PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton J. Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: ~ 3. ~ ~ 1. Mr. Andrew Dand advised Council that the placing of sewers through his Golf Course, causing considerable drainage, would probably lead to a suit for damages. Reeve stated that this would be a problem for the Ontario Water Resources Commission. 2 . Metro Toronto Planning Board submitted several of its resol- utions concerning new subd~visions which recommended agreements between the Municipality and Metro Toronto and Region Con- servation Authority. Mr, John C. W. Irwin, of Whitevale, asked for estimated costs of wat~r survey for municipal water for Whitevale. Clerk inquire of O. W. R. C, 4. John Culetta applied for a Wrecking Yard Licence in Concession 1, Lot 33, 2 acres, not approved by Police Chief or By-Law Enforce- ment Officer. See Resolution No. 67/62. 5. Cor on or's Jur~ recommends in part, "The Jury recommends that l~ghts be ~ns alled at the crossing", re death of Charles Sims at Cherrywood November 18, 1961. Clerk get price on cost of signals. Mr. A. W. T~as, Secretary School Area 2, advises that his Board canno meet Council March 26, due to prior commitments, but Council members would be welcome at their regular meeting on March 27th, re budget. The following PERSONS, on MOTION, were heard: 6, MOVED by Mrs. McPherson, seconded by Mr. Deakin, that Mr. Cane be heard. CARRIED Mr. A. W. Cane again asked for assistance to operate his Department. Se~ Resolui~on No. 68/62. RESOLUTION NUMBER 61/62 MOQED by·~. Mowbray, seconded by Mr. Spang, that the Clerk be and is hereby instruct~ to compile a list of all requirements of the municipality for petroleum products with a view to ~alling for tenders for supply of same. CARRIED RESOLUTION NUMBER 62/62 MOVLD by Mrs. McPherson, seconded by Mr. Mowbray, that a by-law be prepared and passed to create a Parks and Recreation Committee; create the office of Parks Administrator, and to provide that: 1. Each Park Board shall submit its annual budget to the Parks and Recreation Committee. - 2 - Resolution No, 62/62 (Continued) 2. The Parks and Recreation Committee shall take the Parks Boards budgets, as approved by it, into account in preparing its own budget for submission to Council. 3. Within the limits of the Parks and Recreation Committee budget, as approved by Council, the Township will match the expenditures of Parks Boards from their own funds for parks purposes. 4. The Parks Administrator shall be responsible for administer- ing the expenditure of Township funds for parks purposes. CARRIED RESOLUTION NUMBER 63/62 MOVED by Mrs. McPherson, seconded by Mr. Wank, that no park lands be leased, sold, or otherwise disposed of for private purposes or other purposes which are likely to become exclusive. CARRIED RESOLUTION NUMBER 64/62 MOVtD by Mrs. McPherson, seconded by Mr. Spang, that the mill rate for recreation is not to exceed .25 mills for the year 1962, and also that the mill rate for parks shall not exceed .25 mills for the year 1962, as recommended by Council in Committee of the Whole. CARRIED @ RESOLUTION NUMBER 65/62 MOVED by Mr. Spang, seconded by Mr. Mowbray, that an advertisement be ~nserted in the four local papers for one Ford Tractor (gas), Model 661, plus 7' mower (side mounted) tractor with hydraulic lift plus live power take-off and loaded tires, CARRIED RESOLUTION NUMBER 66/62 MOVED by Mr. Mowbray, seconded by Mr. Spang, that a by-law be prepared setting forth the duties of the Parks Administrator. CARRIED RESOLUTION NUMBER 67/62 MOVED by Mr. Spang, seconded of John Culetta for wrecking be not approved. by Mrs. McPherson, that the application yard licence at Concession 1, Lot 33, CARRIED RESOLUTION NUMBER 68/62 MOVLD by Mr. Greening. seconded by Mr. Deakin, that the Welfare Administrator, be given approval of Council to employ an assistant in the Welfare Department at a salary not to exceed $3,000.00 per year. duties to commence immediately. CARRIED YEA: Messrs. Mowbray, Scott, Deakin and Greening. NAY: Mrs. McPherson, Messrs. Spang and Wank BY-LAW NUMBER 2678 Mrs. McPherson, seconded by Mr. Mowbray, moves for leave to intro- duce a By-Law of the Township of Pickering to create a Parks and Recreation Committee, and that same now be read a first time. Mrs. McPherson, seconded by Mr. Greening, moves that By-Law Number 2678 to