HomeMy WebLinkAboutJanuary 8, 1962 M U N I C I PAL . ~ B U I L DIN G B R 0 UGH A M PURSUANT to By-Law Number 2644, the members-elect of the Municipal Council of the Township of Pickering met in the Council Chambers on MONDAY, the EIGHTH day of JANUARY, 1962, at the hour of EIGHT o'clock in the evening. PRESENT: J. Sherman Scott - Reeve-Elect Mrs. Jean L. McPherson - Deputy Reeve-Elect Harvey Spang - Councillor-Elect, Ward 1 Milton J. Mowbray - Councillor-Elect, Ward 2 Wm. J. Greening - Councillor-Elect, Ward 3 Ross W. Deakin - Councillor-Elect, Ward 4 Hubert Wank - Councillor-Elect, Ward 5 Lloyd T. Johnston, Clerk THE MEMBERS-ELECT, having taken the Oath of Allegiance to Her Majesty, Queen Elizabeth II, and the Declaration of Qualification on the day of nomination, took before the Clerk their respective Declarations of Office, and took their seats at the Council Board - the Reeve in the Chair. Rev. K. Heron, of the Presbyterian Church, Pickering, conducted the devot~onal exercises and Reeve Scott thanked him for his message. Reeve J. S. Scott welcomed Mrs. Jean L. McPherson as Deputy Reeve, and Counc~11ors W. J. Greening and Hubert Wank, who were sitting for the first time; also Harvey Spang, Milton Mowbray, and Ross Deakin, who were on the 1961 Council. Reeve Scott expected the year 1962 to be one of consolidation and steady growth, as the years 1960 and 1961 had laid the ground work for the Bay Ridges development, sewage for a large area, municipal water for the Rosebank area, the Official Plan, Drive-in Theatre, re-assessment, Bay Ridges shopping centre; the approval of ratepayers for the purchasing of industrial lands by the Township, and the tak~ng over of Hydro by the municipality of part or all Hydro services in the Township. It was the Reeve's opinion that 1962 taxes in most instances would be lower. As many ratepayers considered that the division of the Township would be in their interests, Reeve Scott felt that when the budget is approved, professional advice should be sought to bring in a report whether or not the Township should be divided, a city formed in the south, join Metro Toronto, or an amalgamated use of services for several municipalities. Mr. Scott asked the members of Council to freely express their views on all questions discussed, but abide graciously by the decision of the majority. All members of Council spoke and urged co-operation on all decisions. The following CORRESPONDENCE was considered: 1. Mr. G. D. He~ditch, County Assessor, stated that contrary art1cle in the Oshawa Times of December 21, 1961, he had received full co-operation from the Township Assessment Commissioner. to/an 2. The Board of Township School Area No.2, asked that they be perm1tted ~o name a member to the Township Planning Board for better liaison purposes. Clerk advise that the mechanics of such an appointment would be difficult under the Act, but that all Planning Board meetings are open to the public, and their getting minutes of each Planning Board meeting should assist their Board in decisions. Picov Brothers, owners of 30 acres in Broken Front, Range 2, Lot 19, claim damages to their house and lands of $12,886.00 against the Township, being damage to fence, and vandalism i~ the house, and the Township making a ditch in front of the house. Clerk forward letter to the Township Solicitors. The National Union of Public Service Em 10 ees submit notice of erm~na ~on 0 presen agreemen as 0 e ruary 28, 1962, and submit a list of proposed changes to the agreement, and ask Council to set a date for a meeting. All Council members were supplied with copies of proposed changes and Finance Committee will consider and report. (J The following PERSON, on MOTION, was heard: MOVED by Mr. Deakin, seconded by Mrs. McPherson, that Mrs. Brenda Pemberton-Pigott be heard re bridge on Altona Road. CARRIED Mrs~ Pemberton-Pigott felt that the bridge on the Altona Road north or Concession 2 was narrow and dangerous, and also asked if something could be done to prevent thespread of the Dutch Elm disease. Reeve Scott stated the Road Department had intended to rebuild the bridge in 1961, but were now awaiting levels to be given by C. N. R. for their overpass a short distance to the south. He agreed that temporary protective measures should be taken until the bridge is rebuilt, which should be in 1962. Mr. Scott also stated that there was no known way to stop the spread of Dutch Elm disease to the Metro Conservation Authority, but all dead trees on road allowance could and would be removed.
