project ready to submit for Federal and Provincial Funding. • Mr. Hough liked the ideas submitted, but had a concern with the bridge concept in case it malfunctions, prefers the idea of pontoon boat or ferry boat. He stated that he thought the architects that are working on the Harbour Front project should sit down with Town to discuss their concepts and the concepts that are being suggested to the Town. • Councillor Holland asked if anyone did not receive minutes from the previous meeting to give him their name and address and if anyone would like to comment please do so. • Mr. James thought the concept good,but questioned elevation. • Mr. Ford stated that they would have to have a survey completed then get a coastal engineer involved in project. • Mr. Mohr likes the concepts and the reflections of what we are trying to achieve, he did like to the concept of a lighthouse. a w � 3 • Mr. Bamford stated that having worked on the 2001 Taskforce he suggested that we try not to implement all at once. The Fairport Beach is on the west side and the Taskforce Committee had envisioned washrooms and changerooms to be built near beach area, He has a concern with geese and swimming at the east spit being a Problem. Controlled d access is very important. He stated that we should be focusing on Lake Ontario for the best view and boardwalk should include marsh area, it is beautiful there especially in the Fall. • • Mr. Reynolds felt that to capture uniqueness he felt that it should be open and accessible to everyone. • Mr. Smart stated that the waves concept really appealed to him, possibly a map done mosaic would have real potential and incorporating the tent feature, people want shade and cover from the heat and rain. • Councillor Dickerson liked the ideas, but stated that we would have to make it happen as we have a tight time frame to receive funding approval. • Mrs. Graham thanked committee members, concepts for the waterfront are good. She stated that the Arts Council will continue to work Town. • Mr. Barnett discussed signage and graphic art for the overall appearance to encourage people to come. We should propose a logo to sell to the community. • Councillor Holland stated that we should encapsulate a Logo and Motto for this project. • The next step - time line for Provincial funding is May 99 and we still have to have Council approval for our concepts, February 1999 was decided as target date to forward report to Council. • Meeting Adjourned 9:00 p.m.
