Johnston, Clerk MOVED by Mr4 Laycox, seconded by Mr. Deakin, that Minutes of meeting held March 27, 1961, be adopted. CARRIED MOVED by Mr. Spang, secÐnded by Mr. Deakin, that Minutes of meeting held April 3, 1961, be adopted. CARRIED MOVED by Hr.. James, seconded by Mr. Boyes, that Minutes of meeting held April 10, 1961, be adopted. CARRIED The following CORRESPONDENCE was read: 1. County £lerk subaits 1961 requisition of $247,786.73. The Ontario Municipal Board give notice of approval for new garbage area. Jack Hambleton would like old building on road at spring on Fifth Concession removed because it is an eyesore in a beautiful area. Refer tÐ Mr. Chapman. Brou2Þam Citizen~s Lea~ue ask for a report on two pieces of side- walk, one to the park and one to the school. See Resolution No. 126/61. - 2 - 9. Our Solicitors recommend that any agreement signed by Mr. C. Wilcox for a Wrecking Yard Licence include a third party who abuts his property on Highway 2 and asks for further direction. See Resolution No. 122/61. April. 1961. Buildi~ Inspector's ßeport: 46 Permits issued, estimated value - $411,950.00. This year to date - $ l,86l~772.00. The following PERSONS. on MOTION, were heard: 10. MOVED by Mr. Laycox seconded by Mr. Deakin, that Mrs. Sharpe, of Southview Drive, be heard. CARRIED 1. Mrs. Sharpe asked Council for a Kennel Licence and stated that only one person on her street objected; later she presented a letter signed by all but one of her neighbours that they did not object to her proposed kennel. Reeve Scott advised that under the present loning By-Law a kennel was not permitted, but that possibly it could be changed on third reading. MOVED by Mr. James seconded by Mr. Deakin~ that Mr. Thelkeld be heard. 2. Mr. Thelkeld asked if houses could be erected in flood lands in Riverside. Reeve Scott stated that the Works Department could hold up any building permit if land not properly drained. MOVED by Mr. Deakin~ seconded by Mr. Laycox, that Mr. C. Cooper, of Claremont and Mr. Richardson, of Vigor Oil, be permitted to speak on proposed Garage By-Law. CARRIED 3. Mr. Cooper felt the proposed by-law was unnecessary, too hard to understand, and the fees too high. Mr. Richardson wanted clarification of Section 2 and asked that all operators be permitted to display tires~ etc., in open. MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Jefferson be hea rd. CARRIED 4. Mr. Jefferson, our Engineer~ gave a progress report on Bay Ridges services. All work on schedule, 351 homes under construction~ and 45 occupancy permits issued. 5. Mr. Ken Butt. of Pickering Village, again asked that Council pass two by-laws, one for barber shop hours, 8 to 7, with Saturday 8 to 6, and the other to regulate barber shops. No action was taken by Council as the Township barbers had not seen fit to meet Council. MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Wank be heard. CARRIED 6. Mr. Wank presented a petition for municipal water in East Rouge signed by a claimed 80.25% of all owners. MOVED by Mr. Mowbray, seconded by Mr. James, that Mr. Wilcox be heard. CARRIED 7. Mr. Charles Wilcox asked for a Wrecking Yard Licence on Station Road and refused to sign an agreement with a third party as suggested by Township Solicitors. See Resolution No. l2~6l. 8. Mr. D. Plitz~ Treasurer, asked Council to approve his Tax Schedule to be mailed with each Tax Bill, which was agreed. - 3 - Reeve Scott stated he had been asked by Mr. W. O. Bennett to pe~it a gate on a certain right-of-way in Fairport with keys being issued to the Police and Fire Departments. It was AGREED that right-of-way be left unimpeded. RESOLUTION NUMBER 122/61 MOVED by Mr. Mowbray, seconded by Mr. Spang, that application of Mr. Wilcox for a Wrecking Yard Licence respecting his property on Station Road be refused, as the liontDl' by-law cove ring such prope rty which has had two readings does not pe~it such use. RESOLUTION NUMBER 123/61 MOVED by Mr. Laycox seconded by Mr. Deakin.. that Greenwood Avenue.. between Pinegrove a~d Woodview Avenue, be gravelled and graded, and that culvert at Woodview Avenue end be repaired, on receipt of One Dollar from the residents of Greenwood Avenue. CARRIED RESOLUTION NUMBER 124/61 MOVED by Mr. Laycox, seconded by Army be permitted to canvass the the month of May. Mr. Deakin, that the Salvation Township of Pickering during CARRIED RESOLUTION NUMBER 125/61 MOVED by Mr. Deakin" seconded by Mr. James, that this Council make application to The Ontario Municipal Board for approval of a consent to Richard Crawford to separate a lot with 225' frontage and 4401 depth, part of Lot ll, Concession 2, with the condition and understanding that there be no further subdivision of this parcel until sewer and water services are available, and that the granting of this consent should not set a precedent in this areal all as recommended by the Township of Pickering Planning Boa rd. - CARRIED RESOLUTION NUMBER 126/61 MOVED by Mr... Deakin, seconded by Mr. Mowbray.. that Mr. F. Ogden and the Federal Department of Transport be informed that there is a contravention of a Zoning By-Law, and the use of this property as a heliport will result in the contravention of other existing by-laws.. such as those dealing with noise, and that the continued use of the property may result in the TOWRship taking such action as it deems necessary to enforce these by-~aws. CARRIED MOVED by Mr. Boyes, seconded by Mr. Mowbray, that the accounts, in the amount of $15,454.06, as presented by the WATER COMMITTEE. be adopted. CARRIED BY -LAW NUMBER 2602 Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Piekering to make certain changes in the Polling Subdivisions in the Township of Pickering, and that same now be read a first time. Mr. Mowbray seconded by Mr. James, moves that By-Law Number 2602 to make certain changes in the Polling Subdivisions in the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray 1 seconded by Mr. Boyes, moves that the report of the Committee of' the Whole on By-Law No. 2602 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARßIED BY -LAW NUMBER 2604 Mr. Deakin, seconded by Mr. Boyes, moves for leave to introduce a By-Law of the Township of Pickering to provide for the payment of parking fines at the Township Police Of'fice, and that same now be read a first time. Mr. Deakin, seconded by Mr. Mowbray, moves that By-Law Number 2604 to provide for the payment of parking fines at the Township Police Offioe be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Deakin, seconded by Mr. Laycox, moves that the report of the Committee or the Whole on By-Law No. 2604 be adoptedl and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2605 Mr. Laycox, seconded by Mr. Deakin moves for leave to introduce a By-Law of the Township of Pickering to number houses in Lots 21 and 22, Broken Front Ranges 2 and 3, and that saBle now be read a first time. Mr. Laycox seconded by Mr. Boyes, moves that By-Law Number 2605 to number houses in Lots 21 and 22, Broken Front Ranges 2 and 3, be now read a second timel and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Laycox, seconded by Mr. Mowbray, moves that the report of the Committee of the Whôle on By-Law Number 2605 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
