DELEGATIONS Helen Lepek, on behalf of 666178 Ontario Ltd., stated her client is opposed to the exclusion of the commercial zoning. She stated the market impact study supports the commercial zoning, that no objections were received and the plaza will be built prior to the res i dences. She requested tha t Council approve the Staff Recommended Plan. CARRIED Resolution #143/90 Moved by Councillor Morgan Seconded by Councillor Johnson Whereas the vo 1 ume of truck tra ffi c on 01 d B rock Road in the hamlet of Claremont is steadily increasing and is creating a noise and safety problem for the residents; and Whereas these types of vehicles can travel on Brock Road (Durham Regional Road #1) to by-pass the hamlet of Claremont; Now Therefore the Council of the Corporati on of the Town of Piçl(ering hereby directs the Town Clerk to prepare a by-law to prohibit heavy traffic on Old Brock Road between Durham Regional Road #5 and Brock Road. CARRIED Resolution #144/90 Moved by Councillor Van Kempen Seconied by Councillor Dickerson That a School Crossing be established at the intersection of Dixie Road and Finch Avenue and that a Crossing Guard be hired to fill this crossing as soon as possible. CARRIED 17/90 126 Resoluticn '145/90 Moved by Councillor Morgan Seconded by Councillor Brenner Whereas By-l aw Number 2359/87, bei ng the Park i ng By-l aw, provides that no person shall on any highway park any vehicle for a period of longer than three hours; and . Whereas many residents are not aware of this regulation or are confused as to its application; and Whereas it would be desirable that all residents and visitors to the Town of Pickering are aware of this regulation; Now Therefore The Council of the Corporation of the Town of Pickering hereby directs the Director of Public Works to erect signs at all the main entrances to the Town of Pickering advising motorists of the three hour parking restriction. Moved by Councillor Morgan Seconded by Councillor Brenner Whereas the Federal Government has given approval to demolish several structures on the Airport Lands in North Pickering; and Whereas the Local Architectural Conservati on Advi sory Committee has i denti fi ed that many of these structures may be worthy of preservation and conservation; and Whereas the Town of Pi ckeri ng has not been notifi ed of the locations of these structures or asked to participate in the evaluation process; Now Therefore the Counci 1 of the Corporati on of the Town of Pickering hereby requests Public Works Canada to provide a list to the Local Architectural Conservati on Advi sory Commi ttee for its future reference of all exi sti ng structures on the Ai rport Lands indicating which structures are proposed to be demolished; and That a copy of this resolution be sent to Rene Soetens, MP. (V) CARRIED OTHER BUSINESS 1. . 2. 3. Councillor Morgan reported on her attendance at a meeting to discuss the nominated landfill sites for the Region of Durham. Councillor Morgan stated that a press conference was hel d at Queen's Park regardi ng the Town 1 ega 1 acti on against Metro Toronto and the proposed Pl landfill site. Councillor Dickerson stated that all nominated sites for a Durham-only landfill site will be subject to the Environmental Assessment process. (y) 4. 5. . 6. . 7. 8. 9. 10. 11. 12. . 17/90 129 OTHER BUSINESS Councillor Dickerson asked the Town Manager to respond to a letter complaining about maintenance in the Bay Ridges area. Councillor Dickerson asked about the sidewa1k width and chain link fence in front of the East Shore Community Centre. Councillor Johnson inquired into the following matters: (a) The possibility of a speed reduction in Kinsale to 50 kilometres per hour and on Balsam Road to 60 kilometres per hour. (b) The Ministry of Transportation should be notified that the sign facing eastbound traffic on Highway 7 into Kinsale has been knocked over and should be rei nsta 11 ed. (c) Parking provisions on Pickering Parkway east and west of Valley Farm Road. (d) Wi 11 trees 1 ife be affected as a resul t of a new sidewalk at Guild Road and Finch Avenue. (e) The Region should be requested establish the 40 ki10metre per hour speed 1 imit on Westney Road south of Concession Road 6. (f) Comments were requested from the Director of Community Services and Facilities on changing the name of Greenwood Park to Gerry Fi sher Memorial Park. Councillor Van Kempen expressed his concern with respect to access for the physically handicapped to the Central Library. Counci 11 or Van Kempen reported that the Task Force on Economi c Development wi 11 make recommendati ons in the near future. Councillor Van Kempen suggested that a hedging be planted on the inside of the new fence at the East Shore Community Centre. Councillor Brenner inquired into the untidy condition of a vacant lot at Chartwell Court and Bayfield Str~~et. Councillor Brenner asked about a policy on infilling in established areas. The following matters were discussed prior to the regular meeting: (a) The Town Manager advised Council that a subsequent report waul d be reconmendi ng a cost sharing agreement with Runnymede Developments with respect to improvements to McKay Road. (b) The Town Manager reported that the Ministry of Transportation will detour traffic from A1tona Road to Rougemount Dri ve in 1991 whil e the Rouge River Bridge is being rehabilitated and that area residents will be notified. 17/90 130 (V) OTHER BUSINESS . (c) Coul!:il agreed that the elevator for the central tower at the Civic Complex be deferred to a future year. (d) The purchase of bronze plaques for the Civic Comp 1 ex and U orary wi 11 be referred to budget discussions. (e) Tenders for the construction of the new firehall shall be ca1ìed in January, 1991. (VI) CONFIRMATION BY-LAW By-law Number 3566/90 Councillor Brenner, seconded by Councillor Morgan moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 1st day of October, 1990 and that the same be now read a first. second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
