MINUTES FOR FEBRUARY 8, 1999

• Councillor Dickerson gave a status report on the Millennium 2000 events. He
advised that a proposal has been received from Concepts for the ten minute indoor
and outdoor fireworks at a cost of$45,482.50. The contract must be entered into as
soon as possible in order that the fireworks may be ordered from the company with
the highest qualifications.
• A proposal has not yet been received from Lone Star for the entertainment. A
presentation will be made by Councillor Dickerson and a representative of the Lone
Star Restaurant at the Council Meeting of February 15, 1999.
• A proposal was received for the cost of 22" x 6' banners for an amount of$83,100
for 1,000 banners. This proposal was returned and the individual was requested to
bring back a further proposal at a cost of$65,000 to $70,000 which may result in
only 700 banners being prepared.
• Councillor Dickerson advised that the Pickering Historical Society were requested to
create a Pickering historical book. He stated that Tom Mohr and John Sabean were
present to make a presentation.
• Councillor Dickerson advised that expenses for the Millennium events will be
approximately$420,000 and revenue may be approximately$466,000.

• Councillor Dickerson stated that consideration is being given to the rental or
possible purchase of a couple of tents to be used for various events.
• Councillor Dickerson thanked Councillor Pickles for his assistance with acquiring
Jade Sea Developments support.
• Tom Mohr and John Sabean made a presentation concerning the Pickering Historical
Book being created. They advised that 20,000 copies will be printed and sold at a
cost of$10 each. Production cost will be $200,000 and this cost will be covered by
the sale of the books. Gail Lawlor has agreed to attract advertising sponsors. John
distributed samples of pages with advertisement placement, advising that the cost of
advertising will depend on whether the sponsor wants to advertise on a page with
one ad or a page with multiple ads. The title of this edition will be "Time Present
and Time Past'. There will be a total of 256 pages with a sixteen page section in the
centre of full colour photos, the remainder will be black and white. They advised
that rather than borrowing photos they would prefer to go into homes with a scanner
and laptop.
• Councillor Dickerson requested endorsement in principle on previously discussed
issues, all but the Lone Star proposal which they are still awaiting.
• Councillor Dickerson stated that consideration could be given to acquiring alumni
lists from the area high schools and advertise the sale of the books to those listed.
• Consideration could also be given to setting aside six pages in the historical book for
sponsor advertising.
• A Region of Durham project is the creation of a Millennium coin. A discussion took
place as to the whether the Town of Pickering logo or building should be placed on
the Town of Pickering's coin. A symbol of the Region of Durham will appear on the
other side.
• Councillor Ryan stated his concerns with respect to the cost of the fireworks, the
awarding of various projects without going through a general tendering process and
also his concern with the damage at the Liverpool House of broken hurricane
lanterns at the sponsors dinner.
• Councillor Ryan also commented on the fact that the projected cost of the fireworks
is double the expenditure of the July 1st event and the extra funds being spent could
be directed to the youth or seniors projects.

• Councillor Johnson commented on the advertising which has been promised to and
expected by the sponsors.
• Councillor Dickerson received concensus on the proposals he put forward.
