CARRIED MOVED by Mr. Deakin seconded by Mr. Laycox that Minutes of meeting held February 10, 1961, be adopted. CARRIED MOVED by Mr. Spang, seconded by Mr. Boyes that Minutes of meeting held February 20 1961, be adopted. CARRIED The fOllowing CORRESPONDENCE was read: 1. PiCkerinl District Hith School Board. 1961, requisition t 288,47 .3l or 15.9 mills as compared to 1960 requisition of $ 196,486.32, or 11.82 mills. The Town of Whitbl ask Council to endorse their resolution to the Provincial Government that representation on County Council be representation by population without the provision of a maximum number of four votes. Under this resolution Pickering Township would have nine votes, based on their 8300 County votes. Ontario Count~ Health Unit, 1960 ~. O. H. Report. Our Solicitors submit a Public Garage By-Law and a Subdivision Control By-Law for approvQl. Buildinø: Inspector's February report - 31 homes at estimated value of $453,000.00. T. O. Jefferson submitted a letter stating that the Act provides that Council may appoint a Plumbing Inspector, with no reference to qualifications, and any *uch Inspector is under the head of the Works Department. Mrs. Eaythe Soden asked Council to close the Township to hunters. Planning Board Resolution (Mardh 3, 1961). MOVED by Mr. Scott, secondeð by Mr. Ritchie, that this Planning Board approve_. and recommends to Council, the amended plan dated February 27th, 1961, of the re- subdivision of Block "Y" R. P. M-16 (Bay Ridges) provid- ing the owners construct Radom Street from Fairport Street to Liverpool Road, with a proper culvert being provided, and a sidewalk all along the no~th side of Radom Street; also that the owners construct 'airport Street to the south limit of their propert1~ ~ED. 9. Jefferson reported on Bay Ridges (East Section) developmeøt as :follows: (a) 36 250" water mains laid. I (b) 38 750', sanitary sewers laid. (c) 20 525 t. storm sewers laid. , (d) 825 connections laid to street line. (e) all roads cut. i ii 323 dwellings under construction, all N. H. A. approve. in all respects. iii 1345', of intake has been laid. low level pump house almost complete, to be tested March 8. All work on schedule. iv 284t of 36" outfall has been laid. All work on schedule. Balance of report on file. v Mr. Jefferson submitted the report of Laughlin, Wylie and Ufnal on a proposed water system for East Rouge, which would seCure water from the West Rouge Water System and use the West Rouge Water Storage Tank. They estimated the two present pumps could supply 500,000 gallons of water per day and with another larger pump a total of over a million gallons could be pumped per day. The total cost would be $173 650.00 and minimum charge for water on a loot lot would be $68.51 per year, or $47.91 on a 50' lot. 2. Mr. W. G. Newman and delegation of about 50 persons asked Council not to close the Township to hunters, but recognized that as the areas become built up such areas must be protected. He stated the Department of lands and Forests, until recently, had three men patrolling the area and now there is only one. He stated he is asking the Department for more help; he asked that he be kept informed on any closing action by Council. . , (1 ) (2) Mr. J. Wilson explained that most of the delegation were members of the Pickering Rod and Gun Club and that 60 of their members had taken the safety course, that trespassing on private property was being discouraged and their members asked farmers for permission to shoot on their property, that the maximum fine for trespassing has been raised from $10.00 to $100.00, that farmers were not co-operative in laying charges, that they are trying to prohibit rifles, that it is illegal to discharge a firearem within 150" of a building that they want the non resident licesnes re- duced from 400 and increase the cost of resident licenses, that they wish to establish a fund to pay for damage caused by banters, and that if the Township were declared a non shooting areal the cost of policing would add 5 to 7 mills on the tax rate. Allan Dawson spoke on behalf of teen agers and