A meeting of Council was held on MONDAY, the TWENTIETH day of
NOVEMBER, 1961, at EIGHT o'clock p. m.

The following CORRESPONDENCE was considered:
1. Department of Highways of Ontario offer, for road widening pur-
$1,245.00 for 127' frontage from Area No. 1 Fire Hall, with
depth of 20 to 25 feet, and
$1,560.00 for 180' frontage from Township Cemetery, Con. 1,
Lot 19, with a depth of 25 feet to 34 feet. See Resolution
No. 359/61.
2.
The Ontario Municipal Board submits a report on Township
Restr1cted ~-Laws Nos. 2511 and 2627. Recommend Council re-
consider seven points, and amend four.
Our Solicitor asks if he is to take direction from O.W.R.C.
re easements for sewer project.

PickeriQ~ District High School Board asks for Township approval
tor the u11d1ng of a new add1tion to Dunbarton High School with
seven class rooms, four commercial rooms, two laboratories,
at an estimated costof $344,167.00, or $16.50 per square foot.
The Department of Education has approved up to $325,000.00 of this
cost for grant purposes. This would accommodate:

9. Mr. J. A. Kennedy, of the Ontario Municipal Board, telephoned
Nov. 20 stat1ng that the Board approved the Rosebank Water
Mains Extension at a cost of $173,650.00.

The following PERSON, on MOTION, was heard:
1. MOVED by Mr. Laycox, seconded by Mr. Boyes, that Mr. Sandham
be heard re race track. CARRIED
Mr. Bert Sandham stated he would locate his track on the south
half of Lot 16, south of By-Pass, Con. 1, rather than the
south half of Lot 15, north of By-Pass. He had discussed this
location with certain members of Pickering Village Council, who
raised no objections. Council felt this location desirable, and
asked Mr. Sandhan to approach Pickering Village Council and
apply to Ontario Municipal Board for a change of use for this
location.
RESOLUTION NUMBER 357/61
MOVED by Mr. Deakin, seconded by Mr. Mowbray, that this Council
approve payment of $15.00 for Deputy Returning Officers, $12.00 for
Poll Clerks, and $10.00 for Constables serving in the Polling
Stations, and $12.00 for each Poll, December 9th, 1961, and there-
after. CARRIED
RESOLUTION NUMBER 358/61
MOVED by Mr. Laycox, seconded by Mr. Boyes, that the remuneration for
the members of the Court of Revision on Assessment Appeals be
increased from $12.00 per diem to $15.00 per diem on all 1961
sittings and thereafter. CARRIED
RESOLUTION NUMBER 359/61
MOVED by Mr. Laycox, seconded by Mr. Boyes, that Council approve the
Department of Highways of Ontario offer of $1,245.00 for road
widening from Area No.1 Fire Hall, the funds to·be credited, to
Fire Area No.1; And $1.560.00 for road widening from Cemetery at
Concession 1, Lot 19, as specified, the funds to be credited to the
General fund. CARRIED
RESOLUTION NUMBER 360/61
MOVED by Mr. Boyes, seconded by Mr. Laycox, that Mr. Jefferson be
authorized to take on Mr. Griffin, Mr. MacLeod, Mr. Whittington, on
a probationary basis for six months, at an annual salary of $4,000.00,
with annual increments of $125.00 to a maximum of $4,500.00,
immediately, as recommended by the Works Department. CARRIED

MOVED by Mr. James, s.;conded by Mr. Mowbray, that the Public and
Separate School graduates of Township Scho~ls in June, 1961, be
presented with Township Anniversary mugs, and that Mr. Ashton
arrange distribution of the mugs. CARRIED

MOVED by Mr. Mowbray, seconded by Mr. Laycox, that a By-Law
prepared for the Township to take over and assume as public
those streets in Bay Ridges, as recommended by our Engineer
letter of November 16, 1961.

MOVED by Mr. Laycox, seconded by Mr. Boyes, that the Township
So11citors, Stevens. Hassard and Elliott, be instructed to take
direction from O. W. R. C. re easements in connection with Sewage

RESOLUTION NUMBER 364/61
MOVED by Mr. James, seconded by Mr. Spang,
THAT WHEREAS the Board of Trustees of the Pickering High School
Distr1ct have applied to the municipal Councils having jurisdiction
in the said High School District for the issue of debentures in
an amount not exceeding $344,167.00, repayable over a perio? of

20 years to provide for the purpose of making permanent improvements
to the existing High School at Dunbarton consisting of a 13 room
addition (No.2).
BE IT RESOLVED that the Council of the Corporation of the Township
of P~ckering, being a municipality included or partly included in
the said High School District hereby approves the said application
and agrees to assume its proper proportion of the amounts required
to pay for the said debentures and interest thereon and the expenses
connected therewith to be determined from time to time in the
manner provided by The Secondary Schools and Boards of Education
Act, 1954. CARRIED
BY-LAW NUMBER 2636 (Third Reading)
The Committee of the Whole on By-Law No. 2636 to provide for the
licensing and regulating of Plumbers, Master Plumbers, Journeyman
Plumbers, Drain Contractors, Drain Layers and Apprentices, arises
and reports the By-Law as read.
Mr. Mowbray, seconded by Mr. Boyes, moves that the report of the
Committee of the Whole on By-Law No. 2636 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED
BY-LAW NUMBER 2639 (Third Reading)
The Committee of the Whole on By-Law No. 2639 to regulate sewage
treatment charges within the Sewer Area No. 1 of the Township of
Pickering, arises and reports the By-Law as read.
Mr. Boyes, seconded by Mr. Mowbray, moves that the report of the
Committee of the Whole on By-Law No. 2639 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED
BY-LAW NUMBER 2642
Mr. Laycox, seconded by Mr. Deakin, moves for leave to introduce
a By-Law of the Township of Pickering to name places for the
receiving of votes, ~eputh Returning Officers and Clerks to preside
thereat, for the 1961 Municipal Elections, and that same now be
read a first time.
Mr. Laycox, seconded by Mr. Boyes, moves that By-Law Number 2642 to
name places for the receiving of votes, Deputy Returning Officers
and Clerks to preside thereat, for the 1961 Municipal Elections, be
now read a second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the~ y-Law as read,

Committee of the Whole on By-Law No. 2642 be adopted, and that t~e
said By-Law be now read a Third time and PASSED; that the Reeve

Mr. Deakin, seconded by Mr. Mowbray, moves for leave to introduce a
By-Law of the Township of Pickering to adopt the Official Plan of
the Township of Pickering planning area, and that same now be read
a first time.
Mr. Deakin. seconded by Mr. Laycox, moves that By-Law Number 2643 to
adopt the Official Plan of the Township of Pickering planning area,
be now read a second time, and that Council go into Committee of the
whole ther on.
