That Staff advise the Region of Durham of Council's approval of any necessary
revisions to Draft Plan of Subdivision 18T-9500l(R), in order to implement the
inclusion of Part of Lot 94, Plan 1051 within the bound&ries of tho:- jraft plan with
. park of either 0.242 ha or 0.30 ha located at the southeast comer of the
intersection of Fairport Road and Bonita Avenue,
That Staff advise the Region of Durham that Council considers the revision to the
boundary of IST-95001(R) to include Part of Lot 94, Plan 1051 to be minor in
nature, not requiring re-circul~+;'}J1 of the plan.
That the conditions of approval for Draft Plan of Subdivision 1ST -94022 be
revised to include a condition that the five percent parkland dedication fTom this
subdivision be combined with the five percent parlcland dedication fTom IST-
95001(R) as revised, to acquire a 0,242 ha neighbourhood parlc at the southeast
corner of Fairport Road and Bonita Avenue.
That the Dunbarton Neigbbourbood Concept Plan be revised to relocate the
identified park location ITom the south side of Dunbarton Creek to the north side
of the Creek adjacent to the southeast corner of Fairport Road and Dunbarton
Road,
That the implementing Zoning By-law Amendment Application A 2/95 be
extended over Part of Lot 94, Plan lCS1, which is now incorporated within Draft
Plan of Subdivision 1ST -9500 1 (R), :'U1u this extension is minor in nature and does
not require re-circulation or a new statutory public information meeting,

WHEREAS, pursuant to the provisions of Resolution 102/96, The Corporation of the Town of
Pickering retained Hurren., Flett, Sinclair, Chartered Accountan.:~, to prepare a Special Report
incorporating a Review of the 1996 Budget Process iltd a Review of the Reserve Account
Activity; and
WHEREAS, the audit committee further directed that Hurren, Flett and Sinclair summarize their
findings by preparing an Executive Summary of the 1 Y96 Budget Process, as well as, prepare a
report for their review, identifying the processes and procedures used for rrojects supervised by
the Public Works Department.
WHEREAS it is necessary to authorize payment of that firm's invoice for services rendered in
connection therewith;

NOW THEREFORE BE IT RESOLVED THAT:

The Council of The Corporation of the Town of Pickering hereby approves payment of
the sum of $8,453.00, including GST, to Hurren, Flett, Sinclair, Chartered Accountants,
for services rendered in connection with the preparation of these reports,
The payment of the sum referred to in section 1 :;ball be charged to Account 2126-2392
(General Government Purchased Services).

adopted and the said by-law be now read a third time and PASSED and that the Mayor and Clerk
sign the same and the seal of the Corporation be affixed thereto.

Councillor Ryan requested that the Executive Director Operations prepare a draft
report concerning possible Inûastructure Projects.
2.
Councillor Ryan introduced the Second Chance Wildlife Sanctuary and advised
that volunteers are needed,

The following matters were discussed prior to the regular meeting:

Mayor Arthurs requested that Council members forward their comments to
him, sometime this week, concerning the CAO position.
b)
The Executive Director Operations distributed information and discussed
the position the Town has taken concerning CT Drain.
c)
The Executive Director Operations also distributed a copy of a newspaper
article concerning GO Transit and M,T.O.
d)
The Executive Director Operations advised that the cougar is still at large.
e)
The Executive Director Operations distributed correspondence ftom Metro
Worlcs regarding the request by Eastern Power Developers Inc. for use of
Brock West Landfill Site,

The Executive Director Operations also distributed a copy of informatior.
concerning the proposed Health Study - Brock West Landfill.

Town of Pickering to confinn those proceedings of the Council of the Corporation of the Town
ofPí¡;kering at its meeting held on the 7th day of October, 1996 and that the same be now finally
passed and that the Mayor and Cleric sign the same and that the Seal of the Corporation be
thereto affixed.

Construction in the amount of $323,856.72 (including net G.S.T.) for the
rehabilitation of Regional Road 5, Claremont, with a total Town commitment of
$56,470.67, be confirmed;
and that Council be advised that this amount exceeds the 1995 (carried over to
1996) allocated budget amount of$SO,OOO.OO;
and that Council approve an over-expenditure from the 1995 Budget 4232 (Public
Wor1cs Rural Community Reserve Fund) in the amount of $6,470.67.
