An emergent meeting of Council was held on FRIDAY, the TENTH day
of FEBRUARY, 1961, at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1.
Towns~ Solieitors advise that the County Assessor has with-
drawn . s appeal before the County ~udge of all the assessments
south of the Third Concession on 1960 Assessment Roll.
2.
w. G. I~wson suggested Council re-consider its Zoning By-Law for
south .e the Third Concession on the following points:
(1) ~ction 6-2. Permits all previously broken lots in many
cases with permission of Planning Board, to be built on,
but Section 6-10 requires 15,000 square feet, which in many
oases nullifies Section 6-2.
(2) Section 7.4 provides lots may be built on when created
p~10r to ~ne By-Law, but now required to have loot
frontage. As most lots created under Planning Board have been
recommended to be 75t. by 200' for the past 10 years, these
lots are not now usable.

A. Dempsey of Centennial Recreation Association, ask Council
support their resolution to Postal Department for:
Restoration of the Highland Creek Post Office.
Extension of letter carrier services to the entire Highland
Creek area.
Appropriations in the 1961-1962 budget for a site and
building for Highland Creek Post Office.
Council took no action.
4. Our Solicitors submitted draft copies of a By-law for an
enlarged area tor gar~age,>and a By-Law for part lot control in
Bay Ridges.
5. Depa~nt of Hi~hways ask Council:
(1) to pass a resolution assuming the new road built by the
Department between Church Street and Pickering Station.
(2) We pass a resolution assuming service road between Liverpool
Road and Fairport Road south of Highway 401, as the contract

On MOTION, the following PERSONS, were heard:
1. Messrs. Campbell and Devine, of Bell Gouin10ck and Company who
offered 99.00 for $490000.00 - 6-1 - 20 year school debentures,
with U¡sual condition~to cost Township 6.37%. See Resolution
No. 41 61.
2. Mr. Arucus. ~or Banker's Bond Company who offered 98,.92 for
t490,OOO.00 - 6-1 - 20 year school debentures, with usual con-
ditions, to cost Township 6.38~.

MOVED by Mr. James, seconded by Mr. Spang, that Resolution No. 38/61,
passed February 6, 1961, re debentures, be rescinded. CARRIED
RESOLUTION NUMBER 41/61
MOVED by Mr. Laycox, seconded by Mr. Boyes that the Tender of Bell
Gouinlock to purchase $490,000.00 in Township of Pickering 6i%
Debentures to Mature May 1, 1962, to 1981, Purchase Price, $99.00,
be accepted.

MOVED by Mr. James, seconded by Mr. Spang, that the service road
Church Street to the Station Road, be reverted from the Department
of Highways of Ontario to the Township of Pickering Roads System.

RESOLUTION NUMBER 43/61
MOVED by Mr. James, seconded by Mr. Mowbray, that the County Assessor
be invited to the Council meeting of February 20th, to discuss with
Council the basis of assessment of land for the 1961 assessment.

HOVED by Mr. James, seconded by Mr. Spang, that the Road Superin-
tendent be authorized to purchase the following, subject to the
approval of the Department of Highways of Ontario:

RESOLUTION NUMBER 45/61
M~ by Mr. Laycox, seconded by Mr. Deakin, that Council approve
the resolution of The Ajax, Pickering and Whitby Association for
Retarded Children, reading: ffThat the education and training of
all retarded persons in Ontario, be provided by the Education Act
of Ontario, and be the responsibility of the Provincial and
Municipal Gévernment." CARRIED
BY-LAW NUMBER 2574
Mr. Boyes, seconded by Mr. Laycox, moves for leave to introduce a
By-Law of the Township of Pickering to authorize an application to
the Ontario Municipal Board for an order enlarging the defined garbage
area in the south part of the Township of Pickeringl and that same
now be read a first time.
Mr. Boyes seconded by Mr. Mowbray, moves that By-Law Number 2574 to
authorize an application to the Ontario Municipal Board for an
order enlarging the defined garbage area in the south part of the
Township of Pickering, be now read a second time, and that Council
go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Boyes, seconded by Mr. Deakin, moves that the report of the
Committee of the Whole on By-Law Number 2574 be adopted, and that
the said By-Law be now read a Third time and PASSED; that the Reeve
and Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED

Mr. James seconded by Mr. Deakin, moves for leave to introduce a
By-Law of the Township of Pickering to amend By-Law Number 1909 by
adding thereto a part of Liverpool Road on which parking is prohibited,
and that s~e now be read a first time.

amend By-Law Number 1909 by adding thereto a part of Liverpool Road
on which parking is prohibited, be now read a second time, and that
Council go into Committee of the Whole thereon.

Committee of the Whole on By-Law No. 2575 be adopted, and that the

designate an area of part lot control, be now read a second time, and
that Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Deakin, seconded by Mr. Laycox, moves that the report of the
Committee of the Whole on By-Law No. 2576 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED
AGREED that all members of Council act on Finance Committee for 1961.
