Structure and Function that was tabled at the Special Council Meeting of August 27, 1996

RECOMMENDATION #3:
Recommendation #3, which reads as follows, was amended and carried:
The role of "Town Manager" be re-defined to Chief Administrative
Officer (CAO) to strengthen functions related to facilitation, co-
ordination and advocacy at the corporate level and at the same time
to diminish direct administrative functions where practicable. The
vacancy in this position not be immediately filled. Administration
functions to be resolved In the departments and a great~r degree of
ownenhlp assumed at that level A new job description be prepared In
consultation with senior maJ1agement and approved by Council to be
reßective of these expectations. The search to fiU this vacancy to be
initiated no later than October I, 1996.

That Recommendation #3 be amended as follows:
The first sentence is amended to commence with the phrase "The role of 'Town Manager'
be re-defined to Chief Administrative Officer (CAO)...."
The last two sentences are deleted and substituted with the sentences "A new job
description be prepared in consultation with senior management and approved by Council
to be reflective of these expectatÎons. The search to fiJ this vacancy to be initiated no
tater than October 1, 1 996. "

RECOMMENDATION #4:
Recommendation #4, which reads as follows, was amended and ~:
Council continues to support the restructuring of Treasury to a fuDer
Financial Services Department. In addition to tbe current functions;
a broader role in budget development, on-going analysis and
monitoring is anticipated. Otber functions tbat will enhance the
financial management of the Town will be considered.
