That Council receive for information, Report to Council MO 03-02 providing a
status update on the GT AA's Pickering Advisory Committee
Executive Summary: The Greater Toronto Airports Authority (GTAA) early in 2002
established a "Pickering Advisory Committee" to provide advice on issues related to the
GT AA's interim planning process for the federal lands in Pickering, Markham and
Uxbridge. To date, the Advisory Committee has met on four occasions. This Report
provides Council with a status update on these meetings.

Background: In April 2001, Transport Minister David Collenette authorized the GT AA
to conduct an interim planning process for the federal lands in Pickering, Markham and
Uxbridge. As part of this process, the GT AA established a "Pickering Advisory
Committee" (PAC) to provide input and advice to the GT AA, to discuss issues as they
arise, and to make recommendations were appropriate. The PAC was formed earlier
this year, and is made up of representatives from the regional and municipal
governments, as well as community and business interests. Technical support to PAC
is also available from various agencies and levels of government.
The membership and terms of reference for PAC are provided in Attachments No.1
and 2. Pickering is represented through the Mayor's Office, and by Mr. Stephen
Frederick (as a community representative). The Division Head, Corporate Projects &
Policy, is the City's staff resource person for PAC.
PAC meetings are not public meetings. However, the GTAA makes summaries of all
meetings available to all interested stakeholders. The GT AA is also committed to a
community outreach program, details of which are still being finalized, but includes a
website, circulation of brochures and information material, and a series of open houses
(commencing later this year). The GTAA has also established a site office for the

Pickering lands in the Bentley House in Brougham. The site office is open to the public,
and can be reached by a toll free number (1-866-430-4822). .
The inaugural meeting of the PAC occurred on February ih, 2002. Subsequent
meetings were held on April 11th, May 23rd and June 23rd. To date, the focus of the
meetings has been on familiarizing members with the GT AA's planning process,
identifying key issues that members would like to see addressed during the process,
and providing background information to members on various required studies,
including a Financial Assessment Analysis, a Runway Siting Study, and a Groundside
Transportation Study.
To support the work of PAC, the GTAA has established two working groups, a
Community Communications Working Group and a Government Affairs Working Group.
The Community Communications Working Group was established to provide a forum
for the development and implementation of the GT AA's community outreach efforts.
Key tasks of this Working Group include providing advice on the methods and tools
used to share information, and providing important input and feedback from the
community. The purpose of the Government Affairs Working Group is to provide a
forum for detailed discussion regarding municipal and provincial initiatives that could be
impacted by or have an impact on the planning of a possible airport. Some of the
issues for discussion will include transportation and access, as well as the provision of
hard and soft services.
The next PAC meeting is scheduled for September 18th, 2002. At that meeting it is
anticipated that the GT AA will be in a position to review with the Committee some
preliminary results from the Financial Assessment Analysis.

Pickering Advisory Committee (PAC)
TERMS OF REFERENCE - February 7. 2002

Purpose
This committee will advise the Greater Toronto Airports Authority (GT AA) on issues related to
the planning for a possible airport on the Pickering lands that the Authority has been asked to
conduct on behalf of the Federal Government. The committee will also facilitate a forum to
discuss these issues for interested stakeholders and key representatives from the aviation
industry. The Committee will be an advisory body for the GTAA Chief Executive Officer.
Mandate
The April 5, 2001 announcement and directive by Transport Minister David Collenette, stated:
"The GT AA has been asked to conduct, on behalf of Transport Canada, interim planning which
is required before the Government decides whether to proceed with an airport on the Pickering
Lands."
Pursuant to this announcement, the GT AA will prepare the components of the planning process,
required by the Federal Government, which include but are not limited to the following:
. Examination of the region's aviation supply and demand.
. The social and environmental impacts of a possible airport on the Pickering lands.
. The economic viability of a possible airport on the Pickering lands.
. The full range of alternatives.
The Pickering Advisory Committee (PAC) will discuss pertinent issues as they arise and will be
asked to provide input and advice to the GT AA, and make recommendations where appropriate.
The PAC will also provide advice on the public communication plan prepared by the GT AA,
which will ensure the work of the PAC is shared with the broader community.
The GT AA Chief Executive Officer, or his designate will chair the PAC.
Membership Roles & Responsibilities

* There may be a requirement to add technical resources in the future (e.g. Air Transportation
Association of Canada (AT AC) and General Aviation community representative, etc.).
Continuity and regular attendance is important and will be reviewed by the Committee if there is
an on-going lack of attendance.
Membership terms will be three (3) years, with the opportunity for re-appointment at the end of
the completed term. If a member is unable to complete the full 3-year term, the constituent
group will be asked to put forward the name of an individual who will serve the remainder of the
term.
When the Federal government makes a decision with respect to the development of an airport on
the Pickering lands, the mandate, purpose and membership of the PAC will be re-evaluated.
In the interim, these Terms of Reference will be reviewed and updated on an annual basis to
ensure that the committee mandate and membership remain CUITent and appropriate.

Procedures
PAC meetings will be held at least quarterly, with other meetings scheduled as necessary. The
Committee will establish the format for meetings and define opportunities for public input.
Agendas will be developed by the GT AA in consultation with the PAC as required, and will be
distributed in advance of meetings. Items for the agenda should be submitted to the GT AA three
weeks before the meeting.
Minutes will be circulated to committee members as early as possible after each meeting.
Meetings will be held at the GT AA Site Office located in Brougham, or at other locations as
necessary.
Administration support, committee coordination, records and minutes will be provided by the
GT AA. The GT AA will cover cost associated with the work of the committee.
