A meeting of Council was held on MONDAY, the TWENTY-THIRD day of
OCTOBER, 1961, at EIGHT o'clock in the evening.

The following CORRESPONDENCE was considered:
1.
Departm~nt of Education approves By-Law No. 2606 creating
S. s. r~, Kinsale, from Old U.S.S. 2.
2.
Ontario, Water Resources Commission asks Council to pass a
resolut!on stating the West Rouge Sewage installation is being
built at this time. to relieve the unemployment situation.
See Resolution No. 338/61.
3.
Miss C. H. Bowen, of Glenview Road, asks Council to consider
the ~n~tallation of a light at corner of Glenview Road and
Highway 2, as it is dangerous.
Mr. Chapman to submit a report to Council.
4. Mr. T. O. Jefferson is getting lot plans of lots around West
Rouge ~arkette so that survey will not be necessary.
Mr. R. Percival, of Project Planning Associates, explained the
Township of picke,ring Official Plan, as presented by his firm
and approved by the Pickering Township Planning Board.
A number of points were discussed, and two changes asked to be
made:
1) That implement and welding shops be permitted in rural areas.
2) That frontages of lots of from 2 to 10 acres in rural areas
bear a certain relation to the depth.
RESOLUTION NUMBER 338/61
MOVED by Mr. Laycox, seconded by Mr. Deakin, that the Township
of p~ckering proceed with the installation of sewers under the
Ontario Water Resources Commission approval No. 61 S. 92 on the
grounds:
a) That this project is designed to create additional employment
and would not be undertaken at this time in the absence of
the programme.
b) That there will be no other Federal Government contribution
to the project exclusive of any loan by Central Mortage and
Housing Corporation and
c) That the project does not include any maintenance work.

BY-LAW NUMBER 2637
Mr. Spang, seconded by Mr. Mowbray, moves for leave to introduce
a By-Law of the Township of Pickering to provide for voting on
the question of Sunday Moving pictures, Theatrical Performances,
Concerts and Lectures. and that same now be read a first time.

Mr. Spang, seconded by Mr. Laycox, moves that By-Law Number 2637
to provide for voting on the question of Sunday Moving Pictures,
Theatrical Performances, Concerts and Lectures, be now read a
second time, and that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Spang, seconded by Mr. Boyes, moves that the report of the
Committee of the Whole on By-Law No. 2637 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the
Reeve and Clerk sign the same, and the Seal of the Corporation
be affixed thereto. CARRIED
BY-LAW NUMBER 2638
Mr. Laycox, seconded by Mr. Deakin, moves for leave to introduce
a By-Law of the Township of Pickering to provide for voting on

time.
Mr. Laycox, seconded by Mr. Boyes, moves that By-Law Number 2638
to provide for voting on the question of Sunday Sports, be now
read a second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Laycox, seconded by Mr. Mowbray, moves that the report of the
Committee of the Whole on By-Law No. 2638 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the
Reeve and Clerk sign the same, and the Seal of the Corporation
be affixed thereto. CARRIED
BY-LAW NUMBER 2639 (Two Readings)
Mr. Boyes, seconded by Mr. Laycox, moves for leave to introduce a
By-Law of the Township of Pickering to regulate sewage treatment
charges within the Sewer Area No.1 of the Township of Pickering,
and that same now be read a first time.
Mr. Boyes, seconded by Mr. Deakin, moves that By-Law Number 2639
to regulate sewage treatment charges within the Sewer Area No. 1
of the Township of Pickering, be now read a second time, and
that Council go into Committee of the Whole thereon.
INSTRUCTIONS
1. Mr. Chapman prepare a report re surfacing area in front of
garage and sidewalk.
2. Mr. Chapman prepare a report on the need of lighting or fluor-
escent signs at Glenview and Highway 2.
3. Clerk get resolutions re sidewalk to Brougham Park some three
years ago.
4. Clerk prepare a By-Law for a vote on a $100,000.00 debenture
for purchase of industrial lands,
5. Mr. Chapman report on speed signs on Liverpool Road north of
Highway 2 and Rosebank Road north of Highway 2,
AGREED that Auditors' long term Township report be forwarded
directly to Ontario Municipal Board when received.
AGREED Fire Meeting be held October 30th at 8 p. m.
