HomeMy WebLinkAboutOctober 18, 1962 M U N I C I PAL B U I L DIN G B R 0 UGH A M A meeting of Pickering Township Council was held on THURSDAY, the EIGHTEENTH day of OCTOBER, 1962, at EIGHT o'clock p. m. PRESENT: J. Sherman Scott Mrs. Jean McPherson Harvey Spang Milton Mowbray W. J. Greening Ross Deakin Hubert Wank Lloyd T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. Council agreed to consider for 1963. 2. Charles and W. A. Hilts, of Whitevale, object to the removal ot s~~ewalk ~n front of new home of John Irwin. Councillor Spang to make further inquiries. 3. Town of Oakville asks Council to endorse its resolution where~y parents of minors who cause damage to public buildings should be financially responsible for such damage. See Resolution No. 263/62. 4. Harry Ashton advises that Mr. Thomas Austin has a Driving Instructor's permit, is the owner of Temple Taxi and now wishes to apply for a Driving School Licence which has been approved by the Chief of Police. See Resolution Number 265/62. 5. Petition for sewer and water on Broadview Street received by clérk. The petition will require two more names before acceptable. 6. Bay Ridges Ratepayers' Association asks: (1) That with more homes now on sewage perhaps the $22.00 yearly cost per house could now be lowered. AGREED Treasurer and Engineer prepare a report on šewage costs. (2) That the 25 miles per hour speed limit signs be erected and certain streets be signed stop streets. (Speed limit signs arrived at Township October 18th; will be erected shortly). De1artment of Trans~ort approval - By-Law No. 2718 - 26 m~ es· per hour spee l~mit in Bay Ridges. 7 . 8. Department Attorney General - re inque3t - Jack Chapman - récominendat~ons: (1) Accident result of failure to observe recommended safety measures. (2) There should be a proper storage room for fuel oil and proper container for flammable liquids. - 2 - 8. (3) Should be a bulletin board with safety precaution notices. (4) Fuel oil tanks (on IDaintainers) should be made of heavier material. (5) Lightness of tank and possibly flaws in material was a possible cause of explosion. (6) This report be given to all persons who can benefit by it. (Posted in Road Department). 9. Com an is making application to or a reduction of residential Pickering Township residents. 10. Department of Highways claims it cannot erect directional s~gns on H~ghway 4U1 for Bay Ridges and Frenchmants Bay as they are not shown on a D.H.O. official road map. The following PERSONS, on MOTION, were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Deakin, that Mr. Donald Gibson be heard. CARRIED Mr. Donald Gibson presented a petition of 53 names of ~rougham res~dents who asked that the new County Brock Road be built around the Hamlet of Brougham so that trees may be saved. See Resolution No. 264/62. 2. MOVED by Mrs. McPherson, seconded by Mr. Greening, that Mr. Jacob Gleich be heard. CARRIED Mr. Jacob Gleich stated he had built a car port in Bay K~dges w~thout a permit and closer than 5 feet from his lot line. He claimed he did not know he required a permit nor that he required a 5' clearance. See Resolution No. 272/62. The following PERSONS answered questions of Council: 1. Mr. Austin, re Driving School Licence. 2 . Mr. Williams, re speed limits on Bay Road. 3 . Mr. Divenec, re survey of lot passed by Planning Board. RESOLUTION NUMBER 263/62 MuvBD by Mr. Deak~n, seconded by Mr. Wank, that the resolution of the Town of Oakville reading: "WHEREAS considerable vandalizm resulting in damage and destruction to public buildings appears to be general throughout the Province of Ontario; AND WHEREAS in many instances this damage is caused by minors, against whom there is no recourse of repayment; AND WHEREAS the amount of such wanton damage costs the ratepayers of each municipality a considerable sum annually; THEREFORE BE IT RESOLVED: 1. That this Council seek legislation whereby parents of minors proven liable for damage caused to public buildings can be held responsible financially for such damage on satisfactory proof of liability and that the amount of such damage may be apportioned amongst the - 4 - RESOLUTION NUMBER 272/62 MOVED by Mr. Mowb!'ay, seconded by Mrs. McPherson, that the Building Inspector be and is hereby instructed to issue a building permit to Mr. Divinec respecting part of Block 3, Plan 353, 95 feet by 296 feet~deep, notwithstanding that the Ontario Municipal Board has not yet approved the Planning Board consent for this parcel, provided that all other requirements and by-laws have been complied with, it being understood that Mr.,Divinec, by accepting such permit, assumes all risks which may result~~uch approval of such consent is not given and that this Council does not hereby waive compliance by Mr. Divinec with any by-law of this Township. CARRIED RESOLUTION NUMBER 273/62 MUVLD by Mr. Mowbray, seconded by Mr. Deakin, that Senator Grosart be and is hereby granted permission to have himself designated as "The Senator from Pickering". CARRIED RESOLUTION NUMBER 274/62 MUVLD by Mr. Mowbray, seconded by Mr. Greening, that the By-Law Lnforcement Officer be and is hereby instructed to withhold actio~ respecting infractions of the provisions of the zoning by-law for Bay Ridges pertaining to sideyards until further instructions from Council. CARRIED BY-LAW NUMBER 2725 (Third Reading) The Committee of the Whole on By-Law No. 2725 to authorize the borrowing of $113,600.00 (5 room school, Greenwood) upon debentures for public school purposes, arises and reports the By-Law as read. Mr. Greening, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2725 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED APPROVED 1962 On MOTION of Mr. Deakin, the meeting adjourned.
