Sherman Scott, in the Chair Edgar James Harvey Spang Milton Mowbray Harry Boyes Moss Deakin Clifford W. Laycox L. T. Johnston, Clerk The followiua CORHESPONDENCE was considered: 1. Department of Highways of Ontario approve Township !toad ¡ Supplemèntary Budget of $136 000.00. 2. Department of Hi~ways of Ontario offer $175.00 for Concession 2 road allowance west of Duffin's Creek. Clerk check ownership. 3. Department of Highways of Ontario - notice of their deeding 17.9 acres south of Highway 401 in Houge ltLver to Conservation Autho ri ty . 4. Claremont Community Park Board ask Council to grade the road into their park and graYel it (and calcium) for their Field and Carnival Days August 4-5-7. See Resolution No. 259/61. 5. HeR:istrar. Municipal Clerk-Treasurer Traini~ Course, advise that H. S. Pearce has passed his first year instruction. Mr. Pearce paid the fee of $60.00 last fall and asks Council to refund him. See Hesolution No. 260/61. 6. F. J. Prouse reports on building permits issued in July, 1961: 79 per:mits - estimated value This year to date $ 1,542,350.00 4~906,850.00 The 79 per:mits include 57 dwellings 1 apartment building. of 38 units, a public sohool and a drive-in theatre. 7. T. O. Jefferson submitted his monthly report on Bay ltLdges: 560 building permits issued to date 348 occupancy per:mits issued. Water Plant - Intake complete; Heservoir complete. Estimated completion date, October 20, 1961. Sewage Plant -Outfall complete; brickwork and roof main building complete. Estimated completion date September 25, 1961. 8. West ~e Community Association submit three letters: (a) They ask Council to set up a Park Board and Hecreation Centre on parkette at East Avenue and Kirkdene and submit names for the Board. (b) They ask that the Clerk submit a statement of all funds available from subdividers of Chester.hill Houge Highlands, and !tougedale Acres for road purposes, and to be assured that no paved roads in these areas will be built under Local Imp rovement. (0) They feel that the West Houge Hatepayers should have been consulted before the lettering on Water Tank was changed frøm that agreed upon by 1960 Council. - 2 - The following PERSONS, on Motion, we re heard: 1. MOVED by Mr. Laycox~ seconded by Mr. Boyes, that Mr. Alex Green be heard re letters. CAlUŒED Mr. Alex Green, of West Houge CODDl1unity Association felt that the letters submitted were self explanatory. 2. MOVED by Mr. Laycox, seconded by Mr. Deakin that Mr. Miller be heard re presentation of picture of Grandfather. CAWŒED Mr. Hobert Miller, of Brougham, presented to the Council a picture of John Mille r, who was Warden of the County of Ontario in 1876 and had served the Township of Pickering 14 years seven of which were as Naeve. Heeve Scott thanked Mr. Miller for the presentation and directed the picture to be beside the pictures of the other Township of Pickering Wardens in the Council Chambers. 3. MOVED by Mr. Spang, seconded by Mr. James, that Mr. A. W. Cane be heard re attendance at the O. M. A. Convention. CAHJ:ŒED Mr. Cane asked that he be permitted to attend the O. M. A. Convention at Windsor August 27th to 30th. See Hesolution No. 261/61. 4. MOVED by Mr. Mowbray, seconded by Mr. Deakin, that Mr. Stanmon be heard. CA}Ut1ED Mr. Stanmon stated he operated the Scarborough Driving School and wishes to operate a similar business from Moffattt.s Store at Brock Road and Highway 2. As Mr. Stanmon had not seen a copy of the Driving School Licensing By-Law, the Clerk was directed to forward him one. 5. MOVED by Mr. Laycox, seconded by Mr. Spang that Mr. Petro be Jllleard. CAlUŒED ~ 0" Mr. John Petrol stated he wished to operate a brick factory and precast concrete products at the fOnDer brick works in Green Niver. He said he was also a building contractor; he would bUf used and new lumber but only sell new lumber and use used lumber in his manufacturing and asked for a licence to operate. Naeve Scott said that if he conducted his business as stated~ no licence would be required. HESOLUTION NUMBEH 259/61 MOVED by Mr. spang" seconded by Mr. Mowbray, that the Road Department be instructed to grade, gravel, plus calcium the road at the Claremont Park for their field days of August 4, 5 and 7. Pearce the $60.00 he paid to take the first year's instruction in the Municipal Clerk-Treasurer Training Course. CAlUtIED HESOLUTION NUMBER 267/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that the Ontario Hydro be requested to provide the Council of the Township of Pickering with a preliminary estimate of the sale price of the distribution system the estimated wholesale power rate, and the estimated retail rates of the Hydro system in that portion of the Township lying south of the Third Concession and from the westerly limit of Ajax and of the westerly limit of the Village of Pickering and the southerly extension thereof to the Third Concession westerly to the Scarborough Townline. CAlUtIED HESOLUTION NUMBER 268/61 MOVED by Mr. Laycox, seconded by Mr. Mowbray, that the present Hecreation Committee be re-appointed to a new committee called The Parks and Recreation Committee; this committee to act in an advisory capacity and to recommend to Council the means of acquisition and operation of parks and facilities for recreation and that a by-law be prepared setting up this committee and out- lining its responsibilities. CAlUtIED lŒ50LUTION NUMBER 269/61 MOVED by Mr. Mowbray, seconded by Mr. Spang, that the Township discontinue forthwith its policy of subsidizing the cost of install- ation and maintenance, and on December 31, 1961 its policy of sub- sidizing the operation of street lights with the exception of our agreed contribution toward capital cost of installations made to date. CARHrED Heeve Scott reported that the Assessment Department had added Jl,474,850.00 supplementary assessment to the 1960 Noll in first seven months of 1961 that the Assessment Commissioner recommended that the salary of Mr. Baglier be increased from $3360.00 to $3640.00, and become permanent employee; Mr. Gliddonts sala1 be increased from $4240.00 to $4500.00, and Mr. Binstedts from 4240.00 to $4350.00. BY -LAW NUMBER 2624 Mr. James, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to provide for the Township !Wad Department to take oVer and assume as Township roads certain roads in the TDwnship, and that same now be read a first time. Mr. James, seconded by Mr. Deakin, moves that By-Law Number 2624 to provide for the Township Noad Department to take over and assume as Township roads certain roads in the Township, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. James, seconded by Mr. Spang, moves that the report of the Committee of the Whole on By-Law No. 2624 be adopted, and that the said B,-Law be now read a Third time and PASSED; that the Heeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
