The following PERSONS, on MOTION, were heard:
MOVED by Mr. Deakin" seconded by Mr. Bayes" that Charles Cooper be
heard by Council re Garage By-Law. CARRIED
1. Charles C~r spoke on the proposed new garage licensing by-
law for a group of 25 operators of garages. Be contended that the
amount of the licence fees, as set out in the By-law, amounted
to another tax, not a licence, for which a service would be
given. He felt that the Township was trying to encourage
commerce and industry" but this would discourage present commer-
cial assessment; his pay roll is $40000.00, which in itself is
a small industry. He stated he had to com~ete with garage
operators in other municipalities where a '5.00 or no Township
licence is required. He stated the province regulates their
business with fees from $10.00 to $25.00 and gives them
service for the licence fee, and any further licence by the
Township is unnecessary and unwarranted - but he would not
object to the present $5.00 licence. Mrs. Linders asked
C~uncil to limit the number of garages and service stations.

2. Hr. DYke-, of Rosebank, Road North, stated he had no objection to
a Veterinary Hospital next to his property, but would object to
a kennel licence being grante4 where dogs are permitted to run,
and boarded dogs kept. Mr. Dyke was advised that the Planning
Board had asked Council to change the Zoning By-Law to include
a Veterinary pospital but not a kennel licence. See Resol-
ution No.. 93f6l.
MOVED by Mr. Deakin, seconded by Mr. Laycox, that Mr. Hunt be
heard. CARRIED
3. Mr. Hunt, Chairman of School Area 2 Board, presented his 1961
budget of $539597.l8, which would require a 29.3 mill rate,
which is .39 higher than last year, but as the debenture mill
rate will be reduced .57 mills, the overall rate is less than
1 ast year.

MOVED by Mr. Laycox, seconded by Mr. Deakin, that the Reeve and Clerk
be authorized, t,o sign, on behalf of the Corporation of the Township
of Pickering;>"an ag'reement prepared by the C. N. R. which provides
that the Township, under certain conditions, may use the presently
travelled road "nder tbe C. N. R. Bridge at Rouge River. CARRIED

MOVED by Mr. Deakin, seconded by Mr. Laycox, that Council recommend
the changing of zoning to permit a Veterinary Clinic on Rosebank
Road North Concession 1, Lot 30. CARRIED
RESOLUTION NUMBER 94/61
MOVED by Mr. Scott, seconded by Mr. Mowbray, re kennel licence,
Lot 29 between Highways 2 and 401, that Planning Board be requested
to make a definite recommendation re the zoning of this area as
Council believe the recommendation made by Planning Board on March
lOth would be impossible to carry out unless the proposed Zoning
By-Law is amended to permit of this use. CARRIED
RESOLUTION NUMBER 95/61
MOVED by Mr. Laycox seconded by Mr. Boyes,
THAT WHEREAS 20 of the 25 employees in the Roads and Works Depart-
ments have requested membership in P.S.I. and the Union has asked
Council to make only P.S.I. available to members of their Union;
AND WHEREAS the P.S.I. require that they have 75% of the group
signed with them before they will issue a contract, and also that
no other form of contract be available to any member øf the Union
through the Township;
BE IT THEREFORE RESOLVED that any member of the National Union of
Public Service Employees, Local No. 129, be not eligible for any
medical or surgical plan other than P.S.I., with deductions of fees
by the Township Treasurer, and that the Reeve and Clerk issue a
letter to P.S.I. to this effect. CARßIED

Mr. Spang, seconded by Mr. Mowbray, moves for leave to introduce a
By-Law of the TOWD$hip of Pickering to provide for the 1961 ex-
penditures on road$ in the Township of Pickering, and that same now
be read a first time.
Mr. Spang, seconded by Mr. Deakin, moves that By-Law Number 2588 to
provide for the 1961 expenditures on roads in the Township of Pickering7
be now read a secondtime and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Measures Organization for the Township of Pickering, and that same

Mr. Deakin seconded by Mr. Mowbray, moves that By-Law Number
2589 to provide for an Emergency Measures organization for the
Township of Pickering, be now read a second time, and that Council
go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.

Committee of the Whole on By-Law No. 2589 be adopted, and that the

Reeve Scott stated he had discussed the zoning of Pickering Town-
ship with Mr. Kennedy Chairman of Ontario Municipal Board, and Mr.
Kennedy now required O.M.B. approval for breaking of land in the
Township until the Township Official Plan is approved.
IT WAS AGREED that the Garage Licensing By-Law be held over until
next meeting.
