DELEGATIONS
Len Quigley, 891 Finch Avenue, President of Pickering Hockey Association
advised of the m.~ financial contributions his organization makes to the
community, The PHA budgeted for a $3,00 per hour increase in their ice time but
will owe the Town approximately $16,000 if they are aslced to pay $1.00 per hour
more. He requested that Council table the request for a further $4.00 per hour.
He also questioned the levy charged to organizations using outside facilities such
as baseball, soccer, etc.
The following persons addressed Council with respect to the recommendation
respecting Development Charges:
a)
Stephen Kaiser, President of the Urban Development Institute stated that
UD! are calling for a new way of doing business and suggested revisiting
the infi'astructure for financing both soft and hard services. He advised that
there are other means of funding rather than increasing taxes, such as user
fees,
b)
Tom Stricker, President of the Greater Toronto Home Builders
Association advised that his or"mization is made up of 800 member
companies, The Development ( , Act should never have been passed
and has no place in today's economy. The Whitby resolution is short-
sighted and should not be endorsed,
Harold Gardiner, representing Ericlca Behrends, addressed Council with respect to
his client's application for a draft plan of subdivision on Toynevale Read. He
advised that he is satisfied with staff's report.

WHEREAS at its regular monthly meeting held on May 30, 1996 the Pickering Public Library
Board passed the foUQwing motion:
WHEREAS the Library Board acknowledges that its five Jear capital forecast indicates
requirements for capital monies for a western library branch building through the years
/997 - /999, with actual opening of that facility anticipated in 1998; and whereas the
Library Board has identified the need for a westem branch earlier than that forecast;
therefore the Library Board requests that CQUncil designate year one of that forecast to
be /996, and that monies for preparatory work forecasi at S100,OOO thus be made
available in /996.
AND WHEREAS the Council of the Corporation of the Town of Pickering concurs with that
motion;
NOW THEREFORE BE IT RESOLVED THAT:

The Five Year CapiW ForC"'..ast respect;"g the relC'cation of the Pickering Library western
branch should be advanced by one year.
2.
The maximum sum of $100,000 may be expended in 1996 for preparatory work in
conjunction therewith.

Councillor Senis, seconded by Councillor Pistritto moved that the report of the Committee of the
Whole on By-law Numbers 4187/96,4188196,4789/96,4190/96,4191196,4792/96 and 4193/96
be adopted and the sail! by-law be now read a third time and PASSED and that the Mayor and
Cleric sign the same and the seal of the Corporation be affixed thereto.

Council1or Senis advised that the Region of Durham have recently passed a
signage by-law. She directed staff to contact the Region requesting them to
address the situation with respect to a number of signs along Hwy, 2 being in
contravention of this new by-law.

Councillor Senis advised that the renanúng of the Pine Ridge Park to the David
Farr Park will take place at 3 p.m. on June 8th,

Councillor Senis advised that the Frenchman's Bay festival will be held on June
8th and 9th, 1996 .

OTHER BUSINESS
Councillor Johnson advised that he would be bringing forward a Notice of Motion
concerning the hourly rate charged for ice time.
The following items were considered prior to th~ regular meeting:
a)
The Director of Planning advised that the Region of Durham approved the
Walnut Grove Plaza application.
b)
The Acting-Director of Public Works distributed a report concerning
Fairport Road Reconstruction-Conflict with underground Bell Conduit.
c)
The Acting-Œrector of Public Works advised that a meeting will be held
with CN on Wednesday and that there is a delay in installing the CN rail
arms.
d)
The Director of Culture & Recreation advised that the Board of Education
advised that a number of schools within Pickering will no longer be
available for after hours use,
e)
The Director of Culture & Recreation advised that filming will be taking
place at the Museum by Atlantis Filming.
f)
The Town Clerk commented on the memorandum distributed concerning
overtime by By-law Enforcement Officers,
8)
The Town Manager distributed a By-law concerning Temporary Road
Closing for construction purpos.tS of the Pickering/Scarborough Townline
on June 18th.
h)
The Town Manager distributed a copy of a report tTom the Town
Treasurer concerning the Development Charges Act.
i)
The Town Manager distributed and discussed the Resolution concerning
the Pickering Public Library Board and Five Year Forecast.

Councillor Pistritto seconded by Councillor Ryan moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council oftbe Corporation of the Town
of Pickering at its meetings held on the 3rd day of June, 1996 and that the same be now finally
passed and that the Mayor art<'! Cleric sign the same and that the Seal of the Corporation be
thereto affixed.
