DELEGA TlONS
The fol!Qwing persons addressed Council with respect to the Notice of Motion
regarding the closing of schools during the evening:
a)
Paul White, representing the Fairport Beach Ratepayers Association,
addressed Council with respect to the Notice of Motion regarding the
closing of schools during the evening. He stated that the schools are
institutions used both day and night and are needed to operate. Any
building that you are going to get your money out of must be utilized as
much as possible. He supported Council's resolution stating that the
community should be allowed to use these facilities.
b)
Pam Spence and cruldren Melanie and Michael, 70S Foster Court,
requested that Council reverse the decision for the future children who
wish to serve the local community. Mrs, Spence stated that closing the
Rosebank Road Public School at 4:30 p.m. would virtually shut down the
Home and School Assoc. and School Council. Other organizations such as
Cubs, Scouts and Guides, and Ratepayer Groups would have no meeting
place. The future of the Rouge Hill Public Library, as an alternate meeting
place, is uncertain, It is unacceptable that the School Assoc" School
Council and Rosebank Road community parents were not consulted en this
matter, She requested that Council seek a win-win situation,

Norm Ki:yes, 635 Cowan Circle. Cub leader, thank~d Councillors Brenner
and Ryan for their quick response to the Boards actions with their Notice
of Motion. He outlined the activities of the cubs and stated his opposition
to the closing of the Rosebank Road Public School after 4:30 p.m,

Gord Meyer, 5:10 Rosebank Ro¡.d, also thanked Councillors Brenner and
Ryan for bringing this is>ue to Council. He stated ¡hat he was concerned
that their only recourse would be to approach the B04rd themselves but is
pleased to see that Council is invol'vd, He advised that continued dialogue
could result in a win-win situation.

Feon<t Bain-Greenwood, 1009 Moorelands Crescent, Chair of the
Rüsebank Road Parents Association thanked Councillors Brenner and
Ryan for their action concerning this matter. She advised that their
meetin¡5s are held in the Rosebank Road Public School but that these
meetings will be cancelled if the ~chool is closed at 4:30 p,m, Trus decision
was made with no consultation with the users of the facility, She requested
that Council assist them and ensure that their voice is heard.

Bill Trapper, 491 Rosebank Road, Leader of the Rouge Hill Beaver Cnlony
advised that trus group uses the Rosebank Road Public School as their
meeting place. He asked that the communities future not be d::stroyed to
save a few dollars.
g)
Joan Maloney, 671 Cowan Circle, thanked Councillors E"enner and Ryan
for their action concerning this matter. He stated that there has not been
any consultative process with the cowJ11unity, Many community activities
would halt ifRosebank Road Public School was to close at 4:30 p.m, She
outlined the various activities which take place at this school after hours.
h)
Wendy Hutton, representing the Bayshore Division Girl Guides advised
that 180 girls will be affected by the closure of two area schools in the
Rougemount CommlJnity, She supported Councillors Brenner and Ryan in
their action. She advised that she would be willing to discuss solutions
with Council and the School Board,

WHEREAS community use of local schools has played a vital role in providing facilities for
volunteers to develop community based programs to enhance the quality of life for our residents;
and

WHEREAS certain school buildings over the past twenty five years have been utilized by
members of the public and various community groups to provide opportunities for community
participation; and
WHEREAS recent budget reductions by the Durham Board of Education have resulted in a
number of Pickering school buildings no longer being available after school hours to members of
the public and/or community groups to provide community programs and services;
NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Town of
Pickering is opposed to the closing of the Pick~ring school buildings after school hours and
request a meeting be convened with interested Members of Council, the Chair of the Durham
Board of Education, Trustees as determined by the Board of Education, a Senior Official of The
Ministry of Education and Janet Ecker, M.P.P" in an effort to review potential options that would
maximize community use of vacant space in these public buildings, and same to take place prior to
the fall oft 996,
That this resolution be forwarded to the Pickering Public School Board Trustees,
Schools not available for use -_The following list cfPickering Schools will not have custodial staff
in the evening and will not be available for community use past the time noted with each school:

discl)ntinued if certain warning systems are construct~d at the public crossing that
would safely eliminate the need for a train to signal its approach to the crossing;

