A meeting of Council was held on MONDAY, the THIRD day of APRIL,
1961, at EIGHT o'Clock in the evening.

MOVED by Mp,. James, Seconded by Mr. Deakin, that the minutes of
meeting held March 6, 1961, be adopted. CARRIED
MOVED by Mr. Laycox seconded by Mr. Boyes, that the minutes of
meeting held March 13, 1961, be adopted. CARRIED
MOVED by Mr. Deakin, seconded by Mr. James, that the minutes of
meeting hel~ March 20, 1961, be adopted. CARRIED
The follow~g CORRESPONDENCE was read:
1. Our Solicitors submit an amended zoning by-law for No. 2520,
heard by the Ontario Municipal Board, and changed to meet
their requirements.
2. Township or Whitby have asked Council to approve their By-Law
to permit their T. S. A. No. 1 to annex that portion of Union
School Section No.2, which lies in Whitby Township.
3. Central Lake Ontario Conservation Authorit submit requisition
o 25.00 for 1961.
4. Buildina IasDector1s March report:
41 Permits - estimated value - $375,822.00
Average dwelling, estimated 12,000.00
Permits this year to date
- $ 1,449,822.00.
5. Clerk* Villa~e of Pickerin~, advises that they have an
agreement with the Township for fire services for a certain
area and any change in area requires three months' notice.
6. Reeve Scott read a letter from Mr. A. ·Hart addressed to
Councillor Laycox objecting to the manner snow is removed
from Township roads and pushed onto his driveway and asks
that tbe costs of $6.00 to remove such snow be paid by
Township. Council took no action.
The follow~g PERSONS, on MOTION, were heard:
1. MOVED by Mr. James, seconded by Mr. Deakin, that Mr. C.
Wilcox .e heard re a Wrecking Licence.
Mr. WilCox asked for a wrecking yard licence on Concession I,
Lot 17, on 10 acres, about 300' north of Highway 401, and
stated he wOQld remove all his present used trucks from his
Highway location to the site with exception of 20, which
were in good condition, and for sale. He would keep the No.
2 Highway locatien neat and tidy and would sign an agreement
to this effect.

2. Mr. T. O. Jefferson submitted a report on Bay Ridges, which
has been placed on file, such J-eport showing that all aspects
of services are up to schedule.
Mr. Jefferson submitted a plumbing by-law and explained it
for Council members.
3. Mr. Jack C a man submitted tenders for the crushing of 30/°00
tons of 7 8 inch gravel, and resulted as follows:

Mr. Chapman agreed to prepare a list of private roads which
he thought it possible to take over in 1961.
RESOLUTION NUMBER 100/61
MOVED by Mr. James, seconded by Mr. Boyes, that Council considers
it would be advisable to zone the property of Charles Wilcox on
Station Road for use as a wrecking yard and to issue to him a
wrecking yard license in respect thereof provided Mr. Wilcox first
gives to the Township assurances satisfacto~y to Council with
respect to the operation and use of his property on Ne. 2 Highway.

Whitby By-Law No. 1814 reading:
TOWNSHIP OF WHITBY
BY-LAW NO. 1814
BY-LAW NUMBER 1814 OF THE CORPORATION OF THE TOWNSHIP OF WHITBY.

Being a by-law to add the Township of Whitby portion of Union
~ohool Section No. 2 Pickering and Whitby Townships to Township of
Whitby School Area Number One.
W~ it is expedient that the Township of Whitby School Area
1fûDiber One be enlarged to include the Township of Whitby portion
of Union School Section No.2;
NOW THEREFORE the Council of the Township of Whitby, pursuant to
the authority conferred by The Public Schools Act, Chapter 330,
Section 40, R.S.O. 1960, ENACTS AS FOLLOWS:

1. THAT the portion of the Township described in Clause 2 hereor
is hereby set apart as a Township School Area.
2. THAT the said Township School Area shall consist of all of the
p~esent Township School Area No. 1 as set apart by By-Law No.
1690 and all of the Township of Whitby portion of Union School
Section No. 2 with the a~ea more specifically defined as
follows:
"The southerly 75 aCres of Lot 22 in the Eighth Con-
cession of the Township of Whitby. All of Lot 18 to 25
inclusive and the Easte~ly i of the Southerly ! of Lot 26
in the SEVENTH Concession of the Township of Whitby.
All of Lots 18 to 26 inclusive, all of Lots 34 and 35
inclusive and the South i of Lots 27 to 33 inclusive in
the SIXTH Concession of the Township of Whitby. All of
Lots 18 to 35 inclusive in the FIFTH Concession of the
Township of Whitby."
3. THAT the enlarged Township School Area as defined by this By-law
shall continue to be designated as "Township of Whitby School
Area Number ONE."
4. THAT, subjeot to the approval of the Council of the Township
of Pickering as requ1red by Subsection (2) of Section 40 of
The Public Schools Act, and subject to the approval of The
Minister as required by Subsection (27) of Section 4P of the
said Act, Union School Section No.2, Township of Whitby
shall be dissolved on the 1st day of January, 1962, when this
By-Law shall become effective.
By-law read a First, Second and Third time and finally PASSED
this 27th day of March, A.D. 1961.

MOVED by Mr. James, seconded by Mr. Deakin that
Holman Construction Company be accepted to crush

MOVED by Mr. Deakin, seconded by Mr. Laycox that Pickering Town-
ship Council give three months' notice to the Corporation of the
Village of Pickering that the contract of November 5, 1956 be
terminated in part and that a new agreement be signed. CARRIED

W. G. Lawson, J. S. Scott, and M. J. Mowbray),and that same now
be read a first time.

Mr. Spang seconded by Mr. James, moves that By-Law Number 2593
to appoint a Museum Committee of the Township or Pickering, be
now read a second time, and that Council go into Committee øf the
Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Spang, seoonded by Mr. Boyes, moves that the report of the
Committee of the Whole on By-Law No. 2593 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the
Reeve and Clerk sign the same, and the Seal of the Corporation

a By-Law of the Township of Pickering to Create a new School
Section in the Township of Pickering to replace Union School
Section Number 2, and that same now be read a first time.
Mr. Mowbray, seconded by Mr. Boyes, moves that By-Law Number 2594
to create a new School Section in the Township of Pickering to
replace. Un:hm School Section No.2, be now read a second time"
and that Council go into Committee of the Whole thereon.

Mr. Laycox, seconded by Mr. Deakin, moves for leave to introduce
a By-Law of the Township of Pickering to amend By-Law No. 2520 of
The Corporation of the Township of Pickering, and that same now
be read a first time. (Zoning By-Law)
Mr. Laycox, seconded by Mr. Boyes, moves that By-Law Number 2595
to amend By-Law No. 2520 of The Corporation of the Township or
Pickering be now read a second time, and that Council go into
Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Laycox, seconded by Mr. Spang, moves that the report of the
Committee of the Whole on By-Law No. 2595 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the
Reeve and Clerk sign the same and the Seal of the Corporation

a By~Law of the Township of Pickering to provide for the licensing
~nd regulating of plumbers, master plumbers, journeyman plumbers,
drain contractors, drain layers and apprentices, and that same
now be read a £irst time.

to provide for the licensing and regulating of plumbers, master
plumbers, journeyman plumbers, drain contractors drain layers
and apprentices, be now read a second time, and that Council go
into Committee of the Whole thereon.

MOVED by Mr. Layèox, seconded by Mr. Deakin, that this meeting
do now adjourn to meet again on MONDAY, the FIRST day of MAY,
