A meeting of Pickering Township Council
was held on TUESDAY the SIXTH day of
DECEMBER. 1966, at SEVEN FORTY-FIVE p.m.

REPORTS
1. See Report on Formation of Health Unit, dated Dec.
1st, 1966. A discussion took place and on the in-
formation obtained from Dr. G. K. Martin of the
Department of Public Health Administration, with
regard to the unlïke1y possibility of this Municipality
obtaining provincial approval for the formation of
its own Health Unit. Council rescinded its previous
resolution #361.

2. Equipment Par Cleaning the Municipal Building
A brief discussion insued on the purchase of an
additional vacuum cleaner with the beating principle
of a carpet sweeper. On explaining to the Council
that the supplier of the multi-purpose wet and dry
vacuum, that they were willing to take their machine
back, council were of the opinion that it would then
be in order for the Clerk's Department to proceed with
the purchase of a machine better suited for cleaning
of carpets.
Automatic Sanitation Equipment for washrooms was
discussed and as the cost as outlined in the report
was not clear as to whether $95.00 represented the
cost per unit (wash roam), per year or cost per
year for the whole building No action was taken.
This was to be clarified before Council would act.
3. 1967 Professional Fire Fighters Association of Local
1632 was referred to the Committee of the Whole.
4. Resolution Number 118/66 Re: Removal of earth from
Block P.A., Plan M-18 was discussed briefly and
until it is known Whether the Township can legally
charge the cost for removal of this earth back to
the Developer.
No action was taken.

5. Establishment of a Pickering Library Board.
See By-law 3218.
INFORMATION
1. News Advertiser inquire whether the Township Council
wish to publish Christmas Greetings - Colour -
Jumbo Spread - 3 x 93 lines at $24.84.
No action by Council.
2. Mr. Dollack owner of Lot 40, Registered Plan 233,
Rodd Avenue applied for sanitary sewer connection
to his property.
Referred to P.U.C. for explanation on different
foot frontage charges Re: Assessment Water and
Sewer.

Resolution 520
MOVED by Councillor R. Chatten, seconded by Councillor
J. Williams, that in accordance with the recommendation
of the Township Clerk, Resolution No. 361 shall be
and is hereby rescinded and that the County Health
Unit be so notified.

Resolution 521
MOVED by Councillor H. Spang, seconded by Councillor
N. Waller, that Whereas the Christmas holiday falls
on a Sunday and Whereas Christmas day and Boxing day
are paid holidays these two holidays will be celebrated
on the 26th and 27th days of December, 1966 respectively
And Whereas New Year's day falls on a Sunday this
holiday shall be celebrated on ~1e 2nd of January, 1967
by the staff of the Township of Pickering.

Resolution to award contract for instalation of watermains
on Highway 2 (Rootes Motors of Canada)
Referred to Committee of the Whole.
Resolution authorizing Industrial Commissioner to assure
Supreme Aluminum that they will be offered water at
same rates as Scarborough Township.
Referred ~o P. U. C.
Clerk to advise Mr. K. Carr, Industrial Commissioner
that the industrial water rates are going to be
reconsidered and that Supreme Aluminum be so advised.

CORRESPONDENCE
1. Mr. G. Ross Lord. Chairman, The Metropolitan Toronto
and Region Conservation Authority submits report on
a 5 year Progress Report on Plan for flood control
and water conservation.
Clerk to arrange date with Mr. G. R. Lord.
2. Ballycliff Lodge Nursing Home cordially invite all
Council to attend the annual Christmas Party at
Ballycliff Lodge on Sunday, December 18th. 1966, at
8:00 p. m.
Clerk to acknowlege and to advise that Council members
will attend.
3. Mr. C. Disney, President of Mt. Zion Community Centre
requests representative from the Township to att9nd
a meeting to be held on January 3rd, 1967 at 8:15
p. m. to explain grants with respect to formation of
a Community Centre.
Mr. G. Zeller to supply necessary information to
Mr. C. Disney.
4. Mr. W. G. Alexander, Chief, Fire Services Division
Department of the Attorney General, Office of the
Fire Marshal submits letter outlining Municipal
Fire Protection Survey, terms of reference Corporation
of the Township of Pickering.
Clerk to acknowledge indicating Council IS acceptance
of terms.
50 Frank Prouse, Building Inspector submits report on
Building rermits issued for the month of November,
1966.

Councillor H. Spang seconded by Councillor J. Williams
moves for leave to introduce a By-law of The Township
of Pickering to establish a Public Library for the
Township of Pickering and that same now be read a first
time.
Councillor H. Spang# seconded by Councillor D. Beer
moves that By-law Number 3218 to establish a Public
Library for the Township of Pickering be now read a
second time, and that Council go into Committee of the
Whole thereon.
The Committee of the ~fuole arises and reports the By-
law as read.
Councillor H. Spang, seconded by Councillor N. Waller
moves that the report of the Committee of the Whole on
By-law Number 3218 be adopted # and that the said By-
law be now read a Third Time and PASSED # that the Reeve
and Clerk sign the same, and the Seal of the Corporation
be affixed thereto.

By-law Number 3219
Councillor J. Williams, seconded by Councillor R. Chatten
moves for leave to intorduce a By-law of The Township
of Pickering to authorize the execution of a Deed dated
the 17th day of November 1966 from The corporation of
the Township of Pickering to Middlebridge Developments
Limited with respect to a parcel of land containing
3.675 acres# comprised of Lots 155 and 156, and part of
Lot 154 and 157# and part of Blocks A and K on registered
Plan 319 and that same now be read a first time.
Councillor J. Williams, seconded by Councillor N. Waller
moves that By-law Number 3219 to authorize the execution
of a Deed dated the 17th day of November 1966 from The
Corporation of the Township of Pickering to Middlebridge
Developments Limited with respect to a parcel of land
containing 3.675 acres, comprised of Lots 155 and 156,
and part of Lots 154 and 157, and part of Blocks A and
K on registerd Plan 319 be now read a second time, and
that Council go into Committee of the Whole thereon.