OTHER BUSINESS
WHEREAS pursuant to Section 2S0(2) of the Railway Act. an urban municipality
may pass a by-law to prohibit the sounding of a train whistles at crossings within
its limits if the criteria set out in the said Guidelines have been met and subject to
the approval of the Canada Transport Commission; and
WHEREAS Canadian National Railways has constructed the necessary warning
systems at the Woodview Avenue crossing that would eliminate the need for a
train to signal its approach to this crossing subject to the said Guidelines;
NOW THEREFORE the Council of the Corporation of the Town of Pickering
hereby directs that a by-law I,e prepared in accordance with the Railway Act to
prohibit train whist!es at the Woodview Avenue crossing of the Canadian National
Railway line; and
THAT this by-law be on the Agenda for the Council Meeting of June 24, 1996 for
consideration.

Councillor Johnson apologized :or being late for the Council Meeting and advised
that he had been attending a fund raiser.
The following items were considered prior to the regular meeting:
The Town Man¡;ger advised that his assistant would contact the Members
of Council to arrange a meeting with Gardiner Church,
The Town Manager discussed the situation concerning the Petro Canada
station at Whites Road and Oklahoma Dr. regarding limitation of the car
wash hours,
The Town Manager distributed information concerning the acceptance date
of the McKean offer,
The Director of Planning distributed memos concerning the Gray and Swan
applications.
The Acting-Director of Public Works discussed the work required on
various subdivisions which have been taken over by the Town. He advised
that a Report would be forthcoming.

The Acting-Diroc10r of Public Works advised that a Report would be
coming to Coul".cil concerning the agreement which must be entered into
with CN.
g)
The Acting-Director of Public Works distributed a schedule of the
Municipal Works Program.
h)
The Acting-Director of Public Works advised that the estimate for the
bridge footings across Hwy. 40 I has come in below the budgeted figure.
i)
The Director of Culture & Recreation updated Cœncil on his talks with
Mr. Prince of the Board of Education concerning school clo~ings. He
stated that he will be having a meeting on June 25th with two
Superintendents to discuss this issue, The Director also advised that the
$400,000 savings by the Board is due to maintenance statfsala!Ìes.

The Director of Paries & Facilities commented on the correspondence
distributed to Council concerning a partnership proposal by the PHA
regarding the Don Beer Arena.

The Town Solicitor advised that the Brownstone Condominium Agreement
Report and a bus shelter agreement will be coming forward to Council next
week.

The Executive Director Operations advised that the presentation to Council
regarding Kingston Road will be made on June 18th,

concerning the removal of signs along Hwy. 2,

That Town Council advise the Ontario Realty Corporation:
(a)
that all lands within the. Duffin Rouge Agricultural Preserve
identified as "Lands to be conveyed to Public ownership" on
Appendix I to lOT Report 5/96 should be conveyed either to the
Town of Pickering or the Metropolitan Toronto and Region
Conservation Authority, with the precise boundaries of such lands
including required setbacks to be determined through more detailed
investigation;
(b)
that all lands within the Duffin Rouge Agricultural Preserve
identified as "Other natural features to be protected" on Appendix I
to lOT Report S/96 be conveyed to either the Town of Pickering or
the Metropolitan Toronto and Region Conservation Authority or be
otherwise protected through such means as appropriate zoning
and/or conservation easements;
(c)
that municipal road widenings be conveyed to the Town of
Pickering including widening of the Third Concession Road east of
Whites Road to 27 metres, other widenings as may be necessary to
provide a minimum of 20 metres width for Town roads, and
potential jog elimination at Rosebank Road and the Third
Concession Road;
(d)
aopropriate lands in th.: vicinity of the intersection of Altona Road
and Taunton Road be conveyed to the Town of Pickering for a 1.2
hectare rural fire station site.

That Town Council recommend to the Region of Durham that it advise the
Ontario Realty Corporation th~l, at this time. all applications for land
division within the Duffin Rouge Agricultural Preserve must rroceed
through the regional consent process, although further consideration may
