DELEGATIONS
Gregory Vogt, representing Super Blue Box Recycling advised that his
company has contributed nearly $1,000,000.00 to the Town of Pickering,
He stated that they wish to recycle Pickering's waste, protect the
environment and stop Pickering from dumping in Vaughan. He requested
that a public process be initiated with statfand the public's input.
David Steele, representing PACT, advised that they are not prepared to
allow the community to be further negatively impacted. He suggested that
the first Super Blue Box Recycling facility be built in Keele Valley,
Janice Frampton, representing Taxpayers Coalition, stated that they do not
support the purchase of the McKean property, They are concerned that
this expenditure will cause restraints and constraints on Council

That Council pass a rosoIution directins the Town Solicitor to advise the
Solicitor for the Municipality of Metropolitan Toronto that Pickering
considers the operation of a solid waste demonlltration proje<:t on a portion
of the Broc1c West Landfill Site to constitute a violation of the Minutes of
Settlement date<í April 4, 1996 and tIW Pickering will not grant its consent
to the proposed lease agreement betweer. Metro and Super Blue Box
Recycling Corporation as set out in Report No, 25 of The Corporate
Administration Committee, adopted by Metro Council on December 4,
1996,

WHEREAS at an emergency meeting held on December 6, 1996, the GT A Mayors and
Regional Chairs Committee unanimously passed two resolutions to establish principles
upon which development charges should be based and to establish a forum for input to the
proposed Development Charges legislat:on; and

WHEREAS the Minister of Municipal Affairs by letter dated December 9, 1996 to Mayor
Hazel McCallion of the City ofMississauga has ac1cnowledged the two resolutions and has
suggested a túnetable to discuss changes to the proposed Development Charges
legislation;
NOW THEREFORE the Council of The Corporation of the Town of Pic1cering hereby
endorses the two resolutions passed by the GT A Mayors and Regional Chairs Committee
at its meeting of December 6, 1996; and
mAT copiu of this resolution be forwarded to the Honourable AI Leach, Minister of
Municipd Aftàira and all GT A Mayors and Ileøional Chairs.

apartments in houses as a m¡¡tter of right with few restrictions; and
WHEREAS this type of ho1lSing, unless strictly regulated, can have a negative impact on
the tenants of such housing, and the neighbourhood and community in which they are
situated by:

unsafe conditions such as no smoke detectors or lack of proper exits
putting unplanned pressure on municipal services such as water and sewers
creating adclliionaJ pressure on the schools because owners are not paying
additional education taxes; and

PIIonios.1IJId Protection Act which reinstatea municipal authority in detennining whether

WHEIlEAS the said Act states that no apartment created after November 16, 1995 is
permitted, ex~ where a buiIdins permit was applied for and issued before May 22,
1996; and
WHEIlEAS the said Act also provides a grandfathering provision which s~es to allow
"8:11 of right" any apartment which was used or occupied on or before November 16, 1996
and that such units must comply with the requirement of the Fire Code; and

WHEREAS the issue of apartments in houses is of such an importance that Council must
be aware of the number of such units in existence and the impact they have;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
directs staff to prepare a report setting out recommendations for inspecting su"h units and
ensuring compliance with the Fire Code, Zoning By-laws, Property Standards By-law and
other municipal regull!tions; and
THAT this report be tabled at a Council Meeting no later than March 31, 1997.

OTHER BUSINESS
Councillor Ryan congratulated the individuals who won the Christmas
Light Tour award as well as the community as a whole for their
participation, He also stated that Councillor Brenner and himself would be
contributing, on behalf of the participants in the Light Tour, one of the
first bricks to the Progress Club's brick campaign,
Councillor Ryan expressed best wishes for the holiday season to all
residents.
Councillor Johnson advised that he was in receipt of a letter concerning
signalization and Major Oaks Drive and Brock Road,
Councillor Johnson commented on the closure of the Brock West Landfill
Site, the pre'3entation of the Walk of Fame and this evening's presentation
of Employee Recognition Awards,
Councillor Johnson wished everyone well for the Christmas season.
Councillor Dickerson wished the Mayor, his colleagues, staff, media and
res:dents a Merry Christmas and Happy New Year.
Councillor Brenner also wished everyone a very Merry Christmas and
especially to the staff for their exceptional work over the past four months
at a time wMn there is a shortage of staff.
Councillor Senis commented on the passing of Councillor Farr one year
ago and wished the Farr family all the best.
Councillor Senis also wished everyone a Merry Christmas.
Councillor Pistritto wished everyone a Merry Christmas and Happy New
Year.
Mayor Arthurs stated that the staffhave done a great jOb over the past year
and wish~ everyone Happy Holidays,
Mayor Arthurs advised that a cheque in the amount of $300,000 had been
rC(.,.ived Û'Om Metro and a cheque for $50,000 h&d been received Û'Om the
Workmen's Compensatioo Board,
Mayor Arthurs extended con¡ratuIations to the staff who were invoMd in
the .Location: Pickerin¡' Brochure.