asked that hunting be not prohibited in the Township. In reply to a question by the Reeve about the desirability of a 10 day pheasant shoot rather than 3 days, Mr. Newman said that this was discussed at the ~ast meeting of the amalgamated municipalities and 94% favoured the 10 day shoot, as it relieved the pressure - 3 - 4. MOVED by Mr. Laycox, seconded by Mr. Boyes, that Mr. Mclntoab be heard regarding bonds. CARRlEP Mr. Donald McIntosh asked that his subdivision bond. of $55,000.00 on Plans M-5 and 678 be released in favour of a mortgage on lots, or reduced to $10,000.00, being the amount of work out- standing. It was AGREED that Mr. McIntosh discuss the matter with our Solicitor, Mr. Stevens. MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Wank be heard re water, East Rouge. CARRIED Mr. Want asked about the prospect of water for East Rouge and later discussed the matter with Mr. Jefferson. 5. MOVED by Mr. Deakin, seconded by Mr. Boyes, that Mrs. Wheeler be heard re grant. CARRIED 3. Mrs. L. Wheeler asked for the usual $100.00 Township grant to the Crippled Children's Swimming Project, and submitted a statement of activities showing that 42 children received instruction in 1960 from Pickering Township, Pickering Village, Ajax, Whitby and Uxbridge 6. MOVED by Mr. Boyes, seconded by Mr. Deakin, that Mr. Bray be heard re South Ontario Health Unit Budget. CARRIED Mr. G. Bray, of Ontario County Health Unit, submitted the 1960 report on their work, which showed a deficit of $4,922.31, and asked for $1.00 per capita for 1961. 7. MOVED by Mr. Mowbray, seconded by Mr. James, that Messrs. Moore and Staley be heard re Greenwood Park. CARRIED ~r. Geor£e Staley asked Council to give them a grant of 50% of cost of purchasing and developing a 7 acre park at Greenwood. Even if Province did not aþprove, he stated they had sufficient funds to pay for the balance of 50% of cost. RESOLUTION NUMBER 59/61 MOVED by Mr. James, seconded by Mr. Mowbray, that the Road Superin- tendent be permitted to attend the Ontario County Municipal Road Association with expenses paid and the Association fee of Ten Dollars be paid to Mr. William Twelvetrees. RESOLUTION NUMBER 60/61 MOVED by Mr. James, seconded by Mr. Boyes, that the Road Superin- tendent be authorized to call for tenders for the purchase of two ~ new gravel trucks, and trade in one 1955 and one 1957 International R 190 trucks. CARRIED RESOLUTION NUNIBR 60/61 MOVED by Mr. James, seconded by Mr. Spang, that Resolution No. 13/61 passed January 16, 1961, reading "That Pickering Township Council approve the installation of flasher signals on the Eighth Concession and on the Altona Road between Lots 28 and 29, to be paid for by the allotted road budget for Ward 1 at the approximate cost of $1500.00" BE RESCINDED and the following substituted therefor's THAT Pickering Township Council approve the installation of flasher signals on the 8th Concession and on the Altona Road between Lots 28 and 29, to be paid for by the road department budget for'Ward 1, at approximate cost of $2,700.00, as the Pickering Township share. CARRIED - 4 .. RESOLUTION NUMBER 62/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Goslin be authorized to hire another field man to assist in re-assessment without further approval from Council as recommended by the Finance Committee. CARRIED YEA: Messrs. Boyes, Deakin, Laycox, Scott, James, Mowbray. NAY: Mr. Spang. RESOLUTION NUMBER 63/61 MOVED by Mr. Deakin, seconded by Mr. Mowbray, that Pickering Township Council endorse the Town of Whitby resolution regarding representation on County Council. CARRIED RESOLUTION NUMBER 64/61 MOVED by Mr. Deakin, seconded by Mr. Boyes, tlat the Assessment Commissioner be granted a $400.00 raise in pay per year, commencing January lst 1961 from $4800.00 to $5200.00 per year, by reason of the fact that Mr. Goslin did not receive a salary increase for the year 1960, as recommended by the Finance Committee. CARRIED YEA: Messrs. Boyes, Deakin, Scott, James, Mowbray. Nay: Messrs. Laycox and Spang. RESOLUTION NUMBER 65/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, THAT