was held on MONDAY the TWENTY-EIGHTH day

It was recommended by Council that tenders be submitted
to Oliver Lloyd and Associates for futher study and to
make recommendations to Council.
INFORMATION
1. School Area #2 commend Pickering Township Police for
the manor in which the officers are carrying out
safety measures for the benefit of school children.
2. J. A. Taylor, submits copies of correspondence between
J. A. MacDonald and himself relating to Rougeda1e
Acres Subdivision.
Some discussion took place on costs ($800.00.)
No action by Council at this time.

3. The Ontario Municipal Board approves restircted area
By-law 3037 as amended by by-law 3054 except insofar
as such approval applies to Sec~:ion 6.1.5.3. of
By-law 3037 and for a t:3mpora:':"] p",,:r."iod until this
31st day of January, 1967 with respect to the lands
described in Schedules "A" "B" "C" and "DII attached
to the Order.

4. The Ontario Municipal Board approves - Restricted area
By-law 3036 amended by By-law 3180.
5. The Ontario Municipal Board appointment for hearing
December 5th, 1966 at the hour of eleven o'clock a.m.
in the Township of Uxbridge, Township Hall (at
Goodwood)
In the ma~~s~ of an appeal by Clark T. Muirhead et al
for an order directing an amendment to by-law 1373
(1960) of the Township of uxbridge to prohibit the
establishment and operation of gravel pits and
quarries on Lots 1 to 5 inclusive, Concession 6,
Township of Uxbridge.
(The Township of Pickering owns land in this area
purchased for the purpose of supplying the Township
with gravel)
6. Frank frouse reports on Building Permit issued during
the month of October, 1966.

9. West Rouge Ratepayer's Association invite all members
of Council to attend their meeting of November 30. 1966
at 8:15 p. m., at West Rouge Public School.

CORRESPONDENCE
1. School of the Holy Redeemer indicates some concern
re: the Township·s proposal to implement its own
health service.
RESOLUTIONS
1. Motion
MOVED by Deputy Reeve J. L. McPherson, seconded by
Councillor N. Waller, that the Council authorize
the Planning Department to prepare a 1967 Pickering
Township map, locating Centennial Farm, present
churches, Indian sites, stone bridges and other
locations of interest in Centennial year. All as
requested by the Pickering Township Museum Board.
MOVED by Councillor J. Williams, seconded by Councillor
N. Waller that this motion be tabled and that the
Planning Department submit a report.

Resolution 502
MOVED by Councillor R. Chatten, seconded by Councillor
H. Spang, that the Council of the Township of Pickering
does support the request of the School Board of Area
2 to request that the Department of Highways eliminate
the potentially dangerous condition of the approaches
to the Rouge Hill bridge both east and west on Highway
2 as many school buses use this route daily, and that
copies of this resolution be forwarded to the Honour-
able Mr. Gomme, Minister of Highways and Mr. C.
McNabb, Deputy Minister and also to Whitby Detachment
O.P.P.

Resolution 503
MOVED by Councillor J. Williams, seconded by Councillor
H. Spang, that the Reeve and Treasurer be and are
hereby authorized, to borrow from the Canadian
Imperial Bank of Commerce money in excess of 70% of
the uncollected balance of the estimated revenues
of the corporation as set forth in the estimated
adopted for the year.

Resolution 504

MOVED by Councillor R. Chatten, seconded by Councillor
J. Williams, that the Engineer be authorized to call
tenders for the construction of Sanitary Sewers and
watermains on Lawrence Avenue East and East Avenue.

Resolution 505
MOVED by Councillor H. Spang, seconded by Councillor
D. Beer, that WHEREAS the cost of elementary and
secondary education is steadily increasing.
AND WHEREAS such cost will require a larger portion
of municipal taxes and will impose additional expense
on all taxpayers and especially those persons of
fixed income.
AND WHEREAS municipal councils will be forced to defer
or cancel general municipal services in an attempt
to keep property taxes within a reasonable amount.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE
CORPORATION OF THE TOWNSHIP OF PICKERING THAT the
Provincial Government be requested to èIDend the
statutes to provide authority for all municipalities
within the Province to levy a fixed mill rate through
taxation and based on the Provincial equalized
assessment for both Public and Separate and Elementary
and Secondary Education purposes and the Province to
assume the balance of the cost of such education in
each municipality.

Resolution 506
MOVED by Councillor J. Williams, seconded by Councillor
R. Chat ten, that the Bay Ridges Recreation Association
be and are hereby granted permission to hold their
annual Santa Claus Parade on December lath, 1966.
And that this Council does respectfully request the
co-operation of the Township Police Department in
this endeavour,
Further be it resolved that the Bay Ridges Recreation
Association deposit with the Police Department the
proposed route and time of the parade.

BY-LAW
By-Law Number 3217
Deputy Reeve J. L. McPherson, seconded by Councillor
D. Beer moves for leave to introduce a By-law of
The Township of Pickering to amend By-law Number 3212,
designating through highways and that same now be
read a first time.
Deputy Reeve J. L. McPherson, seconded by Councillor
N. Waller moves that By-law Number 3217 to amend
By-law Number 3212, designating through highways be
now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the
By-law as read.
Deputy Reeve J. L. McPherson, s~conded by Councillor
H. Spang, moves that the report of the Committee of
the Whole on By-law Number 3217 be adopted, and that
the said By-law be now read a Third Time and PASSED,
that the Reeve and Clerk sign the same, and the Seal
of The Corporation be affixed thereto.