create a Parks and Recreation Committee, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mrs. McPherson, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law No. 2678 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 3 - BY-LAW NUMBER 2679 Mr. Deakin, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to name members to a Parks and Recreation Committee and to appoint a Parks Administrator, and that æffie now be read a first time. Parks Administrator: Harry S. Ashton Committee: F. V. Baker Clifford Laycox Donald Beer Donald Hopkins Kalman Vizely W. J. Greening Mrs. J. McPherson Mr. Deakin, seconded by Mr. Spang, moves that By-Law Number 2679 to name members to a Parks and Recreation Committee and to appoint a Parks Administrator, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Deakin, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 2679 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED CD BY-LAW NUMBER 2680 (Two Readings) Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend an agreement with the Hydro-Electric Power Commission for supplying street lighting for the Hamlet of Greenwood, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Deakin, moves that By-Law Number to amend an agreement with the Hydro-Electric Power Commission for supplying street lighting for the Hamlet of Greenwood, be now read a second time, and that Council go into eommittee of the Whole thereon. Qþ BY-LAW NUMBER 2681 (Two Readings) Mr. Spang, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law No. 1486 passed on the 2nd day of May, 1951, authorizing the Corporation of the Township of Pickering to enter into an agreement with the Hydro- Electric Power Commission of Ontario to provide street lighting for the Hamlet of Brougham, and that same now be read a first time. I I I I I I Mr. Spang, seconded by Mrs. McPherson, moves that By-Law Number 2681 to amend By-Law No, 1486 passed on the 2nd day of May, 1951, authorizing the Corporation of the Township of Pickering to enter into an agreement with the Hydro-Electric Power Commission of Ontario, to provide street lighting for the Hamlet of Brougham, be now read a second time, and that Council go into Committee of the Whole thereon. ~ BY-LAW NUMBER 2682 (Two Readings) Mr. Wank, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law No. 1910, passed the 21st day of May, 1962, to secure street lighting for Harwood Road, and that same now be read a First time. - 4 - ~ By-Law Number 2682 (Continued) Mr. Wank, seconded by Mr. Spang, moves that By-Law Number 2682 to amend By-Law No. 1910, passed the 21st day of May, 1952, to secure street lighting for Harwood Road, be now read a second time, and that Council go into Committee of the Whole thereon. Q BY-LAW NUMBER 2683 (Two Readings) Mr. Deakin, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law No. 1868 authorizing the Corporation of the Township of Pickering to enter into an agreement with the Hydro-Electric Power Commission of Ontario to provide street lighting in the area of the Hamlet of Whitevale, and that same now be read a first time. Mr. Deakin, seconded by Mr. Mowbray, moves that By-Law Number 2683 to amend By-Law No. 1868 authorizing the Corporation of the Township of Pickering to enter into an agreement with the Hydro- Electric Power Commission of Ontario to provide street lighting in the area of the Hamlet of Whitevale, be now read a second time, and that Council go into Committee of the Whole thereon. Q9 BY-LAW NUMBER 2684 (Two Readings) Mr. Wank, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2324, being a street lighting agreement with the Hydro-Electric Power Commission of Ontario dated the 28th day of August, 1951, to an additional area, being all of the lots on Registered Plans 678 and M-5 known as Rouge Highlands Subdivision and other lands as more particularly described in said By-Law, and that same be now read a first time. Mr. Wank, seconded by Mr. Spang, moves that By-Law No. 2684 to amend By-Law Number 2324, being a street lighting agreement with the Hydro-Electric Power Commission of Ontario dated the 28th day of August, 1951, to an additional area, being all of the lots on Registered Plans 678 and M-5 known as Rouge Highlands Subdivision and other lands as more particularly described in said By-Law, be now read a second time, and Council go into committee of the Whole thereon.
