PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. On February 9th Council passed Resolution No. 32/62 agreeing that the High School Board add two rooms at cost of $43,500.00, believing it to be an addition to the Dunbarton High School. On further inquiries, Clerk finds this addition to be on Pickering Hi!h School. and has taken no action. (Ajax and PicRering Vi lage have approved). No objections from Council. 2. D. W. Valliere, who purchased the Sargent house and one acre on the east side of Port Union Road, has asked permission to apply to the Township of Scarborough Waterworks Department for water service. See Resolution, 3. Allan Wattman, representing Alex Strachan, will present a pet~t~on to Council on February 26th, asking that the Township exclude from sewer mains all lots on Rouge Hills Drive from Island Road to Canadian National Railway and lots on West Point Crescent and Taylor Road, and that our Engineer submit a report to Council on that day as to the necessity of sewers in this area. 4. Department of Highways of Ontario submits a blueprint of proposed changes in the Lansing Cloverleaf, and advises that they have widened Highway 2 right-of-way to as much as 120' in Lot 25, 5. Resolution of Planning Board Feb. 2. 1962: "MOVED by Mr. Ritchie, seconded by Mr. Mansell, that it be recommended that Council consider, perhaps in conjunction with Planning Board, the employment of a full time Planning Director, in view of the increasing costs of Consultants services and anticipated increase in planning work.. CARRIED" 6. Ontario Municipal Board advise they will hear amending by- laws £or zoning for one or all changes. The following PERSONS, on MOTION, were heard: 1. On mQtiQn, Mr. E. R. James was heard. Mr. Edgar R. James discussed the workings of the Central Lake Ontar~o Conservation Authority, of which he is the Township appointee. Mr. James stated the nine municipalities had had a difficult time operating, but now it was operating smoothly. He expected that shortly farm drainage would be subsidized by the Authority, and that the Township budget for this purpose would not exceed the minimum $25,00. 2. On motion, Mr. Mowry was heard: Mr. Mowry, who operates Don's Taxi from the Base Line and Pickering Beach Road, asked Council for a third taxi licence for his rush hours. See Resolution No. 33/62. - 2 - Q2. MOVED by Hr. Wank, seconded by Mr. Deakin, that Mr. Allan Wattman of West Rouge be heard. CARRIED Mr. Allan Wattman stated there were 184 lots on Rouge Hills Dr~ve south of Island Road, Taylor Road, and West Point Crescent, of which 36 are vacant and the owners of 124 occupied lots, or 83.2%, do not wish sewers on these streets. Mr. Wattman felt that as there were no sanitary problems in this area, the spending of $100,000.00 here was unnecessary, and stated he would bring in a petition of the area next Monday, signed by at least 95% of owners in the area. Council agreed to take no further action on the sewer by-law until next Monday night. O. W. R. C" and O.M.B. will be contacted by the Reeve as to the possibility of removing this area from the sewage area. RESOLUTION NUMBER 33/62 MOVED by Mrs. MCPherson, operating Don's Taxi, be requested. seconded by Mr. Deakin, that Mr. Mowry, granted the third taxi licence, as CARRIED RESOLUTION NUMBER 34/62 MOVED by Mr, Mowbray, seconded by Mr. Wank, that the assessment of S52,400.00 changed by the Court of Revision to $41,405.00 on Roll 15-73 made in the year 1961 to Ronald Blake be changed from Separate School support to Public School support in accordance with Section 55 of the Separate School Act. CARRIED RESOLUTION NUMBER 35/62 MOVED by Mr. Mowbray, seconded by Mr, Greening, that the land assess- ment roll of R. Anderson No. 3-123, be reduced by $2,775.00, due to an error in compiling such Roll. CARRIED RESOLUTION NUMBER 36/62 MOVED by Mr. Mowbray, seconded by Mr. Wank, that the business assess- ment of $830.00 on Roll l5-283-1B made in the year 1961 to Vie Booker be changed from Separate School support to Public School support as was requested, and in accordance with Section 55 of the Separate School Act. CARRIED CP RESOLUTION NUMBER 37/62 MOVED by Mr. Deak~n. seconded by Mr. Wank, that this Council approve Mr. D. W. Valliere making application to the Township of Scarborough Waterworks Department for water service to his home on the east side of Port Union Road. CARRIED RESOLUTION NUMBER 38/62 MOVED by Mr. Spang, seconded by Mrs. McPherson, that providing Mr. Parridy can meet the necessary qualifications required for a taxi licence that such a licence be issued to him, as recommended by the By-Law Committee. CARRIED RESOLUTION NUMBER 39/62 MOVED by Mr. Deakin, seconded by Mr. Greening, that Councillor H. Spang and Deputy Reeve Mrs. J. L. McPherson, be appointed to the Township of Pickering Game Committee to represent Council. CARRIED RESOLUTION NUMBER 40/62 MOVED by Mr. Mowbray, seconded by Mr. Deakin, that while the Council does not agree in every respect with the new assessment, the Council is not satisfied that the circumstances require the reorganization of the Assessment Department under a new Assessment Commissioner. Mr. Deakin, seconded by Mr. Greening, moves that By-Law Number 2664 to authorize the Reeve and Clerk to sign an agreement with the Canadian National Railway Company for the rignt to instal a water- main across its right-of-way at Rosebank, be now read a second time, and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 2610 (Two Readings) Mr. Mowbray, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to authorize the borrowing of $43,500.00 upon debentures for high school purposes, and that same now be read a first time.