WHEREAS Mr. G. Hepditch, County Assessor, appealed all the Township of Pickering assessments lying south of the Third Concession on the 1960 Assessment Roll and the Court of Revision sustained these assessments en bloc; AND WHEREAS Mr. Hepditch appealed all such assessments to the County Judge, but has now withdrawn these appeals and our solicitor has approved this withdrawal without costs; BE IT TH~ORE RESOLVED that this Council does now approve the with- drawal 0 the County Assessor's appeal against all the Township assesS- ments south of the Third Concession on 1960 Assessment Roll~ now before the County Judge. CARRIED RESOLUTION NUMBER 66/61 MOVED by Mr. Boyes, seconded by Mr. Deakin, that the salary of Mr. Ferguson, who is engaged in part time employment as maintenance man in West Rouge Pumping Station be set at $2 500.00 per year, retro- active to January 1st, 1961, it being understood that this salary includes all duties as laid down under by-laws covering Water Works, as recommended by the Works CODDDittee. CARRIED RESOLUTION NUMBER 67/61 MOVED by Mr. Boyes, seconded by Mr. James that the Garbage Depart- ment purchase a Sicard "Sani Van" Model S.M. 4, mounted on an International B 174, as per the quotation from Sicard Company, at the price of $9,522.00, as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 68/61 MOVED by Mr. Boyes, seconded by Mr. Deakin, that the schedule of permit fees for plumbing, as suggested by Mr. Jefferson, be adopted, and that By-Law No. 2495 be amended in accordance, as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 69/61 MOVED by Mr. Boyes, seconded by Mr. Laycox, that the schedule fees, as suggested by Mr. T. O. Jefferson, to charge for building permits, be adopted, and that By-Law No. 2223, Paragraph 109, be amended accordingly, as recommended by the Works Committee. CARRIED - 5 - RESO~UTION NUMBER 70/61 MOVED by Mr. Boyes# seconded by Mr. James, that the budget for Works Departaent, as presented by Mr. T. O. Jeff'erson, be accepted# as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 71/61 MOVED by Mr. Boyes, seconded by Mr. Deakin that the budget for the Garbage Department be accepted# as presented by Mr. T. O. Jefferson, this resolution recommended by the Works Committee. CARRIED RESOLUTION NUMBER 72/61 MOVED by Mr. Boyes, seconded by Mr. Mowbray, that the status of Mr. Prouse, the Building Inspector, be changed from part time employment to full time employment, and that his salary as such be increased to $4500.00 per year retroactive to January 1st, 1961, as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 73/61 MOVED by Mr. Boyes, seconded by Mr. James, that the Works Department be authorized to purchase D2 Caterpillar 1955 complete with Teele loader bucket, at a cost of $4,500.00, as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 74/61 MOVED by Mr. Boyes, seconded by Mr. Laycox, that all garbage being dumped in the Township Dump be charged on the per load basis, truck capacitl over 10 cubic yards, at $4.00 per load, and under 10 cubic yards, '2.00 per load, as recommended by the Works Committee, effective as of April lst and that a copy of this resolution be forwarded to those municipalities and individuals who are presently dumping garbage at the Township Dump. CARRIED RESOLUTION NUMBER 75/61 MOVED by Mr. Boyes, seconded by Mr. Deakin, that Mr. Jefferson be permitted to make his own choice of applicant for the position of Plumbing Inspector at a salary of $5,200.00 a year, as recommended by the Works Committee. CARRIED RESOLUTION NUMBER 76/61 MOVED by Mr. Deakin, seconded by Mr. Laycox, that Council approve the recommendation of the Planning Board to permit Consolidated Building Corporation to register Block "Y" in Plan M-16 as specified in plan submitted and under conditions as set out in Planning Board1s resolution. Mr. Mowbray seconded by Mr. James, moves that By-Law Number 2581 to license and regulate the owners or operators of public garages within the Township of Pickering, be now read a second time, and that Cuuncil go into Committee of the Whole thereon.
